Selected Investements in the Municipality and their Financing Possibilities

Diploma thesis is focused on a public funding; mainly on possibilities of public financial investment. Theoretical part discusses about means which municipalities dispose on their financial intent. In this connection, both Czech and European funding are closely analyzed. Practical part of diploma thesis poses as an investment study. Firstly, particular investment has been chosen; sequentially, all possible types of funding have been confronted among each other. Goal of that thesis is evaluation of all available funding, including concept of the most suitable solution dedicated to municipal council.

The State Fund for the Environment on the Czech Republic

This diploma thesis deals with the State Environmental Fund of the Czech Republic which main objective is to support ecological measures taken in accordance to the State Environmental Policy and principles of the environmental protection of the Czech republic. Apart from that it represents basic economical instrument of fulfilment of duties imposed by international treaties on environmental protection and by the membership of the European Union. The main goal of this thesis is to describe this intitution and to try to outline possible development de lege ferenda. For the accurate delimitation of the Fund in the structure of public finances, the thesis contains a large general part dealing with public funds. The diploma thesis is divided into seven chapters. The first chapter deals with the theoretical foundation which is necessary for understanding of the other factors. The reader familiarises himself with the area of public finance and financial management. The second chapter follows up with the general foundation and presents financial management and also describes the structure of each off-budgetary fund. This thesis deals with the issue of funding public needs through State funds. It is not very well known to the public, but very interesting institution with which everyone can encounter in everyday life. The main objective of this work is to define and evaluate the possible development of the State funds in the Czech Republic de lege ferenda. The sub- objectives include the legal framework for the functioning of the State funds (their financing and organizational structure ) and a comparison of Czech legislation with foreign, specifically examples of State funds in Poland and the Slovak Republic. The thesis is composed of five chapters. First part is designed to lay down the theoretical foundation for further explanation, readers familiar with the area of public finances, namely the budgetary management. The second chapter defines and describes the system of fund off-budget funds. The third part is devoted to the various State funds in the Czech Republic (currently there are six of them), their common features and brings positives and negatives of their existence - as de lege lata. Financing options for non-commercial cinema in the CR with an example film 80 Letters

This work is dedicated to financing non-commercial cinema. It discusses the possibilities of financial support in the preparation and production of films in the Czech Republic. They are presented in individual institutions, which can be a source of financial support. The paper focuses on criteria that are required for obtaining the grant. It also defines the profile and potential applicants as well as maps and current legislative action in this area. Through analysis of financing a specific film, demonstrates a practical approach to raising funds for independent film.

Analýza státních fondů v České republice

Diplomová práce analyzuje postavení státních fondů ve veřejné rozpočtové soustavě. První kapitola obsahuje vysvětlení pojmu fond, obecnou charakteristiku státních fondů, vymezení jejich výhod a nevýhod. Další kapitoly se věnují jednotlivým fondům, které existují v současné době (1. polovina roku 2007) v České republice. Je dodržena stejná struktura: charakteristika fondu, podporované programy a pravidla pro čerpání prostředků, hospodaření fondu. Cílem je rovněž nastínění budoucího vývoje daného fondu a zvýšení informovanosti o této problematice u širší veřejnosti.
