The aim of my BC work is to deal with the problems of life and existence of small and very small settlements which are a significant contribution to the rural societies in our country. In the theoretical part of my BC thesis, I worked with the data and conclusions available in the professional literature dealing with this particular topic.In the practical, core part of my thesis, I made comparison of various problem categories of different kinds of societies via field and questionnaire investigation.Within this problem comparison I tried to find out generally valid points for thein definitions, and on that basis to join the discussion on possible sources of their solution. The system and the financing system of psychiatric care in the Czech Republic in the period 2010-2016

The bachelor thesis focuses on mental health, which is becoming a socio-economic problem these days. Since there is a constant prevalence of patients with mental illnesses and thus an increase of a burden in the economic system, this work explains the system of psychiatric care, which is crucial for the future development of mental health of Czech population. Based on the analysis of the issue it is evident that the effort to manage the care system to community care will do not contribute to the reduction of treatment costs, but on the other hand, will facilitate the accessibility to psychiatric facilities for patients. The funding of psychiatric care is not based on the national health system, which influences the direction of a large part of the funds for treatment in psychiatric hospitals.

Fiscal rules in selected EU countries between 2004-2015: sensible method for consolidation of public finances or fad of politicians?

The subject of fiscal rules is very topical issue. The rise of public debt in certain developed countries resulted in what is sometimes called "debt crisis". Debt of those countries which is higher than their annual gross domestic product is viewed as unpayable by some economists. The main objective of this thesis has been to prove or disprove hypothesis that the fiscal rules studied in this paper are an effective solution for public finance consolidation. This verification was based on the analysis of fiscal rules functioning in selected countries between 2004 and 2015. As per results of analysis the paper aims to give recommendations for the Czech financial constitution proposal. The actual results of inquiry proved the hypothesis. Well-chosen fiscal rules are the right way towards fiscal consolidation, provided they are observed. Fiscal rules making thus requires an emphasis to be placed on the well-formulated exit clauses altogether with prospective sanctions. The current Czech financial constitution proposal is built on the correctly picked fiscal rule type, although the reference value lacks economic sense and it would not lead, with a high degree of probability, towards fiscal consolidation.

Tax and legal issues of real-estate business in Austria

The purpose of this study is to compare tax and civil-law issues concerning property business in Austria and in Czech Republic in 2016 and to investigate the efficiency of the current legislation against the real estate bubble. The theoretical part of this study contains selected demographic and price statistics concerning real estate in both countries and focuses on the description of the existing law currently in effect in both compared countries. The practical part analyses tax and transactions costs that concern property trading and a comparison of possibilities of amortisations and rentability of a rented flat in both countries.

The impact of the economic cycle to finance the defense of the Czech republic in years 2004-2014

This bachelor work examines the impact of economic performance on financing the defense sector in the Czech Republic in the years 2004-2014. The main questions are whether this influence is clear and the extent to which is essential for funding this sector. The work also provides a basic overview about development and structure of the Ministry of Defence budget in these years. The theoretical part contains theories of business cycle and public sector and briefly introduces the basic institutions that are tasked to provide a defense. The analytic part analyzes the expenditures and revenues of the Ministry of Defence and assesses their mutual influence and simultaneously the influence of GDP on these indicators. To compare with previous findings, the GPD growth rate and the growth rate of defense expenditures in selected countries of NATO are analyzed in brief in the last chapter. While findings based on data from the Ministry of Defence have rather anticyclical development of defense expenditures, in selected countries of NATO, the development is more procyclical. It highlights the very ambiguous impact of the economic cycle on expenditures in the defense sector.

Supervision of volunteers in nonprofit organizations

The theme of the presented bachelor thesis is the process of supervision and the volunteerism. Volunteering is an important subject in today's society and essentials workforce in social work. The aim of this work is to focus on the non-profit sector and try to describe it. Furthermore, there is an explanation of the position of volunteers in these organizations and supervision in social work. Supervision is one of the managerial function in non-profit organizations, which is widely and long-term applied. The thesis wants to show basics, consequences and benefits of volunteer's supervision. Providing supervision is one of the main objectives of the organization to support staff or their volunteers. This bachelor thesis explores volunteering and supervision in two countries, the Czech Republic and Sweden. This thesis compares two different approaches, based on history of these two countries. Volunteering and supervision are very interesting features of the non-profit organizations. The practical part of this thesis comprises from qualitative investigation of different nonprofit organizations. Emergency preparedness and protection of the inhabitans in the national company Budějovický Budvar in the release of hazardous substances

The thesis describes the issue of emergency preparedness and protection of the inhabitants in the National Corporation Budweiser Budvar during the release of hazardous substances. The thesis is focused on important aspects that determine the drafting of emergency documentation. One of aspects is the amount of hazardous chemical - ammonia. The total ammonia content in the object is 22 tons. This amount is according to the Act No. 59/2006 Coll., concerning prevention of major accidents as a sub-limit amount and not as an object into group A or B. On these not-classified resources are not subject to some duties under this Act, especially the obligation to prepare an emergency documentation (except where the regional authority include in the emergency plan then must provide and update the required documents). This paper doesn´t discuss by the massive leakage of 22 tons of ammonia. On the basis of analyzes were identified two sources of the risk. The first is a reservoir about the content of 10 tons which is located on the roof of the engine room. Maximum real filling is around 6 tons. The second source of risk is an expansion tank about the content of 14 tons, which is located in the building with cylinderconicals tanks (CKT). Considered fulfillment of the expansion vessel is about 7 tons. Although in this case is not about buildings and facility in which is treated with such a amount of dangerous chemical substances, which would belonged to the relevant group, I will perform available analysis according to a regulations issued or supportively used to analysis and risk assessment in according to the Act No. 59/2006 Coll., concerning prevention of major accidents. Harmful effects of ammonia are another important aspect. According to the Notice of the Ministry of Interior No. 103/2006 Coll., concerning establish principles defining the emergency planning zone and the extent and method of preparation of an external emergency plan, ammonia is taken as moderately toxic substance that irritates the eyes, mucous membranes, and in high concentrations can cause death. The great advantage from the point of view of the protection inhabitants are the warning properties. Characteristic pungency is already known in very weak concentrations. Also disposal of hazardous concentrations isn't technologically challenging, due to its solubility in the water. Another dangerous effect, except the toxicity is its explosiveness (explosive limit from 15 to 28 %) and flammability. Fortunately controlled condensing pressure prevents ignition and explosion of ammonia. Risk of the explosion and ignition of ammonia isn´t analyzed in this thesis, because the range of effects caused by leakage of several tons, is from a toxicological point of view more threatening. Impacts of hazardous concentrations aren´t threat only for people but also for animals and the environment. The thesis focuses on the analysis and evaluation of risks. The results of this research are an important element of the draft of emergency documentation. During the processing is calculated with methods IAEA-TECDOC-727, Dow's Chemical Exposure Index, Estimation of toxicity and software modeling program ALOHA. Further research is being done by brainstorming and semi-standardized interviews with employees of the company. In conclusion of the thesis is appropriate the drafting of emergency cards and emergency documentation (although not in range under the Act of concerning prevention of major accidents), according to which the reaction proceeded for any leakage of dangerous chemicals (ammonia) into the environment and the protection of workers which occur at the public premises or in the premises of the zone of impact of ammonia spilled outside the area Budweiser Budvar, NC. The use of the draft of emergency documentation is also conditioned by the location of the object in relatively densely populated areas of the county town of České Budějovice.

Míry podobnosti pro nominální data v hierarchickém shlukování

This dissertation thesis deals with similarity measures for nominal data in hierarchical clustering, which can cope with variables with more than two categories, and which aspire to replace the simple matching approach standardly used in this area. These similarity measures take into account additional characteristics of a dataset, such as frequency distribution of categories or number of categories of a given variable. The thesis recognizes three main aims. The first one is an examination and clustering performance evaluation of selected similarity measures for nominal data in hierarchical clustering of objects and variables. To achieve this goal, four experiments dealing both with the object and variable clustering were performed. They examine the clustering quality of the examined similarity measures for nominal data in comparison with the commonly used similarity measures using a binary transformation, and moreover, with several alternative methods for nominal data clustering. The comparison and evaluation are performed on real and generated datasets. Outputs of these experiments lead to knowledge, which similarity measures can generally be used, which ones perform well in a particular situation, and which ones are not recommended to use for an object or variable clustering. The second aim is to propose a theory-based similarity measure, evaluate its properties, and compare it with the other examined similarity measures. Based on this aim, two novel similarity measures, Variable Entropy and Variable Mutability are proposed; especially, the former one performs very well in datasets with a lower number of variables. The third aim of this thesis is to provide a convenient software implementation based on the examined similarity measures for nominal data, which covers the whole clustering process from a computation of a proximity matrix to evaluation of resulting clusters. This goal was also achieved by creating the nomclust package for the software R, which covers this issue, and which is freely available.

History of vegetational development in the Cheb basin from sedimentary record of the SOOS National Nature Reserve

Vegetation development in the Cheb basin ( W Czech Republic) recorded in the sediments of the SOOS ational ature Reserve This thesis focuses on palaeoecological research of quaternary sediments in the Soos National Nature Reserve (Cheb basin, NW Czech Republic). Quaternary history of this locality is poorly known, despite it is a valuable and protected area with high natural qualities. The Soos basin is also known for its unique geological record, which is expected to cover information on landscape dynamics at least during the Holocene. A lake existed in the Soos basin enabling accumulation of diatomite and peat sediments of a broad palaeoecological potential. Records were analysed with method of pollen analysis and were dated using 14C. The results of this study bring information about vegetation development in the area of Cheb basin as well as development of lake ecosystem. It also gives a new insight on lake's origin and its age. The accumulation of peat sediments started in the Preboreal period and was continuous at least until the Atlantic following with a hiatus, therefore further detection of vegetation development is impossible. The tax system reduces motivation to return to work among mothers with young children: recommendations and evaluation

In the Czech Republic, the overall taxation of work, i.e individuals' income tax together with social security and health insurance contributions, places a heavy burden even on the relatively low earnings of so-called second earners in households, i.e. partners with lower earnings. These peoples' work activity is, however, generally very sensitive to the level of taxation. A large group of these earners is made up of mothers with young children. Mothers who are the second earner in their household are subject to a participation tax rate (PTR) up to 30 % higher than their partners, and yet a higher PTR results in lower motivation to work. Women with children and low earning potential are subjected to the highest PTRs in comparison with their partners.
