The bachelor’s thesis deals with management evaluation of the municipality of Puklice in the years 2010 to 2014. The thesis is divided into four parts. The first part defines the problem and objectives of the thesis. The second part contains the theoretical background to the thesis. The third part consists of basic information about the municipality of Puklice and analysis of the municipality budget. The fourth part contains a proposal to finance a project of a sewer system and wastewater treatment plant in the Puklice and Studénky neighbourhoods.

Constitutional guarantees of territorial self-government Abstract The aim of this diploma thesis is to present selected institutes of constitutional and administrative law, which are connected with territorial self-government and which guarantee territorial self-governing units their existence and functioning, analysis and evaluation of application of these institutes in practice, warning of their potential difficulties, or proposal their modifications or improvements so as to provide sufficient legal guarantees for independent activities and the existence of local self-government in the Czech Republic. The method of selective literary research is applied in the diploma thesis. Materials related to its topic are used for the elaboration of the work, mainly works from the branches of constitutional law, administrative or municipal law, corresponding legal acts and comments. The topic and the title of this master thesis is Organization of public administration and its main objective is to provide comprehensive view on organisation of public administration in Czech Republic with closer focus on government administration and territorial self- government. The main sources used for this thesis were literature, legal regulations and case-law. The thesis is divided into four logically arranged chapters. First chapter is dedicated to theoretical overview of public administration, its organization and main principles. Second chapter is called Government Administration and is mainly focused on system of its direct executors, which consists of government, ministries, as well as central administrative agencies and other administrative agencies with national geographical coverage. This chapter also deals with indirect executors of government such as municipalities and regional authorities. Main objective of this chapter is to provide overview of these mentioned executors, theirs scope and relative legislation. Diplomová práce se zabývá problémy současného územního členění České republiky. Základním východiskem práce je charakteristika historického, právního a společenského kontextu územního členění státu. Na tomto podkladě je následně proveden rozbor hlavních oblémů územního členění České republiky a navrženy eventuální možnosti řešení. První teoretická část je věnována fenoménu územního členění z pohledu obecné státovědy a sociální Uherské monarchie až po reformu veřejné správy provedenou po vzniku samostatné České republiky. Pozornost je zaměřena především na popis a hodnocení dobových koncepcí územního uspořádání a na proměny jednotlivých typů územních celků v čase. Třet zaměřena na úpravu územního členění v rovině ústavního pořádku České republiky. Jde zejména o rozbor relevantních obecných článků Ústavy včetně preambule. Samostatný pododdíl je potom věnován české koncepci územní samosprávy v podobě obcí a vyšších územně samosprávných celků. Drobná úvaha je rovněž věnována nejednoznačnému postavení statutárních měst. Models of territorial self-government funding from the view of delegated powers

This diploma thesis evaluates models of territorial self-government funding from the view of delegated powers in the Czech republic. To reach this goal, thesis is divided into four separated chapters. First chapter defines the function of local government, its position in present system of public administration, explains terms like own powers, extended powers and delegated powers. Second chapter of the work introduces valid legal framework about territorial self-government funding and each particular type of municipal government financing as well. It contains analysis of revenues and expenditures of municipalities and regions in last ten years particulary from 2002 to 2011. It clarifies historical development and gives more information about possible future process of municipal budgets. Third chapter deals with specific fund so called "contribution of execution of state administration". The last fourth part introduces budgetary allocation of municipality taxes and revenues - all according to valid legislation. It includes various suggestions of legal amendments of the budgetary allocation of taxes and their positive and negative effects as well.
Competences and Obligations of Territorial Self-Government Bodies

The thesis is focused on territorial self-government and its competences. The first part of my thesis describes territorial self-government and its position in the system of public administration of the Czech Republic. Here the thesis delimitates competences and duties of bodies and clerks of self-governing territorial units in the way they are stipulated by legal regulations. In the second part of my thesis is given an example and this example is used for a comparison between theory and practice. Great attention is also paid to differences that occur in the Czech Republic between theory and practice. The main objective of the thesis is to evaluate the possibilities of a defence of a citizen in case a clerk or an administration body does not meet their obligations and duties; the thesis also tries to suggest possible solutions to such situations.
