Barriers to women's entry into top civil service positions

The bachelor thesis deals with the problem of low representation of women in the top positions of the state administration. The thesis aims primarily to identify the barriers that female civil servants face when entering the top positions of the state administration. The theoretical part of the thesis introduces the theory of new institutionalism, specifically feminist institutionalism, and defines the necessary gender terminology and basic concepts for understanding the functioning of the civil service. The value anchoring of the thesis includes, for example, an explanation of the glass ceiling effect or the concept of the broken rung. Within the legal framework, the basic international and Czech legislation aimed at promoting equal opportunities is presented. The thesis employs elements of qualitative research, mainly using personal interviews with women in top positions in the civil service to obtain more detailed information. The interviews with the women respondents are further supplemented by the analysis and identification of relevant documents in the framework of equal opportunities. Representation of women in parliamentary political parties in the Czech Republic and in France since 2017

This thesis focuses on parliamentary political parties in the Czech Republic and in France in the period since the 2017 legislative elections in both countries. It looks at the different attitudes and approaches of political parties towards women's representation. In addition to the historical context of the two countries and each political party, it also presents the long-term factors that influence the representation of women in political parties. Such factors include a country's political culture, the existence of women's party organizations, or the intra-party setting of quotas for women's representation. Institutional arrangements set from outside are also an important factor, with the parity law having impact on French political parties. The following analysis of different political environments attempts to capture these and other factors affecting women's representation and their practical manifestations. First, the party positions in the period under study are analyzed, followed by the candidate lists for the 2017 legislative elections and the results of these elections, i.e. the ratio of male and female occupancy of parliamentary seats and senior positions. This bachelor thesis deals with the topic of the position of women in politics in Latin America. The first part describes the evolution of Latin American politics, political and social role of women in Latin America, including the barriers that women have to face, and how Latin American region is introduced the gender quota systems into their national policies. The second part is focused on the evolution and current situation in the number of represented women in legislation in selected countries, the progress of implementation of quota systems and the process of their adjustment to the current form, and on women that were able to achieve a significant position in politics in Latin America, or they played an important role there.
Development of Women's Representation in the Parliament of the Czech Republic

The under-representation of women in national politics has been mentioned for many years either by certain individuals or periodical short-term political campaigns. While there is evidence to suggest that more women are now being elected to local and national politics, without a doubt women continue to face barriers to their entry and their subsequent progression. In this thesis, I focused on elements of existing equal opportunities policies (e.g. bureaucratic, civil society and electoral systems) and their efforts towards the greater participation of women in politics; at the same time identifying the sources, characteristics and the weaknesses in the system. The conclusion of the thesis provides the basis from which I have made certain recommendations concerning the possible changes and future strategies in this field.
