Evaluation system of prevention and assistance to persons at risk of losing their homes in the Czech Republic

This thesis covers the main problems related to loss of housing in the context of the institutional setting in the Czech Republic. The aim of this thesis is explaining the institutional setup of the system of prevention and help people / households that are at risk of losing housing and evaluate the system in terms of the possibility of prevention of social exclusion.The introductory part describes the characteristics of the key concepts in housing policy in relation to social housing and various approaches to social housing in selected countries (Sweden, Germany, Great Britain). The thesis focuses on the institutional analysis of the existing legal framework and possible solutions to the current housing shortage (welfare, social work, social services). In the research part of this thesis a case study of Louny municipality has been chosen as a model sample of resolving the current shortage of housing. Results of the analysis had been confronted and evaluated by perspective of people solving housing problems and relevant social workers working with poor people. In the end of the thesis, a SWOT analysis is delivered identifying strengths, weaknesses, opportunities and threats of the system.
Political Discourse of Coalitions in the Social Housing Policy in the Czech Republic

This diploma thesis examine a social housing in the Czech Republic. This is very actual topic of nowadays. Until now, no legislative norm has been adopted to deal with the difficult housing distress of the population. While comparing with other European and non-European countries, Czech housing legislation is about to lose its breath. For example in terms of affordability of housing, quality of housing, housing security etc. The reason of this diploma thesis is to analyze the network connections between subsystem of social housing through public political theory Advocacy Coalition Framework The very first software tool in the Czech Republic which apply the theory in practise was tool called Discourse Network Analyzer. The core part of the research of the diploma thesis is therefore a discourse analysis, which focuses on examining the political beliefs of the subsystems and identifying the advocacy coalitions of the subsystem. Followed up with interpretations of the data obtained indicated political beliefs in historical, social and economic circumstances. The main findings of the diploma thesis include confirmation of three advocacy coalitions in the subsystem of social housing.
Ending homelessness in the Czech Republic: Application of the Housing First model to the Czech environment

In times such as these, when there is a rapid increase of people facing a housing crisis in the Czech Republic and the attempts to create and enforce the Law on Social Housing, people look at models from the Western countries, such as Housing First. Such models could provide possible solution for the housing situation of many people and also improve the quality of their lives. This particular method appeared in the 1990s USA and was aimed especially for people without homes who suffer from a mental disorder and alcohol or drug addiction at the same time. The main idea is that housing should not be a reward for successful solution of life problems but something that a person needs to start dealing with their troubles. In cases when people are given a place to live for a reduced rent, with the help of a social worker they can very often keep it up and they have the chance to deal with other problems connected to homelessness. The efficiency of the model is explored through experimental projects that do not look only at the percentage of people who are able to keep up their home but also the positive impact on their health or employability. The motivation of this paper is to explore the assumptions of an effective social policy which is efficient, economical and persistent. The theoretical part is based on comparison of the different realizations of social housing in Europe and in the Czech Republic. New trends from abroad show that the efficiency of resocialization depends on the quality of the social works, which are performed simultaneously with the provision of housing. Nowadays, the role of social housing in a society changes. The instrument of social policy becomes a complex tool that may determine, among other things, high building standards as well as increase general social cohesion. The identified aspects of effectiveness are compared with the new proposal of the Social Housing Act. The innovation is the concept of Housing First, which emphasizes fast provision of dwelling and subsequent individual work with the client. The practical part verifies several hypotheses that led to the formulation of the Act, using econometric models. My goal is to contribute into public discussion by proposing specific innovative approaches. They may lead to the successful reintegration of socially excluded into society. What should be the main goal of social housing.

The Building of Social Housing in terms of Local Government and Non-Government Organisations: The Case of Prague in comparison with Tábor.

My diploma thesis deals with social housing issue and its building approach in Tábor and Prague, furthermore it monitors current system setting in "the capital" in comparison with "the municipality with extended competence". In both observed areas my research is based on work of carefully selected Non-Government Organisations which focus on the social housing issue. Moreover my diploma thesis examines realization opportunities of social housing and its cooperation with self-governing institutions. The main part describes long and difficult formation of legal framework and final face of Act on Social Housing as well as ideas and attitudes of all key counterparties in Czech Republic during its negotiation. Finally my thesis describes different views of social housing issue in selected European countries and shows its funding options.
