The making of the strategic and conceptual documents on the level of Czech ministries (with the focus on the Ministry of the Interior and the Ministry of Defence)

Marie-Anna Bitnerová VERASP, FSV UK Abstract The diploma thesis deals with strategic planning at the level of ministries of the Czech Republic (with a focus on the Ministry of the Interior and the Ministry of Defence). It focuses on the creation of strategic and conceptual documents at the state level and thus describes the process through the lens of the theoretical framework of the Multiple streams framework. The research was carried out on the basis of in-depth interviews with nine employees of the Ministry of the Interior and the Ministry of Defence (who actively or passively participated in the creation of the documents), two experts in strategic planning and one respondent from the Fire Rescue Service in Prague, who is responsible for the agenda. The thesis analyses and then explains the creation of the materials from the initial idea of creation to the final acceptance, implementation, and evaluation. It also focuses on the individual variables that enter the process - time pressure, conflict of interest, the influence of political elections, politicization, etc., and on the actors involved who play a crucial role in the process (officials and their superiors, elected politicians including the government, and experts). Generally binding regulations of municipalities in the field of gambling Abstract The municipalities, as basic territorial self-governing communities of citizens, have a number of rights in the implementation of their constitutionally guaranteed right to self- government. One of these entitlements is also the right of autonomous normative formation, ie. the right to issue its own legislation which is in a separate scope of a generally binding regulations. Generally binding regulations are therefore the laws of municipalities, the main purpose of which is according to the provisions of Section 10 of the Act about municipalities regulating local affairs in the form of obligations. The entitlement of municipalities to issue generally binding regulations is anchored directly in the Constitution and is further specified in the Act on Municipalities. However, the enabling provision for the issuance of generally binding regulations is contained in a number of specific legal regulations, among others even in the law on gambling. Pursuant to Section 12 (1) of the Gambling Act, municipalities are authorized in the form of a generally binding regulations to restrict or even prohibit the operation of certain types of gambling regulated by law. Objectives of work: describe the development and current status of Police of the Czech Republic within the framework of the Integrated Rescue System in the Czech Republic focusing on current legislation in relation to the Police of the Czech Republic as an independent entity and the legislation that regulates the activity of this component within the integrated rescue system in the Czech Republic. Analysis of Strategic Management and Planning at the Central Level of Public Administration in the Czech Republic: MoRD and MoI

This diploma thesis deals with the topic of strategic management and planning at the central level of public administration of the Czech Republic, where the dominant attention is paid to two ministries, namely the Ministry of Regional Development and the Ministry of the Interior. The main aim of the thesis is to identify the current condition of strategic management and planning of both chosen ministries, based on secondary data analysis and semi-structured interviews with ministerial officials and public administration experts. The focal point of the research is concentrated on the analysis of the capacity (availability) of these ministries in the field of development and strengthening of strategic management and planning in public administration. Attention is also paid to specific obstacles to the performance of strategic activity of both ministries. For this purpose, is conducted a qualitative analysis, which in this context gradually focuses on both examined cases. Based on the findings and analysis of the current situation, the partial intention of the diploma thesis is dedicated to theoretical and practical recommendations and assumptions concerning the strategic governance of the Czech Republic.

The diploma thesis concerns itself with a struggle of the administration of the Protectorate Bohemia and Moravia to deal with the consequences of the German action of 17th November, when as a revenge for previous demonstrations Czech universities in the Protectorate were closed and more than a thousand of their students were arrested and sent to concentration camps in Germany. The thesis is divided into 4 main chapters. The first one concerns itself concisely with reasons, course and immediate consequences of the German "Special action of 17th November 1939". The content of the second chapter is formed by an exposition of a struggle to achieve liberation of the jailed students and their comeback home that was realised by the interventions of the state president Hácha and the Protectorate government at the representatives of the occupation regime; and then an inquest of their tactics and its successfulness at these interventions. A topic of the next chapter is a description and an analysis of the problems accompanying the closure of Czech universities, with which the Protectorate government was also forced to deal. The main aim of this bachelor thesis The Role of Integration Centers in the frame of integration policy of the Czech Republic is to describe and compare the position of integration centers operating in the Czech Republic. The thesis examines and compares the activities of integration centers working as non-profit organizations with the Centers for Support of Integration of Foreigners which are established by the state. It describes an integration policy in the Czech Republic, which aims to prevent the creation of closed communities of immigrants, a social isolation and a social exclusion of foreigners. The research was made as a multiple case study. The main target of this research was to find out how the integration centers contribute from the perspective of their employees to the process of integration of foreigners in the Czech Republic, mainly through the services provided and their promotion. The research found out essential problems of the Czech Republic's integration policy for foreigners from third countries. The Relationships between Immigrants and the Authorities in the Czech Republic

This diploma thesis deals with the relationship between immigrants and the immigration authorities in the Czech Republic. The thesis is divided into two parts - theoretical and practical. The first one summarizes the facts about immigration authorities - the Ministry of the Interior of the Czech Republic, the Foreign Police and the Ministry of Foreign Affairs of the Czech Republic. It also discusses the causes of migration, the legal aspects and the non-governmental organizations that serves as a mediator between immigrants and the authorities. The practical part deals with the topic of immigrants and the authorities in the media and literature. It also includes a field resarch made by a qualitative method of directed interviews with the immigants, the representatives of non-governmental organizations and the representatives of the immigration authorities. The research is supplemented by an observations at Prague office of the Ministry of the Interrior. The most criticized problems of the Ministry of the Interrior is the failure to meet the statutory deadlines during the processing of applications for long-term stay, the behavior of officers and the queues of immigrants associated with a long waiting.
