Issues in education of officials of territorial self-governing units in Ostrava

This diploma thesis deals with the education of officials of public administration on the level of territorial self-government. The aim of this diploma thesis is to evaluate a system of education of officials of territorial self-governing units on example of a particular town district authority in Ostrava, to identify problematic spheres and to propose the possibilities of their solution. After introductory determination of the problem in the beginning of the thesis there are theoretical solutions stated and there are contemporary trends of development in education of officials in Europe outlined. Afterwards there is an origin of contemporary system of education of officials of territorial self-governing units in the Czech Republic described in the context of reform of public administration which is followed by the determination of legislative framework, by organisation of education and by overview of participants engaged in this sphere. In empirical part of the thesis there is a research of education of officials at the town district authority in Ostrava implemented and the results of the research including identification of problematic spheres are compared with results of similar researches. E-learning in public service

In the era of post-industrial society/world knowledge becomes ever more important source of wealth. This process is being reflected by public service. Part of the changes in the public service is also the term 'e-learning', alias education supported by web technologies. This new method is currently expanding also into the area of civil servants education and therefore I have decided to write my diploma thesis on "E-learning in public service". The aim of the thesis is above all to analyse current civil servants' in the public service education, to explain the term of e-learning, and last but not least to controvert or confirm the hypothesis whether the e-learning way of education of public servants has a chance to spread or even make it to the top of preferred forms of education.

Education of Local Authorities' Employees in Mariánské Lázně

Diplomová práce porovnává stav ve vzdělávání úředníků územních samosprávných celků před účinností zákona č. 312/2002 Sb., o úřednících územních samosprávných celků a poté. Zaměřuje se na stav po roce 2003 a identifikuje vzdělávání úředníků jako činnost personálního managementu. Na příkladu městského úřadu Mariánské Lázně porovnává a vyhodnocuje změny, které znamenala účinnost zákona č. 312/2002 Sb., o úřednících územních samosprávných celků.
