Why should the Czech Republic reform its current policy of financing higher education?

The Czech Republic has traditionally financed higher education out of general taxation and in the form of per capita funding. This system has led to inef- ficient allocation of funds, long-term underfunding and decreasing quality of education. We present three alternative financing schemes which rely on larger contribution from students: pure student loan, risk-sharing income-contingent loan and risk-pooling income-contingent loan. By using a theoretical model and calibrating it to the Czech reality, we show that financing schemes have significant impact on higher education participation and the quality of accepted students. While pure loan and risk-pooling induce optimal participation, in- ternational experience suggests that risk-sharing is the more feasible option. Tax and Organizational Aspects of Selected Universities in Selected Countries

This diploma thesis compares organizational structures of selected universities in the Czech Republic, in the Slovak Republic and in France. The aim of this analysis is to determine whether the organizational structures of sampled universities are comparable or not, and whether there are inefficiencies in the management of these universities. The first part describes systems and funding of higher education in the selected countries. The second part is focused on comparison of the organizational structures using annual reports of the universities. The second part of this thesis also concludes and summarizes the outcomes of the analysis and determines the management effectiveness of selected universities.

The bachelor thesis deals with problem of financing of the tertiary education. The aim of thesis is to evaluate the effect of tertiary education financing system in Great Britain and Germany on its extent. First, there are described tertiary edu-cation and options for its financing. In the next part is described tertiary education financing system in the Czech Republic, Great Britain and Germany, and is evaluated effect of implementation of tuition fees in Great Britain and Germany. The effect of an implementation of tuition on a quality of university education system in the Czech Republic

This diploma thesis examines the impact and consequences of the implementation of deferred tuition in the Czech Republic on an quality and a system of financing of universities. The aim is to determine the real impact of tuition fees on improving the quality of university education and make recommendations for an implementation or a rejection of this form of financial participation. The first part of my thesis contains theoretical views on education and its role in the modern economy, it defines the term "education" as a kind of an economic good and describes the current system of university education in the Czech Republic. The empirical research will be comparing the current situation of university education system in the Czech Republic with the situation in the EU and OECD countries. The analysis will be based on statistical data on the number of people with university education, the volume of investment into this kind of education, the ratio of public and private funding system, the number of students enrolling on universities, total expenditures per student, applying of university student and other labor market indicators. Based on this comparison,the strengths and the weaknesses of the Czech university education will be established and its trend in the last 5 years. Within the scope of a planned introduction of direct financial participation of university students, the principle of deferred tuition will be considered as a potential tool not only to increase private funding in the system, but also to achieve a better standards of university education. The possible effects of the introduction of tuition fees in the country will be estimated based on the experience with the implementation of this system abroad (UK and Australia) and meta-analysis of expert opinion on financing university education system. The conclusion of the thesis includes a summary of the extent to which the inflow of private funds into the system changes the strengths and weaknesses of the university education in the Czech Republic and making recommendations for its implementation.
The Analysis the Financing of the Higher Educational System in the Czech Republic and Other Selected OECD Member Countries

The aim of this bachelor thesis is to analyse the financing of the higher educational system in the Czech Republic and other selected OECD member countries and the comparison of these systems. The Czech Republic is not the only country where the financing of the higher education is subject to serious discussions. The Czech educational system deals with a lack of funds which represent the basic structural problem. Many countries come to reformative steps that should handle this issue. The theoretical part concerns the theory of human capital, the role of education in society, the educational politics, the financing mechanisms of the higher education and the financial flows. The practical part analyses the tertiary education in the Czech Republic, Germany, Sweden, Great Britain and Slovenia. Expenses on education will be compared in relation to GDP and state budgets of the selected countries. Subsequently, the differences of the individual higher educational systems will be described by means of the comparison method.
Financing of the Higher Education in the Russian Federation

The main aim was to create an analysis of the current system of funding tertiary education of the Russian Federation and the definition of proposals for improvement. The purpose of the first part is to summaries the economic aspects of higher education. The second chapter is strictly focused on the research and is devoted to the characteristics of higher education in terms of funding.
