Forms of Co-operation Between Municipalities

This Bachelor thesis focuses on the problematics of municipalities in the Czech Republic. The first part of the thesis studies forms in which the municipalities can co-operate, legal measures, reasons and motivation that lead them towards the formation of collaboration. The second part of the thesis studies a chosen representative sample of villages and uses a questionnare method to research the reasons for collaboration and the most frequent form of co-operation. In the concluding part of the thesis, there are determined pros and cons of the sample.

Analysis and evaluation of impacts on the independence due to the districts of Prague into separate villages.

The aim of this work is to analyze and evaluate the impacts on the economy in the eventual independence of a size different boroughs of the City of Prague into separate villages in the years 2001-2015. This topic is very timely considering the frequent discussions on financing municipal districts of Prague. Prague is also the economic center of the Czech Republic. Topicality is enhanced by the fact that the model of subsidy relations between Prague and its city districts often changes. In the theoretical part are listed and explained basic terms and definitions relating to the issue. This section deals mainly with the economic theories of the budgetary determining taxes, financing municipalities and boroughs in Prague. They did not omit the legislative requirements of the functioning of municipalities and boroughs of Prague. In the practical part is evaluated development funds that flowed into the budgets of different sized urban areas and that the budgets of such units in a given period of time passed, if those units were part of the capital Prague. Part of this work is part of a proposal for legislative changes that would empower any Prague districts only allow a referendum. Finally, the comparison of the current state and the independence of the aforementioned boroughs of the capital, and in terms of income of the urban areas and in terms of financing certain obligations boroughs based on current legislation.

Proposal of Internal Guidelines for a Municipality

Bachelor thesis „Proposal of Internal Guidelines for a Municipality “ deals with the internal guidelines of the village Brezina and focuses on their updates and creation a new internal guideline. The first part of the thesis contains the theoretical basis of the work, which define the basic concepts of accounting and internal guidelines. The following section involves a brief description of the village Brezina. In the third part of this thesis I propose three internal guidelines of the accounting. These are the guidelines on: The system of process the accounting, Supplies, and on Checkout management.

The analysis of inhabitants´ attributions of prosperous and stagnant villages

Tématem diplomové práce je analýza atribucí obyvatel prosperujících a zaostávajících obcí. V teoretické části diplomové práce jsou atribuce definovány na základě rešerše odborné literatury a aplikovány na obecné příklady. Jsou zde také analyzovány faktory, které působí na prosperitu/zaostávání obce. V praktické části jsou definovány cíle diplomové práce a výzkumné otázky, které jsou podkladem pro tvorbu dotazníku. V metodologické části je definován výzkumný soubor a výzkumný vzorek. Subjektivní hodnocení prosperity obou vybraných obcí hodnotitelem je porovnáváno s výsledky dotazníkové šetření respondentů ve vybraných obcích. Prezentace a interpretace výsledků je zpracována pomocí slovního popisu, grafů a tabulek. V závěru práce jsou analyzovány atribuce obyvatel a vyvozeny závěry pro praktické využití získaných poznatků v praxi.

Diplomová práce se zabývá analýzou atribucí obyvatel ve vybraných obcích. Cílem práce je zjistit, čemu občané vybraných obcí připisují prosperitu či zaostávání své obce. Příčiny prosperity nebo zaostávání jsou zjišťovány terénním šetřením, provedeným pomocí dotazníků v obci Brloh a obci Černá v Pošumaví. Výsledky dotazníkového šetření v jednotlivých obcích jsou analyzovány a porovnány mezi oběma vybranými obcemi navzájem. Výsledky jsou také porovnávány se subjektivním hodnocením. Kritéria subjektivního hodnocení vycházejí z teoretických poznatků o atribucích a prosperitě. Výsledkem je zjištění čemu respondenti připisují prosperitu či zaostávání své obce. V závěru diplomové práce je navrhnut postup, který by měl vést ke změně nevhodných atribucí. Součástí práce jsou tabulkové a mapové přílohy.

Management of biowaste in CR

In the Czech Republic, there are fewer examples of separated collection of biologically degradable municipal waste in contrary to more developed EU countries. This situation could be resolved by such pilot projects that are already finished as well as still in progress. These projects are focused mainly on expected quantity, quality and composition of biologically degradable waste in particular cities and villages. According to results of the projects it is important to start changes in the system of biologically degradable waste treatment as soon as possible and throughout the whole cycle. The main driver for these changes is EU legislation that obliges to decrease a share of biologically degradable waste that ends up at landfill. In case the Czech Republic or any other EU country does not comply with the limits, there is a threat of high penalties. To make the new system work it will be necessary to take into account circumstances in particular villages and cities and primarily to secure disposal of the final products. Last but not least, it is crucial to inform and involve citizens. According to many studies, separated biologically degradable municipal waste is the highest-quality entrance material that can be used in the additional processing of treatment.

The Development of Local Government in the Municipality of Podlesí

The thesis deals with the development of local government in the village of Podlesí. The village of Podlesí is situated in the Central Region, approximately two kilometers from the town of Pribram. On December 31, 2015, it had a population of 1 097 inhabitants. The main objektive of this study was to identify factors that influence the character of the local political process in the village of Podlesí. This is a case study that shows the development of the local political process here from 1990 to 2014. Working initially in the theory explains the concepts related to public administration, local authorities, the function of elections and electoral systems, municipal electoral systém and the local political process. The practical part describes the village of Podlesí. This description includes Podlesí´s history, its development of demographic characteristics and social amenities. After that an individual comparison of individual results of municipal elections from 1990 to 2014, personal interviews with local political figures and defined the character of local political processes in the village of Podlesí.

The Development of Local Government in the Statutory City of Olomouc.

This master´s thesis deals with issues of  a local government. The research will focus on the city Olomouc. The goal will be to characterize main socioeconomic indicators of the city and evaluate their impact on the development and functioning of the local government. The next step will be identify the actors of the political process in the village and analyze their relationships and define the nature of the decision-making process of local governments on the basis of a comparison of the results of municipal elections. Research approach, that tries to take into account differences in the content and decision-making of local authorities in cities with different Population sizes. The work is proposed  as a case study. Two basic engineering approaches such as study of documents and interviews will be used for collecting of data.Other standard methodological procedures, especially comparison will be used in this work too

Economic analysis of selected village or town

This thesis is about economic analysis of the villiges Pelhrimov and Nova Cerekev, the main goal of this work is compare the economic situation of both villages. The first part concerns the theoretical background of the issue, ie. general problems of the autonomous unit and the structure of the budget, namely the procedures for drawing up the budget and the definition budget item. Second part is practical part, which analyzes economic of Pelhrimov and Nova Cerekev for each year over the period 2011-2015, while the analysis is carried out on the principle of annual capture changes in revenues and costs. Subsequently, both villages are compared to the comparable base, that base is recalculation on 1 inhabitant for accurate capture of development. The analysis is followed by questioning in both villages, which aims to find out how residents perceive the issue of management of the village where they live. Finally is summarizing the outcome of secondary and primary research than make an objective assessment of both villages and suggest a possible improvement in the framework of their activities to the future.

Project to extend water and sewer in the village Brandýsek

The thesis deals with the project phase of utility services within newly built family homes. Special attention is paid to the construction of sanitary sewers, water mains and rain water management in urban areas in context of the current legislation. The paper is divided into theoretical and practical part. The first part focuses on the means and facilities of utility services and on legislation regarding their proposed design and subsequent implementation. The second part concentrates on the construction of particularly selected networks in a specific project. It involves the emerge of new locations within undeveloped areas that closely adjoin the existing community. In this area we find not only a proposed sewerage treatment for wastewater but also water lines for the newly formed 14 building plots. Special attention is paid to the management of rainwater coming from public roads and sidewalks. The construction of the proposed utilities is economically evaluated in the budget costs calculated for building construction. The conclusion of this paper concentrates on the newly formed building plots that have been pre-engineered for connection to the relevant utilities.
