The problem of material need assistance from the perspective of a social worker

In the theoretical part of this thesis, the theory of social policy, the social policy of the Czech Republic, the structure and importance of the Labor Office in the fight against social exclusion and the current legislation on benefits of material need and the role of social workers were examined. The practical part presented and analyzed the results of a questionnaire survey conducted among social workers of the Labor Office of the Czech Republic. The aim of the questionnaire survey was to obtain information on the state of administrative burdens, obstacles to effective work, threats at the workplace and opinions of social workers on the issue of payment of benefits of material need and their abuse. The results of the questionnaire survey are as follows: there is excessive staff turnover at the Labor Office of the Czech Republic, which does not benefit the functioning of this institution. Too much administrative burden, poor communication with other institutions or low financial rewards contribute to this issue. Social workers often face client aggression and, in their opinion, are often misused by material need.
Development of the active aging concept in the Czech Republic in 2000-2016

Active aging is a frequently discussed issue in recent years due to the demographic aging of the population. The aim of this thesis is to map the development of the concept of active aging from its origin to the present (2000-2016). To meet the objectives there were done expert interviews and analysis of strategic documents and national action plans issued in a defined period. This thesis focuses on the development of the concept of active aging, specifically in the areas of education, employment, healthy aging and personal development. It turns out that the most important area of active aging is education that significantly affects other areas such as interest activities, longer working lives, engaging in social and cultural activities. Implementation of the concept of active aging takes place at several levels, at social level, at an individual level, or interconnection of these levels (multidimensional concept). The work is therefore focused on examining whether the concept of active aging in the Czech Republic is perceived rather as a tool for improving the quality of life of the senior, or whether it can be used as a tool to mitigate the effects of demographic aging. Process of Creation a New Conception of Family Policy

The main goal of this diploma thesis is the explanation of process of creation a new Conception of Family Policy in perspective of Institutional Analysis and Development Framework by Elinor Ostrom. In particular, data from seven expert interviews, minutes from meetings of the Family Policy Expert Committee and other documents of a legislative and non-legislative nature are used to meet the objectives and answer the research questions. The core of this thesis is the analysis of four action situations and relevant rules-in-use in the process of creation the Conception, namely: creation of the Conception of Family Policy, internal commentary procedure, inter-ministerial commentary procedure and settlement of inter-ministerial commentary procedure. As a key actor, which is permeated by almost every action situation, there is a Family Policy and Aging Policy Department. The Conception was also created in cooperation with Family Policy Expert Committee, which is composed of experts from relevant areas. The paper also briefly summarizes the content and structure of the proposed Conception, taking into account the most important measures.
