Provision of interim and substitute accommodation of citizens evacuated from zone of emergency planning of nuclear power plant Dukovany

The bachelor´s thesis is focused on Provision of interim and substitute accommodation of citizens evacuated from zone of emergency planning of nuclear power plant Dukovany. The introduction deals with crisis situation and general characteristics of nuclear power plant Dukovany. Description of radiation accident, related risks and how can we protect before its occurrence follow. The next part of my bachelor´s thesis deals with the external emergency plan of nuclear power plant Dukovany, the evacuation of the citizens and their substitute and long-term accommodation. I concentrated on the problem: „What could be done with evacuated citizens, how should they be cared for? “ What are responsibilities of mayors of the receiving and evacuated communities got. Of course, also legislative provisions are discussed too. The last chapter is devoted to my proposal, how can be issues related to the resettlement of the citizens solved. At the end I summarize knowledge I have received during my investigation.
Decision Risks Management Methods

This thesis deals with the matter of risk managament in IT projects. It explains the importance of risk management in such projects and shows different ways and methods of managing and analyzing the risks. After explaining the basic concepts and the various phases of risk management the text focuses on two methods of risk analysis - the fault tree analysis of event tree analysis. Use of both methods is explained for both quantitative and qualitative analyses. The second half of the work includes the design of an application for the support of risk analysis employing the methods of fault tree analysis and event tree analysis. This is followed by a description of the implementation of the proposed system in a web environment using jQuery, Nette Framework and Dibi.

Preliminary injunctions in civil proceedings Abstract This diploma thesis deals with the issue of preliminary injunctions in civil proceedings, which are a means of achieving the fastest possible but only temporary protection of a endangered or violated right. Preliminary injunctions have a special function in the civil proceedings, and therefore their legal regulation includes special rules that differ from the regulation of ordinary proceedings. The thesis aims to explain the theoretical foundations of preliminary injunctions, to describe and interpret the current legal regulation of preliminary injunctions and the preliminary injunction proceedings contained in the Civil Procedure Code, but also to highlight the problematic issues of the procedure and the legal regulation and to suggest a suitable solutions. As for the structure, this thesis is divided into three parts. The first part summarizes the historical development of preliminary injunctions in the Czech legal system. Creation the results book by the modeling and predictions of the effects of a radiological emergency situation on a nuclear power plant in the Czech Republic.

The aim of the thesis is creation the results book by the modeling and predictions of the effects of a radiological emergency situation on a nuclear power plant in the Czech Republic and assessment of selected input values on the results of calculations. The thesis is divided into the theoretical part, practical part and discussion, which evaluates the results of the thesis. The theoretical part uses information from the literature, which describes the ionizing radiation, its properties and effect on the population and the environment. Then, nuclear power plants, their service and possible radiation emergencies are described per valid legal regulations. End of theoretical part describes the activity for intervention in the event of a radiation emergency. The practical part describes model situations of radiological emergency situation in the vicinity of a nuclear power plant in the Czech Republic. For this thesis is selected a nuclear power plant Dukovany, for which these events are created. The results and impacts of model situations will be evaluated with the help of SW tool and then will be determined protective measures and procedures for eliminating aftermath of these incidents. Per the practical part is created an analog catalog, which will act as a backup in case of SW tool malfunction.
The readiness of chosen kindergartens in the emergency planning zone of the Temelín Nuclear Power Plant

The thesis is based on the assessment of the readiness of staff in selected kindergartens in the emergency planning zone of the Temelín Nuclear Power Plant. Kindergartens associate a large number of young children who are dependent on the help of adults. Even in the event of a radiation accident, children will not be able to take care of themselves and will clearly be dependent on the help of teachers. For this reason the readiness of staff of this type of school facility in the emergency planning zone should not be underestimated. The aim of the thesis was to analyze the knowledge of staff in selected kindergartens (Dříteň, Zliv, Albrechtice nad Vltavou, Neznašov) in the emergency planning zone of the Temelín Nuclear Power Plant. For this purpose was established a hypothesis: "The knowledge of the staff of selected kindergartens in the emergency planning zone of the Temelín Nuclear Power Plant will be higher than 60 %." To achieve the set goal and to verify the hypothesis a questionnaire survey was conducted using a developed questionnaire. The questionnaire contained 19 questions, and total 55 respondents took part in the questionnaire. Then were the results evaluated using methods of descriptive and mathematical statistics. The hypothesis was confirmed that the knowledge of the staff of selected kindergartens is higher than 60 %. The arithmetic average of staff knowledge in selected kindergartens in the emergency planning zone of the Temelín Nuclear Power Plant was 61.47 %. I consider the current state of knowledge of staff in selected kindergartens to be sufficient, but the results showed insufficient knowledge in the areas of improvised body protection and iodine prophylaxis.

This bachelor's thesis deals with the analysis of the offence agenda on the example of a selected municipality of Vodňany which, within its extended powers, carries out offence proceedings for the municipality of Číčenice by a public contract. The work deals with the administration of offences of the town of Vodňany within its entire extended scope from 2015 to 2020 and at the same time compare the administration of offences of the municipality Číčenice in the years 2015 - 2020 and their development from data provided by the municipal office Vodňany. A questionnaire survey and a guided interview are conducted with local government representatives in municipalities of comparable size to the village of Číčenice. Finally, Different models of offence management are compared and the optimal solution for municipalities of comparable size to the municipality of Číčenice are recommended so that they are as advantageous as possible for them.
Protective treatment in the prison

The bachelor thesis is focused on the issue of protective treatment in the prison. The aim is to define the basic forms of safeguards in connection to current legislation and to bring the individual protective measures and types of treatment, summarize the issues and assess them in terms of their contribution. The first section provides basic laws, which are related to this topic. The second section is devoted to prison system in the Czech Republic. Additionally, there are described treatment programs and specialized departments. The last two sections summarize the findings about the development, purpose, classification and duration of protective measures and also about security of the detention. Processed are the targets of protective treatment, its storage, basic types of treatment and their characteristics.
Security detention in the Czech Republic and its legal regulation in England and Wales

Security detention represents a new type of protective measure, which became part of the first amendment to the Criminal Code and then in the broader sense of its recodification, with effect from 1.1.2009, respectively 2010. Security detention aimed to deal with a pressing social problem regarding the treatment of certain particularly dangerous patiens in psychiatric hospitals. While studying the problem I contacted the then chief of the detention Institute in Brno, MD. Petr Stožický who provided me with qualified information on the practical operation of the first detention institute within the Czech Republic. The available laws, comments and controversy in 2010 ranged broadly at a theoretical level. The study contains the legislation of a similar programme in England and Wales.
Sanctions for administrative delicts and protective measures

This thesis deals with sanctions and protective measures. The thesis primarily discusses types of sanctions and protective measures that may be imposed for administrative delicts; it also addresses circumstances to be considered in imposing sanctions. The goal of this paper is to provide a comprehensive review of the current law of sanctions and protective measures concerning administrative delicts. Various legal and practical problems and inadequately solved questions surrounding the imposition of sanctions are emphasized. Parts of the thesis, especially its conclusion, address a reform of administrative punishment and future legislative measures regarding this important function of organs of public administration. Chapter I focuses on sanctions for violations. The introduction to this chapter is rather theoretical and is devoted to definitions of basic concepts of administrative penalization. This part further defines the terms of "sanction" and "administrative punishment". The conclusion of this chapter then analyzes the purpose of sanctions and includes their list and a summary of past legal enactments. Protective Treatment and Secure Detention

PROTECTIVE TREATMENT AND SECURE DETENTION This thesis addresses the legislation governing protective treatment and secure detention, which in Czech criminal law is one of the protective measures that have become an integral part of Czechoslovak and Czech criminal codes since 1950. I focused on a detailed analysis of the current legislation of protective treatment in the form of either outpatient, or institutional and secure detention. The aim of the thesis was to evaluate whether the legislation of both measures would stand from the point of view of the principle of subsidiarity of secure detention in relation to protective treatment, not only in the interpretation of statutory provisions, but particularly in their application by the ordinary courts. I have examined the decisions of the ordinary courts regarding case law of the Constitutional Court and the European Court of Human Rights. To address this issue, I have used both standard and classical methods and techniques of criminological research, in particular document analysis and an analysis of available statistical data from the official departmental databases of the Czech Ministry of Justice and the Czech Prison Service.
