The dilemma of social work at the Department of Social and Legal Protection of Children
ŠKAMPOVÁ, Jana
The aim of the bachelor thesis was to identify the dilemmas of the social workers, who give suggestions for taking the child out of the care of parents to court. In the theoretical part, the basic concepts connected and relevant to the given topic have been explained. This section is divided into three chapters. In the practical part, there a research question was answered which was chosen on the basis of the research goal: What dilemmas are being solved by DSLPCH social workers in practice? A qualitative research strategy was selected for the research, and a semi-structured interview technique was used. Data analysis was performed by the encoding method. The research group was selected by purposeful selection and is made up of six social workers working at the SLPCH (social and legal protection of children) and having at least one experience in filing a proposal about taking the child out of the parets'care to court. Semi-structured interviews were conducted into the theoretical saturation of the sample. The research section showed that a social worker in the SLPCH department faces dilemma situations every day. The most sensitive dilemma is the dilemma whether or not to file a proposal to take the child out of the parents' care to court. Solving dilemma situations depends on the decision, experience, and conscientiousness of the social worker. It also depends on the willingness and collective cooperation of all social workers in the SLPCH department, as the most common solution to dilemma situations has been the consultation of the dilemma with the other colleagues. Based on the views, experience and advice of colleagues, a social worker decides to proceed further in a dilemma situation. Experience is one of the most valuable things in this department because there is no comprehensive system for the right procedure, because each situation is different and needs to be done individually. The results of the research may be beneficial to social workers who encounter similar dilemmas.

The scope of ordinary social workers of HN at CoP LO on the agenda of benefits in material distressis the processing of applications, providing advice and appropriate services, which affect both legislative, ethical and other documents of the organization, as well as the role of social workers in their work representing their competence, attitudes and values that imply to intervention with clients. Other aspects and factors that have a relevant impact on the human rights of clientsare the cooperation with other entities active in the environment and working conditions of social workers. Questions have been targeted on subjective perceptions and opinions of the respondents in the area of benefits in material distress in Ceske Budejovice, regarding examined aspectsand factors that I have outlined above. The result of my thesis is the finding that the fulfilment of the rights of clients is negatively affected by the high administrative participation rates of social workers, which subsequently affects the individual approach, roles, competencies, values of social workers, and in cooperation with other agencies and organizations that are important to the saturation ofclients' needs. Officers of benefits of benefits in material distress from the position of the first-line workers do not have sufficient powers in defending the rights of their clients. It has been appealed to social workers to have been properly compiled their administrative formalities. The consequence of this administrative burden is the sideline of the individual of intervention with clients with the aim of saturation of their needs.
