Analysis of the scope and cooperation of the components of the integrated rescue system in the administrative district of the municipality with extended competence Český Krumlov.

The theme of this bachelor thesis "The Analysis of activity and cooperation of integrated rescue system in administrative district of the municipality with extended scope in Český Krumlov" was chosen due to the author's long-term professional interest. The author chose the theme and elaboration which could be beneficial to the current form of integrated rescue system in a specific location. In the theoretical part the thesis focuses on a search of literature and law regulations related to the integrated search system, it's coordination and documentation. In the end of this part are described individual components of the integrated rescue system. The thesis focuses on offering up a new knowledge about functionality of mentioned system, it's flexibility, weaknesses and strong sides. The thesis offers considerations about given issues and tries to come up with a new perspective on its principles. Particularly in a practical part of the thesis where are processed results of the research. The main goal of the research was an analysis of the scope and components cooperation of integrated rescue system in administrative district of the municipality with extended scope in Český Krumlov. For collecting analysis' results and for answering the research question was used qualitative research with open questions in half-structured conversations. Mentioned conversations were analysed and from collected analysed data was created SWOT analysis which was based on informative investigation. Within this analysis was compiled an overview of weak and strong sides of current system. Furthermore, were summarized potential opportunities and threats. Results are described in detail in chapter "Výsledky" and afterwards the chapter offers a discussion. The author believes that the main goal of the thesis named "The Analysis of activity and cooperation of integrated rescue system in administrative district of the municipality wit extended scope in Český Krumlov" accomplished its goal. The resolution of the main question is that the cooperation of integrated rescue system in administrative district of the municipality with extended scope in Český Krumlov and the use of all integrated components' abilities during solving an emergency incident proceeds accordingly to the valid legislation. The rescue integration system was evaluated with SWOT analysis. The resolution is that the pros outbalance the cons. The cooperation of individual integrated rescue system is ensured based on preparedness of units for intervention and permanent operability. The established and good cooperation of all components of the integrated rescue system is also ensured. This thesis may serve to individual components of integrated rescue system and to the community.
The usage law norms at work Police of the Czech Republic by extraordinary events according to typified activities.

Bachelor's work concerns the particular area of the Police of the Czech Republic and other components of the integrated rescue system in the context of extraordinary events. The theme is restricted to the legal regulation, which uses the Police of the Czech Republic by operations as part of interventions in extraordinary events. The point is a theoretical probe into legal norms mainly. This norms said region of the Police of the Czech Republic govern. These standards regulate the area of the Police of the Czech Republic. The work uses method of analysis mainly. Individual legal norms and the specific regulations of these legal norms are discussed in detail and their content seems to be related to the specific themes. Using the methods of selection were chosen specific extraordinary events, which the author devotes individually. These extraordinary events are: Amok - active shooter attack, exhaustive intentions of suicide, traffic accidents, finding or threat of use explosive device, avian accidents, Finding B - agents, Realized and verified using radiological weapons. The core of this Bachelor's work is the analysis of each of the above mentioned extraordinary events, both the activities of the Czech Police and other activities of the Integrated Rescue System. Individual activities of the Integrated Rescue System are closely linked and even meet the legal norms on many levels, what can create many difficult situations as emergencies, soon as during their administration and evaluation. The author analyzes not the basic legal standards only, the law, but also other bylaws and internal normative directive. Bachelor's work explores the use of legal norms in extraordinary events, especially by the Police of the Czech Republic, which uses a large number of legal norms. From constitutional law, through laws, decrees, implementing Government decrees, to a wealth of internal normative directive. Bachelor's work tries to describe these legal norms that interfere with the work of the integrated rescue system during activities in extraordinary events. Based on this analysis of the legal norms use in the operation Police of the Czech Republic of the integrated rescue system in extraordinary events, it is assembled evaluation, results. There are mentioned fundamental legal norms mainly, that are used in extraordinary events. Next, this bachelor's work uses the method of synthesis, particularly in relation to the statistics that are mentioned in one of the chapters. The author describes a synthetic method of keeping statistics, problems caused by keeping statistics by various indicators and various components of the integrated rescue system. Despite this fact are given concrete results produced by this synthesis. The usability of this work primarily is in its structural concept. It is systemised summary of the legal norms, that are used not only by the Czech Police in extraordinary events. By intent are selectively mentioned only isolated cases of extraordinary events, because the absolute list of extraordinary events probably can not assemble and even if it were possible, it would significantly beyond the extent of this bachelor's work. Although it is clear that each particular extraordinary event is individual and can not therefore be clearly stated that the legal standards for various types of extraordinary events will be used, in this bachelor's work can be found schematic list of laws that especially the Police of the Czech Republic in individual selected extraordinary events. Another use of this bachelor's work is possible in the context of crisis management, or in the preparation of crisis plans, which can be used analyzed the different legal standards or specific provisions mainly.
The level of knowledge and use of self-defense paramedic during attack

The modern day brings with it many risks for paramedics in the form of higher agression from the side of people they interact with. More and more often, members of rescue teams are encountering verbal and physical abuse from the side of patients and their relatives. The frequence of treating people intoxicated with alcohol or other narcotics, which makes them dangerous for the paramedics, is rising. Therefore, situations for which the paramedics weren't trained or sufficiently geared are occuring. In the theoretical part of this paper i am talking about problems with agression in a pre-hospital care, mainly with how it manifests, the reason why and the types of it. Because the verbal abuse was voted by participants as the most common, i decided to devote a part of the theoretical paper to the ways how to properly communicate with an agressive person. Then i include a few marginal information about self-defence and rules for tactful self-defence. Because paramedics are completely unequipped for physical attack, i talk about this problem from the technical, physical and legal side. I am gathering data for the research part of the paper from paramedics through series of half-structured interviews. I study how they act in times of crisis such as when they are attacked. I also mention what level of knowledge of self-defence there paramedics possess and if they use some techniques from it. The result of my paper is pointing out that the paramedics aren't at a level of self-defence when they can effectively protect themselves from harm during an actual physical attack. A police department of Czech Republic is absolutely necessary for ZSS squads for dealing with these situations. The research showed, that the training in self-defence and cooperation with PČR ideally once per year would be greatly appreciated by most of the paramedics, and from my opinion it would be great way to deal with situations that can occur in the future.

It deals with the issues of terms of pensions after the end of active duty. The sequence of laws is viewed critically and in favour of policemen. It is focused on the development of social security of police in their history.

Theory of bureaucracy - the comparison of providing security public and private sector

The goal of this study is to show the difference between state police and private security agencies, which are hired by individuals or smaller organizations to protect their property and safety. In the theoretical part, I will present basic knowledge of economists focusing on the topic of bureaucracy (Mises, Niskanen, Parkinson, Weber). In addition along with bureaucracy's expansion in various sectors of government services, such as public safety. In the analytical part, I will compare the activities of police, as a national provider of public good of safety, with the possible actions of others groups, such as the private security agencies. These agencies presenting the private sector acting based on supply and demand. I will try to answer the question on whether the public police is efficient compared to security agencies based on reports about behavior police, the incentives to improve their activities with strategic plans for the future and gains and expenditures data of the state budget. Or are the police overwhelmed with unnecessary paperwork? This paperwork might make it difficult for public police to observance its fundamental duties. The goal of this study is to find out at what level provides police service to the public, and then compare it with private security forces, emerging as the business sector in the Czech Republic since 1990.
Standart operation procedures for joint operations of IZS

The aim of the present diploma thesis is to point out the importance of creating and using {\clq}qCatalouge of standard operation procedures for joint operations of the IRS`` because the individual bodies of the Integrated Rescue System (hereinafter {\clq}qIZS``) had not been clarified as to what tasks they were supposed to perform on the emergency scene before such catalougue was issued. The creation of the said catalougues, based on the need to unite and coordinate the activites of the public administration as well as to set definite and unambiguous procedures and commanding authorities when on the emergency scene, refers to detailed responsibilities of the individual bodies of the Integrated Rescue System on the emergency scene. It is the most demanding but most promising form of standardization in the Integrated Rescue System. The theoretical part deals with the legal issues related to the catalogues and their incorporation into the laws of the Czech Republic and the origins of individual standard operation procedures. Emphasis is mainly put on the body of the IZS selected for the purposes of this thesis {--} the Police of the Czech Republic and its irreplaceable position in this broad issue. An analysis of one selected standard operation procedure shows how broad is a seemingly trivial issue like investigation. Using the outcome of the survey evaluation, the empirical part points out how familiar the policemen are with the issues related to the Catalogue of standard operation procedures and how ready they are to use the Cataloque as a legal guideline in an emergency event. The conclusion of the thesis include a proposal of the procedure based on the available written documents, experience and possibilities given by the Catalogue and cooperating IZS bodies. Also, there was made a comparison between similar issues in the world and the results of the procedures and solutions.
Current Migration across the State Border of the Czech Republic, Its Reasons and Consequences

The bachelor's thesis specifiest basic concepts and the legal arrangements of these problems first of all. Then I describe the migration and illegal migration from past to present. One part of my thesis is pocused on migration and I named the ways of illegal bordercrossing. This consenquences and affect of illegal migration on our society are described on the further chapter. The last chapter is focused on the precautionary measures which are divided into several selected areas.
