The EU foreign policy toward the North Korea: its effects and limitation

Jang, Seong Jung EU has been engaged in North Korean affairs since it started humanitarian aid in 1990s. EU has developed institutional grounds for the diplomatic relation and it has implemented foreign policy towards North Korea in the context of Asia strategy. Its approach to North Korea is connected with Neo-liberal thinking. It stressed the international cooperation to resolve the nuclear problem, and utilized political dialogues and international institution to improve the poor human rights in North Korea. It also continued humanitarian aid irrespective of security problem, and offered economic cooperation programs for the economic development of North Korea. However, EU is not in the strong position to affect the security issue in the Korean peninsula due to various causes such as the geopolitical distance. Moreover, EU's economic cooperation programs are often frustrated by the political constraints. Rather, it puts the energy in keeping the position by playing a leading role in the improvement of human rights and continuing humanitarian aid. The diploma thesis "Komparace postojů Irska a Velké Británie u vybraných aspektů Evropské integrace" deals with attitudes of Great Britain and Ireland to the politics of the European Union. Based on the available literature (using the descriptive and analytical method), the thesis proves how divergent or vice versa accordance are particular policies and approaches of these two states, whose past is completely different and has fundamental influence on contemporary access of these members to the European Union. In the history of Great Britain's and the European Union's relation it is always possible to find a certain fact that distinguished Britain from other partners in the European Union. It is then also different from the neighbouring Ireland. The diploma thesis analyses first of all the financial framework of the European Union, its regional and foreign policy. It is divided into five chapters - besides already mentioned regional, economic and foreign policy, the diploma thesis delas with the access of Ireland and Great Britain to European referendums, accentuated is first of all the referendum on the Treaty of Nice and the contemporary debate on the rejected Treaty of Lisbon. The thesis EU foreign policy and position of European states towards Ukraine crisis deals with foreign policy of the EU in relation to Ukraine. It examines the development of their contractual relations and analyzes them. The work also includes a description of the development of the Ukrainian conflict. The main part of the work is the attitudes analysis of selected member states of the European Union towards the Ukranian crisis and Russia. Based on the research question, states are then divided into categories reflecting their attitude to Russia.
The Evolution of EU Foreign Policy towards Israel: Wars in Gaza 2008/2009 and 2014

The thesis concentrates on two phenomena: EU foreign policy and the EU-Israel relationship. As a result, the methodological approach is two-fold. The first focal point of the thesis is the evolution of EU foreign policy itself, especially concentrating on the situation before and after the Treaty of Lisbon came into effect on 1 December 2009. The second focal point of the thesis are two qualitative analyses of Operation Cast Lead (2008/2009) and Operation Protective Edge (2014) which compare the reactions of EU institutions with the reactions of two 'pro-Israel' EU member states (Germany and the Czech Republic) and two 'anti-Israel' EU member states (France and Sweden) to each conflict. The theoretical approach of the thesis is derived from the theory of normative institutionalism developed by Daniel C. Thomas. Based on this theory, the thesis argues that: [1] the increasing power of EU institutions has a mitigating effect on the sharp rhetoric of the member states; and [2] accentuated by the Lisbon Treaty reforms, institutionalism transforms the whole concept of EU foreign policy as individual member states perceive joint action as an intrinsic value and favour consistency and coherence in EU policy-making across time and issue-areas. A Legitimacy Analysis of EU Sanctions

Political legitimacy has often been addressed in terms of the legitimacy of actors, while the legitimacy of policies as such is relatively neglected. This thesis argues that an analytical distinction between the categories of the actor and its action is necessary, since an actor's legitimacy does not automatically imply the legitimacy of its behaviour; furthermore, in real social discourse, actions are not exempt from legitimacy judgments. The ambition of the thesis is to make use of this research gap and to examine one of the most important tools of the EU's foreign policy by means of an analytical framework of political legitimacy. The selected cases are the current episode of CFSP sanctions against Russia; "appropriate measures" under the ACP Partnership agreement against Zimbabwe; and the informal arms embargo against China. Sanctions dealt with in the first two cases are deemed legitimate, while the arms embargo on China failed to meet the legitimacy criteria. Apart from the findings on legitimacy, two major conclusions can be drawn from the analysis: The lack of internal coherence is impairing the legitimacy of the EU's political measures; and the imposition of sanctions through an institutionalised political framework enhances their transparency in contrast to informal measures.
