Recovery Plan for Europe in Response to the Covid Crisis

This diploma thesis is focused on the Recovery Plan for Europe, which is also sometimes called NextGenerationEU. This is one of the measures which were taken at the European Union level in response to the coronavirus crisis and its consequences in order to support the economic recovery of the EU Member States. The main aim of the diploma thesis is to analyse the legal- economic aspects of the EU instrument adopted under the title Recovery Plan for Europe, or also NextGeneration EU, and its functioning. The diploma thesis is divided into two large sections. The first one consists of parts 1 to 3 and the second one of parts 4 and 5. The first descriptive-analytical section initially describes the macroeconomic principles of crises and possible response steps to them so that it could be explained how, especially in the fiscal area, it is possible to react to crises from which economies cyclically suffer, taking the specificities of the European Union into account. Afterwards, the traditional EU fiscal instruments, in particular the Multiannual Financial Framework and the EU budget, are described and the extent to which these instruments can be used to respond to crisis situations, such as the coronavirus crisis, is analysed. The influence of the Visegrad Group on the negotiations on the MFF 2014-2020 and 2021-2027

The fundamental idea of the coexistence of the contemporary central European states within one geopolitical space has its beginning in the 14th century when the monarchs of Bohemia, Poland and Hungary found and articulated a common interest in cooperation in defence against Habsburg's power expansion. The formalised form of cooperation was later implemented within the Austrian and subsequently Austro-Hungarian monarchy. Austria's dominant role ended in 1918 with the breakdown of the Austro-Hungarian monarchy, as one of the results of the first world war. The current Visegrad Group was created as a need to respond to the new challenges that these countries had to face in the new geopolitical order of Europe. In pursuing a realistic policy, the Visegrad group can become a significant force not only within the EU, capable of defending the economic, military, and political interests of its members. The promotion of the economic and national interests of the individual members of the Visegrad Group can be enhanced by mutual cooperation within the European Union, especially during negotiations of the long-term budgets of the European Union. Budget of the European Union in the field of justice and home affairs

The Master Degree Thesis focuses on analysis of the EU budget. The main area of interest is justice and home affairs. Planning of the EU annual budget is preceded by creation of the Multiannual Financial Framework which is a planning tool and also a safeguard of predictability of the EU expenditures. Also EU priorities are mirrored there. Annual budget itself is divided into six headings. The thesis is dedicated mainly to the third area Security and Citizenship. Also an EU agency CEPOL (European Police College) is financed from this area. The second part of the thesis is dedicated to CEPOL. The EU agency CEPOL occupies important position in the field of education and training of senior police officers and also law enforcement officers. It provides educational and training activities which suppose to contribute to improving of EU Member States´ cooperation in fighting against the most serious forms of international crime. The flagship of CEPOL is European Police Exchange Programme. Thanks to the exchange programme, the participants gain experience based on their needs and preferences. CEPOL supports qualitative rather than quantitative education. The third part of the theses tries to find out whether the financial resources spend on the Exchange Programme are used effectively. This issue is examined by using a questionnaire and subsequently its evaluation.

Germany's EU policy

The bachelor thesis deals with Germany's EU-policy focusing on the current Cabinet led by Angela Merkel. The determinants of the German EU-policy, in particular the historical role of the Federal Republic of Germany in the European integration process, the position and representation of Germany in the institutions of the EU and the institutional architecture of the EU-agenda in Germany, are briefly mentioned. Moreover, research is done on the general features of the current EU-policy, its legitimacy and three selected current topics -- the German policy in crisis, the German role in the current EU-multiannual financial framework negotiations and the German energy policy towards the EU.

Legal Aspects of EU Budget

The Bachelor´s work is focused on the basic characteristics of EU budget. Furthermore it points out its legal aspects followed by the analysis of the EU budget structure where the following aspects are discussed: multi-annual financial framework, incomes and expenses of the EU budget. Moreover the principles of the EU budget are mentioned in the Bachelor´s work followed by the process of approving the EU budget. The control of the EU budget is enclosed in the literary research. Practical part of this thesis deals with the financial analysis of the budget of EU in the time horizont of nine years.

Sustainability of European Union’s development cooperation and the importance of the evaluation on the effectiveness of the aid to developing countries

This diploma thesis deals with the issue of development policy of the European Union, its evolution, instruments in use and outlook for the next multiannual financial framework which will determine the direction in the future. The first part sums up goals and principles of the policy as well as the institutions in respect and their roles. Alongside the financial functioning is described. Next chapter is devoted to the evolution of partnerships in different regions. In the third part the actual implementation procedures are described together with the principles and impacts of evaluation processes. Last chapter introduces current issues of development policy the EU has to resolve and summarizes the present negotiations on multiannual financial framework and European Development Fund.
