Analysis of Defence Research and Development in the Czech Republic

Defence research and development is an important public policy phenomenon, which represents a relevant part of security policy and interferes with many other areas when considered in a wider perspective. My diploma thesis presents an analysis of the Czech policy of defence research and development and an international comparison with the Netherlands and Slovakia. Governmental policy in this area is relatively pro-active as regards its declared settings. On the other hand, its actual practise reveals many problematic areas. Ministry of Defence's expenditure on defence research and development has been falling since 1999 and recently finds itself well below the limit guaranteed by the law. Insufficient utilisation of foreign financial support might be considered negatively as well. The analysis that I carried out in my thesis identified fundamental shortcomings of the Czech system, the functioning of which is far from being optimal. The deficiencies have mostly a systemic manner and can not be solved by partial changes. Due to this reason I propose an alternative set up of the Czech policy of defence research and development, based on a shift to the agency model inspired by the Dutch experience.
Termite behaviour and polyethisms during colony defence

My bachelor thesis deals with the various defensive adaptations of termites, not only in specialized caste of defenders, the soldiers, but also in members of other castes. Termites are the eldest group of eusocial insects on the planet and their defence systems are indeed impressive. I tried to describe the defensive strategies in general, morphological, anatomical and behavioral adaptations of termites to defence, and also major termites enemies. At the end I also sum up the knowledge on polyethism, which should be the aim of my future thesis.
Anglo-French defence cooperation as reaction to defence spending cuts

This bachelor thesis deals with military partnership of the United Kingdom of Great Britain and Northern Ireland with France at the time between the end of the Cold War and the signing of agreements to increase defence cooperation at conference in London in November 2010. This paper analyses the various factors that have contributed to the development of cooperation between these two countries and to aims to prove or disprove the thesis that the reason for an unprecedented convergence of Britain and France in the defence sector in 2010 are budget cuts, with which then British government responded to the economic crisis. This topic is divided into three chapters due to a need of separate analysis of individual factors. In the first part the study deals with the dynamics and development of military cooperation between both countries after the Cold War, with emphasis on the conclusions of the London summit in 2010. The second part analyses the financial situation of the Ministry of Defence in the period since 1990. The corresponding chapter examines the response and specific measures of the Ministry of Defence to a lack of resources to meet the required demands and the reasons why the development of cooperation between Britain and France had not occurred previously. Specific behaviour of soldiers towards reproductives of termite genus Prorhinotermes (Isoptera: Rhinotermitidae).

Soldier caste is the oldest altruistic caste in termites, highly specialized for defensive tasks. Therefore, a number of adaptations in anatomy and behaviour can be observed in soldier, lacking in other termite castes. The aim of this study was to verify the hypothesis that in disturbed groups the soldiers will prefer to stand by and defend the reproductives, the most valuable individuals. Therefore, I studied in two species of the genus Prorhinotermes (P. simplex and P. canalifrons) the ability of soldiers to discriminate neotenic reproductives and provide them with defence. In agreement with the initial hypothesis, the soldiers of both species prooved to be able of an instantaneous recognition of reproductives and remained close to them. In P. simplex, the neotenic female was the most attractive individual, while in P. canalifrons, neotenics of both sexes were equally attractive. The observed preference of reproductives appears to occur only with a certain age of the reproductives in incipient colonies, along with their sexual maturation. Caste specificity of cuticular lipids supports the presumption that the caste recognition is based on olphactoric cues in the cuticle of reproductives.
Proposal on the optimal basketball training method within the physical education of children in older school age

Title: Proposal on the optimal basketball training method within the physical education of children in older school age Author: Josef Růžička The study aims to find optimal theoretical model of basketball training method within the course of physical education at primary schools and general secondary schools. We focus on children in older school age. The objective is to make basketball training more effective as well as more familiar to teachers that are lacking more complex or personal experience with this sport. We use the method of experiment. First, the numbers of testing exercises to detect the level of general game skills of the children were defined. Then the model of teaching method consisting of ten setting-up (introductory) exercises was developed and implemented into a complete semestral plan. At the beginning of experiment, two groups of children were tested for their general game skills. Then our proposed model was applied onto these two groups. We aimed to develop model of teaching that would help to improve and develop basketball skills of children. At the end of experiment period were children's basketball game skills tested again to see what extend was our proposed model successful. Barriers and perspectives of collaboration between the EU and NATO

In 2008 the world economy fell into the worst economic crisis since the 1930s, which forced most of the European countries to extensive cuts inter alia on the defence spending. In spite of insufficient capacities and capabilities, Europe must deal with new security threats and challenges (e.g. terrorism, organised crime, proliferation of weapons of mass destruction, cyberthreats). Therefore, a possible solution provides close collaboration between the EU and NATO in the field of collective defence and security. The main reason represent 21 European countries, which are members of both organizations. Hence, this bachelor's thesis focuses on identification of barriers and prospective perspectives to improve this relation. Its structure composes of three main parts. The first part analyses strategic documents and aims of both organizations, preconditions for collaboration set down in the Berlin Plus agreements and reactions to the economic crises. The second chapter compares missions of both organizations and duplications in the field of practical collaboration. The last chapter is devoted to the conflict between Turkey, Cyprus and Greece together with other political and institutional barriers including their possible solutions, which might streamline the collaboration.

Ústava francouzské Páté republiky byla přijata 4.října 1958 a od data svého přijetí byla osmnáctkrát novelizována. Poslední zásadní novelu se podařilo přijmout na Kongresu obou komor francouzského parlamentu dne 21.července 2008. Práce popisuje nejzásadnější ústavní změny ke kterým došlo po 21. červenci 2008: jde o novelu, která byla silně prosazována novým francouzským prezidentem Nicolasem Sarkozym s tím, že hlavním cílem návrhů jeho administrativy byla institucionálni modernizace Páté republiky. Prezident Sarkozy za tímto účelem zřídil komisi již v červenci 2007, tedy krátce poté co se ujal svého úřadu. Komise pro ústavní změny byla řízena Edouardem Balladurem, bývalým předsedou vlády, komise sestávala především z ústavních právníků a politiků. Výsledkem práce bylo popsaní nejdůležitějších posunů v pravomocích a změnách vztahů mezi prezidentem, parlamentem a vládou v paragrafovém znění spolu se stručným přehledem k samotnému projednávání a posléze přijetí ústavních změn. Dále pak práce hovoří o změnách v postavení opozice v parlamentu a změnách týkajících se legislativního procesu spolu s vlastním projednáváním zákonů.

Usefulness of the European Integration and of the Unification of Regulations in Different Areas

As a part of its April survey, CVVM asked a battery of questions concerning the usefulness or harmfulness of the European integration in the areas of industry, politics, culture, defence and ecology. New battery of questions regarding the usefulness or harmfulness of the unification of regulations in different areas has also been included into the survey. On the whole, Czechs consider the European integration and the unification of regulations to be useful, but there are considerable differences with respect to the particular areas of integration and unification.
Comparison between French and British Attitude to Common Foreign and Security Policy of the European Union

This paper monitors and compares French and British attitude to the Common Foreign and Security Policy of the European Union from the end of the second world war up to the present time. The main elements of comparison are approach to NATO and concurrently to US influence on the european defence, attitude of both France and Great Britain to formation of autonomous security and military structures within EU and their willingness to give up state sovereignty in such a touchy topics.
Radiologic weapons and the possibilities their misuse in terorist attack in České Budějovice

This Work deals with the Czech Republic rescue system. It discribes the Integrated Rescue System of the Czech Republic, its components and its practicible proceeding in the place of the emergency event. In this Work there are summarized and described the practicible proceeding of the Integrated Rescue System during the concrete emergency event, the terrorist attack by using the radiological weapon. Next the Work deals with the possibilities of completion this sort of the terrorist attack in the advanced states , in the Czech Republic, next the possibilities of using the radioactive material to construct the radiological weapon and succesive using of this weapon by the terrorist section in the urban surroundings. This Work also compares the rescue systems of the advanced states with the systems of the Czech Republic and the protection and the defence of these states against the possible terrorist attack. The Work describes the protection and the defence of the chosen states and the integration of their rescue forces into the proceeding during the accured emergency or other events. Next the work compares these states` protective means equipment intended for civilian population and if the sufficiency of this equipment is available. The aim of this Work is , based on these findings, to prove the fact that the Czech Republic rescue system is comparable with the systems of the advanced states and that this system is able to manage the protection of its population in the professional way.
