Personal data protection act and its impact on police practice

Seznamuje proto se základními pojmy, významem ochrany osobních údajů a s právními předpisy, včetně interních norem Policie ČR vydaných k jejich aplikaci. Je určena i pro základní orientaci příslušníků a zaměstnanců Policie ČR v dané problematice.

Improvization of acting people with serious visual handicap

I would like to focus in my dissertation on improvization of acting people with serious visual handicap. These improvizations took place during theatre course from 2007 till 2008. This dissertation is divide into 3 parts. First part focuses on history and content of theatre course I've mentioned above and also visual handicap problems and psychical impact on human personality. Second part describes people who were involved in and their specific needs and verbal and movement improvization too. At the end I reflected the cooperation of the group and describe the knowledges which I got as the member of the group and as the social worker.

Measures against tax evasion in VAT Act

This thesis is focused on measures against evasion of VAT. The aim of this work is to describe the measures againts evasion in VAT Act, to compare measures in the Czech Republic and the Slovak Republic and describe the impacts of these measures on the tax payer and the tax administration in terms of quality. In the first part is explained the term tax evasion and described measures against tax evasion. The second part is focused on the problematic questions, which relate to new measures in the Czech Republic. In the third part are described the measures against evasion in Slovak Republic, these measures are compared in the Czech Republic and the Slovak Republic and described the possible impact of these measures on VAT payers and tax administrator.

The Act on Educational Staff: an exploratory survey in the district of Zábřeh.

My thesis is divided into two parts where the notional part presents the targets and methodology, describes the locality of the research, the system of education and the legislation. The applied part is based on the qualitative research carried out with four randomly chosen headmasters of the educational institutions in Zábřeh, representing different types and stages of the educational system. Based on the results of my research, the target of my thesis is to describe the impact of the amendment of the Act No.563/2004 on Educational Staff and the impact of modification of some related acts on the teaching stuffs of all kinds of educational facilities in the town, and at the same time to present the process of dealing with these legislative changes by the headmasters as the managers of the schools. By interviewing the headmasters I should find the answer to the question if their analysed responses conform the idea of an ideal manager (according to Jan Hron) who needs to have not only knowledge an competence to be a successful manager, but also authority and will. The results of the research should also confirm or refute the idea that in connection with the legislative changes many insufficiently qualified teachers were dismissed to be replaced by new employees. Therefore, I am comparing the results of my survey with the accessible data from the local employment agency. Although it is hard to generalize the data from the qualitative survey and a relatively small number of respondents, this thesis should bring a new insight into the whole issue in the town of fourteen thousand inhabitants.

The Code of Administrative Procedure and its use in construction permitting in accordance with the Building Act

The thesis characterises building permitting administrative procedures subject to the Building Act and Rules of Administrative Procedure. The legal regulation contained in the new Building Act that has been effective since 2007 has been amended several times over the period of nine years, among other by so called big amendment to the Building Act in 2013. Both the Building Act and amendments to it are supposed to simplify and speed up its implementation as much as possible. The Building Act is a special legal regulation the implementation of which is supported by the Rules of Administrative Procedure as a general legal regulation. The current legal regulation of the Rules of Administrative Procedure has been effective since 2006. The Rules of Administrative Procedure stipulate general procedures that are not set forth in special laws. Therefore, the research part of the thesis describes procedures of the granting of individual types of permits subject to the Building Act that are related to general procedures subject to the Rules of Administrative Procedure. The result part of the thesis focuses on a comparison of permitting and appeal procedures in the Central Bohemian region and a comparison of such proceedings outputs to outputs of the proceedings in the Czech Republic. The paper analyses reasons that are behind the described results. The statistic evaluation deals with influences than affect numbers of granted permits. The thesis conclusion includes some suggestions concerning some Building Act amendments based on findings contained in the result and research part of the thesis.

The Risk Assessment under the Act on Environmental Damage in Fosfa joint-stock Company

Nowadays there is an increasing pressure on manufacturing companies to reduce their impact on the environment. This thesis seeks to address two approaches to reducing the environmental impact - legislative and voluntary. The theoretical part defines the procedure for environmental risk assessment under applicable law and the implementation of cleaner production in the company. The practical part describes the evaluation of risks arising in all production areas of the company and implementing the cleaner production program in the selected department. The introduction of cleaner production is economically evaluated by the simple return on investment method.

The theory of rent-seeking and the public procurement in the Czech Republic in years 1993 - 2011

The aim of this thesis is to analyze the development of legal and institutional framework of the public procurement in the Czech Republic from 1993 to 2011 and on the basis of this analysis to determine their influence on rent seeking in the public procurement. The main problems of the public procurement in the CR are also discussed in this thesis. The process of awarding and execution of the public procurement is very topical. A hundred of billions from public funds are yearly spent through the public procurement in the CR. Currently, the intense debate about the influence and importance of the public procurement act amendment are taking place. The theoretical part covers the general theory of rent seeking. The basic characteristic together with the economical aspects of the public procurement are also explained here. The analytical part is focused on the development of legal framework of the public procurement from 1993 to 2011. The main accent is put on the defining of the space for rent seeking during awarding, execution and follow-up control of the public procurement. The development of institutional framework of the public procurement arrangements in the CR, namely the activities of the Office for the Protection of Competition, the Supreme Audit Office and the Ministry of Regional Development, are defined in this part. Further, the main problems of the public procurement in the CR together with their possible solutions are described here. The thesis uses the method of comparison of the different public procurement acts which were implemented during the years 1993-2011 including the comparison of the institutional framework in order to detect the positive and negative influence on the rent seeking in the public procurement.

Criminal liability of legal entities - from the bill to the forceable enactment

The Act on criminal liability of legal entities and proceedings against them became effective on 1 January 2012. Although it is a highly controversial law disrupting the established criminal law principles, the Czech Republic was one of the few European Union member states whose laws did not embed criminal liability of legal entities in its laws. An effort concerning solving this problem appeared as far back as 2004, the Chamber of Deputies, however, rejected the original bill. Perhaps due to the international pressure or due to the increase in crimes committed by legal entities, in 2011, the second bill was already approved. This thesis deals with the arguments and process of discourse, from which emerged the valid enactment, as well as an explanation of some of the principal provisions of the Act and also the international scheme of criminal liability of legal entities. It is difficult to anticipate the specific impact of the Act due to its short effect and therefore the thesis on criminal liability of legal entities is more of a theoretical than practical.

Healthy schizophrenia. Influences of Brechtian epic theatre and alienation effect in Czech modern acting

The work, Healthy Schizophrenia, Influences of Brechtian Epic Theatre and the Alienation Effect in modern Czech Acting, is divided into two parts. The first section is devoted to acting approaches in Brechtian epic theatre. It is focused on a breakthrough period in Brecht's experimentation, to which belong the stagings of the play Man is Man in 1931, an adaptation of Gorky's The Mother in 1932 and Lehrstücks. This part of the examination is based theoretically on studies of the Street Scene, Alienation Effectsin Chinese Acting, and Notes to the Opera, Rise and Fall of the City of Mahogany. The work also takes into account Brecht's inspirations, including the acting of Mej Lan-fang and American slapstick. The author considers these basic acting principles to be the basis of epic acting: simultaneity of play spaces; description of an event; presentation of and self-presentation of characters; actors presenting character in the third person; speaking directly to public; the actor's attitude as spectator; the principles of quotation and demonstration (of an event, action or of a style); admission of authorship; fragmentary and non-continuous representation of character; the principle of play (playing at a thing); didactics; representation of one's opinions; using an alienation effect; stepping out of a role....

1919 Local Elections in Czechoslovakia Cinsidering Previous Administrative Development

The bachelor thesis presents establishment of municipalities and municipal elections including their results from 1919 in Czechoslovakia which were held only in Bohemia, Moravia and Silesia. Both elections and establishment of municipalities are described in relation to the previous historical and administrative development, therefore the first part of the thesis analyzes the establishment of municipalities and development of the municipal suffrage in the Habsburg monarchy. The introductory historical excursion is be followed by the year 1919. The new Czechoslovak government had two options, either to take over Austrian administration, or build up their own. The first option mentioned was chosen. Thus the establishment of municipalities was amended and the new elections act was enacted. The background of political bargaining concerning those two acts is described. After both legal acts are presented the work focuses on elections themselves and electoral system, which had undergone a shift of principles to those more democratic. It was caused by greater influence of socialist politicians on national politics and generally by the establishment of the new state - Czechoslovakia - along with its ideological framework.
