Financial Control in Public Administration

The topic of this diploma thesis is a Financial Control in Public Administration. The most important aim of the work is to describe the current laws applied in the field of financial control and to evaluate if the review economy of territorial entity made by controller of the regional office and external private auditor is qualitatively comparable. In the first part, the theoretical one, I focus on list of applicable types of controls and a description of relevant laws in force. The second part of my diploma thesis might by called the practical one and it describes the process of financial controls at the level of basic territorial entity. The aim of this study is to explained the practical aspects of financial control in public administration.

Finance and anccounting within the Czech republic Ministry of Defence.

This Bachelor thesis deals with finance and accounting within the Czech republic Ministry of Defence. In the first part of the thesis there is mentioned the general characteristic of budget organizations. The work deals with planning, budgeting and funds allocation within Czech Ministry of Defence where revenues and expenditures are described. Further the function and meaning of accounting within the Ministry of Defence is described here as well as accounting workplaces. There is also described the financial control applied in these conditions. The concluding part of the thisis has a practical character and it deals with budgeting of Ministry of Defence in 2006-2008.

EU Structural Funds: Control of OPPP Projects and Case Study

The objective of the diploma thesis is to explain and evaluate the process of control of projects that were realized within the Operational Programme Industry and Enterprise. The thesis points out the most common problems and mistakes that were discovered during the financial control and extended the proces of control and postponed the payment of grant. Another aim is prosessing of case study of real project and evaluation of its effects and benefits. Firs part of the diploma thesis contains introduction, second part is theoretical. It sets Operational Programme Industry and Enterprise into wider context. It defines EU regional and structural policies and their objectives. It also mentions particular structural funds. Second part also talks about legislative framework concerning these policies. And this part also mentions operational programmes'administration. Third part of the diploma thesis is concerned with the Operational Programme Industry and Enterprise (OPPP). It describes individual OPPP support programmes from which it was possible to draw the support. Beside that, it shows the process through which the project of applier had to go from application for support, through authorisation to realization and control of project. Fourth part of thesis deals with the control of projects and the main focus is on the financial control. Fifth part contains the case study of real project. The conclusion contains evaluation of projects control process and also evaluation of project that was analysed in the case sudy.

Analysis of the Economic Management of the Contributory Organization in the Health Sector

Hlavním cílem diplomové práce je analyzovat a následně zhodnotit finanční hospodaření Zdravotnické záchranné služby, příspěvkové organizace. Dalším cílem je analýza a zhodnocení hospodaření peněžních fondů v rámci oblastního střediska ZZS v Teplicích. První část práce je zaměřena na veřejný sektor obecně se zdůrazněním problematiky dosahování efektivnosti a kvality řízení ve veřejném sektoru. Dále obsahuje úvod do obecné problematiky hospodaření příspěvkových organizací. Druhá část je analytická, zaměřená na zvolené cíle. V rámci druhé části se věnuji finanční kontrole ve veřejné správě, veřejnosprávním kontrolám a auditu ve Zdravotnické záchranné službě, příspěvkové organizaci.
