Social exclusion, unemployment and education: towards interrealtionships and possibilities of inclusion

This dissertation draws on theories of social exclusion and focuses on one of its dimensions - the exclusion on the labour market. The theoretical framework is employed to analyze possible aspects of social exclusion at the labour market, with special attention given to that which has become topical in the Czech Republic recently: (long term) unemployment. As it has been previously noted, this phenomenon impends the model of inclusive society and moreover it represents a danger to human potential. The present study aims at analysis of some correlates of this problem. In this respect, deficit of human capital (low levels of education and qualification) was found as a significant determinant of long term unemployment (and therefore of social exclusion). At the same time, the sphere of education was recognized as a 'gateway' towards the labour market and employability. The study concluded that while education should be considered as an important factor in terms of prevention of social exclusion, in the Czech society there are still numerous barriers making application of the principle of equal opportunities in the educational system impossible. Strategic management of the central government level

The diploma thesis presents analysis of long term governance practices while focusing specifically on the process of creation and implementation of strategies within the central state administration. Two general approaches are distinguished: the instrumental approach is oriented on the improving processes within a public organisation, while paying some attention to long term perspective. The second one is the conceptual approach promoting more responsible and future oriented approach to public governance. Theory background of both approaches is provided. Five examples of securing long term perspective of public policies were assessed with more attention being paid on strategic planning understood as performance management and strengthening strategic dimension of budgeting process. The paper summarises development in this field in the Czech Republic after 1989 revolution including analysis of current possibilities of improvements. It concludes that long term perspective securing mechanisms are not systematically applied while existing efforts are being undermined by a weak political support.
The EU Policy to Fight Public Sector Corruption in the Member and in the Candidate States: an Instrument to Reduce Corruption or a Cause of a Paradoxical Membership Effect?

The tiploma thesis "The EU policy to fight public sector corruption in the member and in the candidate states: an instrument to reduce corruption or a cause of a paradoxical membership effect?" deals with the conception, the development and the current state of the EU anticorruption policy in the member and in the candidate states. It provides an introduction into the issue of corruption and its control, with a particular emphasis on the corruption in the post-communist countries of Central and Eastern Europe. The thesis explains the interest of the EU in this phenomenon and provides an overview of the EU instruments to fight corruption in the member and in the candidate states. At the same time, it compares the effectiveness of the two dimensions of the EU anticorruption policy. Exemplified by the case of the post-communist states that entered the EU in 2004, the thesis analyzes whether the EU accession is connected with weakening of obligations that arise from this policy. Due to possible negative consequences of such a paradoxical membership effect, the thesis searches for possibilities how to reduce it and how to prevent it in the future. The thesis also provides for a brief case study on corruption and anticorruption in the Czech Republic from the application for the EU membership until now.
European Referendum - the Right Choice? Focused on the Nice Treaty Referenda in Ireland

The main purpose of the master thesis called: "European referenda - the right choice? Focused on the Nice Treaty referendums in Ireland" is to reflect on the role of European referenda in representative democracies of the EC/EU either member or candidate states. Referenda give citizens a direct say over their futures. Provided they are preceded by well-organised national debates they usually raise the level of public awareness and understanding of the EU across Europe. On the other hand, they might be very dangerous political instruments with several serious drawbacks. Especially, the unpredictability of referenda is one reason why most governments have ratified EU agreements in their parliaments, assuming a majority would vote in favour. The Republic of Ireland is one of the countries that has had several referenda in recent years dealing with contentious social, political and EC/EU matters in particular. Ireland has traditionally been one of the most enthusiastic supporters of the EU and has benefited from generous EU structural funding and Common Agricultural Policy subsidies that have helped to boost its economy - the so-called "Celtic Tiger". Public administration reform and its influence on an agenda of the government care of historical monuments

This diploma thesis called "Public Administration Reform and its influence on an agenda of the government care of historical monuments" studies possible reasons of reduced quality of arbitrating in the agenda of the government care of historical monuments after delimitation of this agenda to municipal offices by a municipality with expanded competency. To premise, I consider the public administration reform in my thesis only as an instrument to refer to its possible effects on the agenda of the government care of historical monuments. The diploma thesis points at frequent influence exertion of very powerful local elements by political representatives in ORP leadership who are supported by various lobby interest groups. Just the influence of the mentioned lobby pressure groups is possibly more powerful factor for arbitrating on the level of lower territorially municipality than the influence of the government (legal rules). Awareness of homeless people about available social services

The presented diploma thesis focuses on the awareness of homeless people about available social services that could help improve their current life situation. The main goal of this work is to find out what social services for the homeless these people know, which of them they have used, what is their experience with them and whether these services can lead to a return to the majority society in their opinion or whether they only help the homeless to survive. This is a case study that took place in the capital city of Prague. Data were collected in the form of semi- structured in-depth interviews directly with homeless people. A total of 29 interviews took place. The diploma thesis first describes the definition of homelessness in the theoretical part, possible causes of homelessness and the social system of the Czech Republic. In the methodological part of the work, I describe the target population, the technique of selecting informants, the method of data collection, the advantages and disadvantages of semi-structured interviews, the method of data processing and analysis, and the ethics of research. Support of youth civic engagement in the Czech Republic: National Youth Strategy for years 2014-2020

The main topic of this thesis is the support of youth participation in the Czech Republic and related national youth policy, as defined in the National Youth Strategy for the years 2014- 2020. The aim of this thesis is to analyze and evaluate the process of creation, implementation and evaluation of this Strategy. Furthermore, the fulfillment of the strategic goal SC8, which focuses on the support of active involvement of young people, is evaluated. The thesis also includes an analysis of key actors, an informalized analysis of discourses related to youth policy and international comparison. Aims of the Strategy 2014-2020 were fulfilled through several implementation tools. The main tools were state grant programs for work with children and youth for NGOs, subsidy programs at the regional level, the Erasmus + program and cooperation with the NN LAG Czech Republic. The analysis of the Strategy evaluation process showed that the real process differed in some respects from the original plan. Monitoring of the fulfillment of strategic goals of the Strategy 2014-2020 should be provided by thematic groups, which, however, disintegrated during the validity of the Strategy.
