Policy Failure and Policy Success: Case Study of Labor Offices Organizational Reform

This thesis deals with policy failure and policy success and aims at introducing this issue into the context of the Czech Republic. The main perspective of the thesis follows approaches to analysis of policy success and policy failure developed by Mark Bovens, Paul 't Hart, and Allan McConnell. Their theoretical assumption is complex, as they evaluate the policies upon the criteria of the more general dimensions (process, program, and politics). The goal of the thesis is not only to utilize their theoretical background but also to refine and reconceptualize current theory of policy success and policy failure, respectively. The thesis is based on case study research design. The chosen case - organizational reform of labor offices - is considered as a typical policy failure. I describe and analyze in detail the selected case with a wide range of qualitative and quantitative methods. This reform was extensive and was realized in two stages. The first stage focused on the organizational structure (from decentralized to centralized management). The second stage included changes in the content of the public employment services provided by the labor offices (the newly introduced services were all non-insurance social benefits). Analysis of Personnel Management System in Healthcare Facilities with After-care and Long-term Care in the Czech Repubic

The dissertation analyzes the personnel management system in healthcare facilities with after-care and long-term care in the Czech Republic, focusing on the implementation of certain personnel activities. The main focus is on the characteristics of health facilities and the subsequent long-term care in the Czech Republic, staffing and elements that influence the work of personnel in such organizations. The individual personnel activities in healthcare facilities with after-care and long-term care in the Czech Republic are put into a structure. The thesis includes a qualitative research survey of the level of personnel management in healthcare facilities with after-care and long-term care in the Czech Republic established by both public and private sector, having different legal structures. The research survey focuses on learning about the form of personnel management in healthcare facilities with after-care and long-term care in the Czech Republic, it tracks personnel management as a complex system of partial personnel activities.
Job Satisfaction among Teachers at Secondary Police Schools and Police Colleges of the Ministry of the Interior of the Czech Republic

Attention is devoted to theoretical concepts of job satisfaction and motivation, along with job satisfaction in psychological and performance-related context and surveys on teachers' job satisfaction. The empirical investigation is based on the theories of work motivation and research into teachers' job satisfaction. Quantitative assessment of job satisfaction among the teachers of Secondary Police Schools and Police Colleges of the Ministry of the Interior of the Czech Republic is conducted with the use of the Teachers' Satisfaction Assessment Inventory in order to evaluate the teachers' overall job satisfaction and its relation to selected variables, especially of extrapersonal character.
