Spatial Pattern of Subsidies from the Structural Funds: The Case of Czech Municipalities

The thesis aims to uncover spatial patterns of subsidies from the European Union funds while focusing on the 2007-2013 programming period in the Czech Republic. We take into account demographic, economic and political charac- teristics of municipalities with the extended power to determine their relevance on the size of the obtained subsidy. Furthermore, subsidies may be clustered in the space due to some common regional characteristics that cannot be easily measured, or due to cooperation/competitiveness of the municipalities. Our results from the models estimated by the Ordinary Least Squares sug- gest that municipality's population, the number of businesses, the debt of pre- vious periods, and the mayor's affiliation to the political party are significant in explaining the size of the subsidy. Based on following tests, Moran's I and Lagrange Multiplier test, we incorporate the spatial models estimated by the Maximum Likelihood Estimator. We find that the subsidies managed by the regional council disperse across the given region, indicating a hidden common characteristic or regional council's endogenous interventions. The evaluation of the use of EU structural funds in the Central Bohemia Region in the period 2007 - 2013

My bachelor work deals with the evaluation of the use of EU structural funds in the Central Bohemia Region within the Regional Operational Program in Cohesion Region of Central Bohemia in the period 2007 - 2013. The description of the strategy and objectives of the program, the characteristics of the individual priority axes and areas of intervention during the subsidy system are given in the theoretical part. The practical part deals with the development of the use of structural funds in the Central Bohemia Region, where overall results achieved within the Regional Operational Program in Cohesion Region of Central Bohemia both from financial and technical point of view are evaluated. An analysis of the fulfillment of monitoring indicators at the level of priority axes and comparing actual results with expected targets in the program documents follows. In the final part an actual effects and impacts of program implementation on the population of the entire region of Central Bohemia are analyzed. The results of the Regional Operational Program in Cohesion Region of Central Bohemia and the comparison with other operational programs in the programming period 2007 - 2013 are given. There is also the evaluation of one of the failed projects and one of the most successful applicants on the contrary. The examples of completed projects are given.
Abilities of municipalities in NUTS 2 South-East region to withdraw European funds

The presented thesis deals with abilities of municipalities in the region NUTS II South - East to draw European funds. The aim is to analyze how well - informed are municipalties about this topic and how they can take advantage of their gained knowledge and use the financial instruments of the EU. Administrative division founded by the EU is needed for a possibility of a member state to use European funds. NUTS II South - East region covers two Czech regions - Jihomoravský a Vysočina - and it is also a region with the highest number of municipalities from all the NUTS II regions in the Czech Republic. Municipalities are one of the most active applicants for the European funds and their knowledge and abilities to use the funds is important. According to a Theory of learning regions there were set three criteria which created the basis of the research. Knowledge and abilities were divided into three phases depending on when the municipalities deal with them during the process of withdrawing. For gaining data for the research I used the mixed methods research that combine the quantitative and the qualitative research. The thesis deals with the organizational changes in connection with the use of subsidies from the European Union. It focuses on the changes and processes in civil society Organizations, these processes identifies and describes. It also examines which of them can lead to the successful functioning of the organization. Based on the theoretical assumption that in civil society organizations certain organizational changes occur as a result of subsidies from the EU. Public Accountability: A Case Study of Operational Programme Employment

1 Abstract The diploma thesis "Public Accountability: A Case Study of Operational Programme Employment" sees accountability as social relationship between two actors, in which one is obliged to explain his conduct to the other. The thesis examines accountability regime and relations in Czech public administration on example of the setting and implementation of Operational Programme Employment. The main objective of the thesis is to describe accountability regime in Operational Programme Employment, the existing accountability relations and their characteristics. The perspective of Managing Authority of OP Employment is the starting point for the analysis. 8 relations are presented based on quantitative content analysis of documents, which set up rules of implementation for the OP. More relations are added based on expert interviews. The thesis then concludes that there are differences between content and functions of accountability relations. At the EU level there is an emphasis on outputs and accountability is used mainly for fulfilling goals and targets. At the Czech Republic level the stress is on processes and compliance with rules. V ANGLICKÉM JAZYCE ABSTRACT: The work provides comprehensive information on the development and structure of financial support from the European Union and how to use schools and school facilities. The next section deals with the pitfalls with which schools and educational institutions face in the implementation of projects financed from the EU Structural Funds. The conclusion includes recommendations for managing authorities and suggestions for new topics in the training of managers of schools and school facilities.
Analysis of the Current Relationship of Civil society organizations and European Programmes in Prague

The aim of this diploma thesis is to map out the possibilities of Prague civil society organizations regarding the drawing of EU funds. In the search I focused on mapping of current European programs for the Prague civil society organizations (programs provided for the programming period 2007 - 2013). I will also present opportunities compared with those in the previous programming period 2004 - 2006. Part of the search are chapters dedicated to the financing of civil society and the transformation of their organizational structure. In the empirical part I focused my on selected civil society organizations that administrated project under the Operational Programme Prague - Adaptability. The aim of the research were through semi-structured interviews to determine how individual civil society organizations look at the whole process of administration of European projects, whether they were faced with some problems or have comments on how the whole process. When analyzing the interviews and documents I have also monitored whether the selected civil society organizations in connection with the drawing of EU funds somehow transformed their organizational structure is concerned. An effect of receiving a subsidy from EU fonds on social enterprise sustainability - A case study

Dissertation is concerned on sustainability of social enterprise, which has started its business thanks to EU funding during the period 2007 - 2013. Social enterprises as social economy subjects make up an important part of national economy and extend possibilities to obtain financial sources for nonprofit operation. EU funding reflects the importance of social enterprises in promoting level of employment. The aim of the research is to get a complex description of surveyed case with a special emphasis on social and financial sustainability in the the situation after project's completion date. Sustainability of the social enterprise is described with help of The SEED Initiative approach. The SEED Initiative has defined success factors and key indicators of performance of social enterprise sustainability. Dissertation is conceived as a single case study.
Analysis of Social and Economic Development of the Municipality Dobřichovice

This thesis deals with the social and economic development of the town of Dobřichovice which is located in the district Praha-západ (Prague-West) and ranks among the smaller towns with the number of inhabitants not exceeding 4,000. In the theoretical part the main used terms are defined with the help of the technical literature: region, regional policy, regional development, municipality etc. The objective of the thesis in the empiric part is (apart from providing basic characteristics of the town of Dobřichovice including a brief outline of its history) is especially to assess the development in the individual social and economic areas. The documents of the town of Dobřichovice and other public institutions including the data of the Czech Statistical Office are used for the analysis in the areas like demography, education, unemployment, entrepreneurial activities or the quality of life. The primary collection of data is carried out by means of semi-structured interviews with the representatives political leadership of the town, of its municipal office as well as with the representatives of local citizens. Based on the analysis of primary and secondary sources an aggregate SWOT analysis is performed. The summary provides an overview of the development areas and outlines several points that could be used by the town of Dobřichovice by the preparation of the future documents on development.
