Tato diplomová práce se zabývá komplexní problematikou organizace veřejné správy v České republice s bližším zaměřením na státní správu a územní samosprávu. Cílem práce je poskytnout ucelený pohled na tuto problematiku a při plnění tohoto cíle autor čerpal informace převážně z právních předpisů, soudních rozhodnutí a odborné literatury. Diplomová práce je členěna do čtyř kapitol. V první kapitole práce nalezneme teoretický úvod k veřejné správě i její organizaci se zaměřením na právní úpravu veřejné správy a principy, na kterých je tato organizace vystavena, dále zde nalezneme vysvětlení vztahu mezi subjekty a vykonavateli veřejné správy. Druhá kapitola, která je společně s třetí kapitolou hlavní částí práce, se nazývá Státní správa a věnuje se především soustavě přímých vykonavatelů státní správy, mezi něž se řadí vláda, ministerstva, jiné ústřední správní úřady s celostátní působností a jiné správní úřady s celostátní působností. Tato kapitola se zabývá také nepřímými vykonavateli státní správy, na které stát přenáší výkon státní správy, tím že ji na ně deleguje zákonem nebo rozhodnutím na základě zákona, jedná se zejména o obce, kraje, ale i soukromé osoby. Cílem této kapitoly je poskytnout přehled o těchto vykonavatelích, rozsahu jejich působnosti a analýza právních předpisů, kterými jsou upravovány.... The topic and the title of this master thesis is Organization of public administration and its main objective is to provide comprehensive view on organisation of public administration in Czech Republic with closer focus on government administration and territorial self- government. The main sources used for this thesis were literature, legal regulations and case-law. The thesis is divided into four logically arranged chapters. First chapter is dedicated to theoretical overview of public administration, its organization and main principles. Second chapter is called Government Administration and is mainly focused on system of its direct executors, which consists of government, ministries, as well as central administrative agencies and other administrative agencies with national geographical coverage. This chapter also deals with indirect executors of government such as municipalities and regional authorities. Main objective of this chapter is to provide overview of these mentioned executors, theirs scope and relative legislation. Following chapter is devoted to territorial self-government, executed by territorial self-governing units, which is guaranteed by Constitution of Czech Republic and the state can intervene only if it is necessary for the protection of the law.
