International Labor Organization and protection of social rights

The Bachelor's thesis occupied with the International Labour Organization and the protection of social rights. The work is only theoretical and is developed using the search compilation and analysis of secondary sources. The aim is to map the history of the International Labour Organization and its current activities in the field of social rights. The work is divided into six chapters. The first chapter deals with the origin of the International Labour Organization, specifically from the initial idea of international cooperation, which supposed to set and regulate labour conditions, and its development. I describe the history since the 19th century, when the first international associations and unions were created, to the creation of the International Labour Organization in 1919 and its evolution till the present time. In following chapters I describe the structure, objectives and basic activities. In the chapter about basic activities I describe the process of adoption of standards and control over their implementation in countries that have ratified. The fourth chapter is devoted to the next objective of my work - current activities in the field of social rights. In this area, the ILO actively promotes policies and provides assistance to countries to extend adequate social protection for all members of society. ILO seeks to ensure access to health care and income security in cases of old age, unemployment, sickness, disability, employment injury, maternity, and loss of capital income. It is also trying to reduce poverty, inequality and promote the growth of social protection. Among the activities that help in social protection belong to the providing of policy advice, undertaking research and carrying out technical cooperation activities. In 2012 ILO adopted a new standard of social security Social Protection Floors Recommendation (No. 202). The aim of the Recommendation is to develop minimum levels of social protection in a social security systems, which is adapted to the conditions and levels of development of the country. The fifth chapter is dedicated to the current programs and projects of the organization. ILO provides technical cooperation to developing countries on all continents since 1950. The cooperation takes place through close connection of countries that receive support, donors and the International Labour Organization. The aim of these activities is the implementation of the Decent Work Agenda. ILO provides advices on policy and assistance in design and implementation development programmes. The final chapter is about the cooperation of the Czech Republic, namely the Ministry of Labour and Social Affairs, and the International Labour Organization. Under the cooperation was signed a Partnership agreement on development cooperation between the Government of the CZ and the ILO in 2007. The agreement covers supporting the implementation of the Millennium Development Goals in developing countries and voluntary financial contributions from the Czech Republic to the budget of the International Labour Organisation. Furthermore, the Czech Republic representatives regularly participate in the International Labour Conference which takes place every year in June, where they deal with social and labour issues and adopt new labour standards. The mission of the International Labour Organization since its inception still has a great importance to the preservation of human rights. That is why the creation of standards and implementation of projects need a rigorous activity. Organization should be focused on shortcomings of its standards and projects and should use its funds effectively.

Dissertation: Abstract Jakub Rákosník: Changes of Czechoslovak Social Law in Years 1945 - 1956 The postwar popular democratic regime in Czechoslovakia was based on a strong social consensus which provided opportunity for leading political parties to realize extensive economic and social reforms. It was not only the nationalization of the economy (this task, in the case of large enterprises controlling two thirds of the Czechoslovak labor force, had already been finished before the communist coup d'état in February 1948), but also generous reform of social insurance towards the universal welfare state protecting all citizens and not only those insured. This program was inspired on the one hand by the long domestic tradition of social policy and also by the new postwar British reform made by the program of William Beveridge on the other hand. The dissertation is concerned especially with the analysis of continuity of social law. The structure of the welfare state in particular countries is a considerably lasting matter of fact.
