The Czech e-Government - The theoretical survey of the recent state, including the selected services, the data boxes theory and practice

The thesis is notionally divided into theoretical and practical part. Theoretical part generally summarizes and describes eGovernment in a wide approach in the Czech Republic. It is concerned with its current state, outlines its general approach and future development and mentions its financing. It concerns about a relation and mutual influence of eGovernment and information society. It also contains general description, usability and possible problems with chosen services of eGovernment, current and future. Second part focuses more detailed on project of data boxes. Their description, functionality and makes clear the idea of data message including its legal terms. It evaluates their usability, contributions and negatives for various subjects of information society and public service. It mentions some initiatory and current problems of data boxes. It evaluates data boxes from the perspective of a regular user -- process of establishment, way of their usage, user interface and chosen additional applications and related services. It does not marginalize basic security matters, which should be abided by user of data box.
Analysis of benefits and costs of implementation of data boxes from Czech firms´ point of view

This thesis focuses on issue of data boxes, specifically on their use by companies that operate on the Czech market. In the theoretical part, the data boxes are characterized as a whole. In this part there are also set costs and benefits that occurred with the introduction of information system data boxes. The core of the practical part is questionnaire which is directed at companies with issues regarding the introduction of data boxes and the associated costs or benefits - it is a verification of the hypotheses set out in the theoretical part, i.e., whether the companies actually realize any benefits and what costs ISDS brings them. The last part deals with possible future developments.

The practical part includes research with its aim, which is to compare E-government in the Czech Republic and Austria.
Cutting Administrative Burdens: Adopting the Standard Cost Model for Introducing of Data Boxes in Czech Republic

In connection with present administration simplification trend, data boxes were established in Czech Republic. Data boxes improved Czech e-government. The aim of this thesis is to analyse launching of data boxes using the Standard Cost Model. This model was formed in Netherlands. Specifically are examined Law on electronic acts and autorized document conversion and its impact on companies. One-off cost and recurring costs are investigated. Furthermore, savings which occurred are analysed. In the final of this thesis there are summarized results and also realty of savings is considered.
The development of the e-Government in Czech republic

Nowadays, at the beginning of the 21st century, we occur to be a part of so-called information society. Over the years, the increase in the availability of information and communication technologies (below only ICT) has resulted into a simplification in practically every sphere of human effort we can only think about. Public administration was no exception there as well as its electronization related to increased availability of ICT. Presented Bachelor thesis deals with e-Government and further it is closely focused on its face in Czech republic from 90's of the 20th century till today. Firstly, the e-Government subject is spoken in general, besides that the essential benefits or risks sequent upon it are specified. Later on, an overview of e-Government development in Czech republic from its roots to the present state of public administration electronization is presented. The practic part of thesis can be dividend into 2 units. The first one is dedicated to the comparision of the e-Government level in Czech republic and other EU countries on the basis of 3 evaluative criteria connected with public services as well as 3 ICT availability indicators. At the end of the practic part selected particular e-Government projects realized within Czech republic are evaluated.
ICT in public administration

Electronical communication between state and citizen, or state and enterpriser has become more importance in the last few years mainly due to the fast development of information technologies that provide new and new posibilities. State answers to this development by trying to make communication more simplified and make efficient and to ensure access to essencial information to all citiziens. The goal of this work is description of the eGovernment state in the Czech Republic compered to the state in other countries, eGovernment projects analysis in the Czech Republic and evaulation of the data boxes project. There are a lot of aspects, that are to be taken in account when the Czech republic and other states' eGovernment compared, it is needed to ensure certain process that helps to bring relevant measurable values. So we can gain an objective comparison. In framework of projects eGovernment analysis I target to chosen projects that concerns broad public.To evaluate data boxes project I use information gained during consultations with employees of the public administration, who have had their personal experience since the project operation started. Almost every country must communicate with its citiziens to control state's running and stable economic growth. Therefore there are developed certain systems, applications and projects. Reading this work a reader has a possibility to get general view of some chosen projekcts that have been realised by public administration. He has an opportunity to aquient with what was eGovernment situation before a few years and todays state and he can learn the comparison among the Czech Republic and other states of European continent. In the first part of the work I target to the situation of eGovernment in the Czech Republic and carry out the comparison to state of some other states of European Union. I devote only services chosen. Then I analyse some of the public adminstration projects, which the CR use to communicate with citiziens. In the third part I evaluate the data boxes project in the view of legal norms, security, usage and critical factors of success.
e-Government

Although the e-Government was mentioned more frequently, especially because of data boxes, its origin dates back to 90th the 20th century. Then the first efforts to development of information systems began to connect various governmental offices. However, these efforts haven't been very successful. Subsequently, different e-Government services start developing and this is what the diploma thesis is about. First it outlines the progress of the e-Government. Then this thesis attempts to the e-Government services and also provides information about e-Government system in different countries. At the end there is described electronic data interchange, electronic invoicing and electronic archiving.
Elektronizace justice

The thesis analyzes the e-Justice projects in the Czech Republic. It describes possibilities of application of individual projects, evaluates the status of their development and their potential future evolution. The thesis also analyzes the economic aspects of selected projects as well as discusses the technological aspects of some technologically advanced projects. On the basis of the analysis of present situation and description of e-Justice issues the contribution of this process for the Czech judiciary system as well as the public government or private persons will be described. The main contribution of this thesis is to objectively evaluate the effects of judiciary digitization for the Czech public administration information systems and related areas.
E-Government in the Czech Republic at the beginning of 21st century

The thesis aims to map current situation of e-government in the Czech Republic, to present recently implemented and upcoming projects. First part of the thesis sets out the definitions and presents the history of e-government in the Czech Republic. Second part describes the most used instruments of e-government: the communication infrastructure, databoxes, authorised conversion of documents, CzechPOINT and basic registers. Third and fourth part deals with information systems used by legislative power, executive power and judicial power. The last part appraises current development.
E-government and its use in public administration

Recently, e-government in the Czech Republic has started to develop rapidly, mainly due to the implementation of new projects. Citizens of the Czech Republic have begun to use electronic communication with public administration more often. This diploma thesis deals with the projects implementation e-goverment in routine. These projects significantly alter public administration functioning. The thesis analyses citizen readiness to use electronic communications and other e-government applications with regard to households access to personal computer and internet.
