Immigration and City: Integration Policies in Berlin and Vienna 1971-2011

The doctoral thesis compares and interprets the development of local integration policies of (West) Berlin and Vienna in 1971-2011 on the background of the transformation of Germany and Austria from ethnically homogenous to multicultural countries. Both metropolises first balanced between refusing the permanent integration of immigrants ("temporary integration") and selection of foreigners suitable for integration, later searched for a balance between the traditional concept of assimilation and the more modern multicultural approach; in the last decade they favoured the diversity policy, in more or less close connection to the concept of interculturalism. Although both cities represent essentially similar cases, this development was not straightforward and simultaneous, especially in the first phase before the migration crisis at the turn of the 1980s and 1990s. The research study focuses mainly on two questions: why the development of local integration policy in West Berlin started significantly earlier than in Vienna and why both cities started to support diversity policy at the beginning of the new century. Regional Family Policy in the Czech Republic

The Bachelor thesis "Local family policy in the Czech Republic" puts mind to the implementation of local family policy in practice and to its connection with community planning of social services. In the beginning of my thesis I attend to the definition of local family policy in the Czech Republic, of community planning of social services and their possible instruments. On the basis of my interviews and the study of various documents I realized that municipalities and regions don't exploit possibilities of support of families, that the law about municipalities and the law about regions give them, and that they implement support of families by project of community planning of social services. So in the next part of my thesis I put my mind to possible connection between this project and the implementation of local family policy. In the following part of my thesis I deal with two projects of local family policy and with the aid of outcomes of interviews I examine the satisfaction of families with practical realization of these projects. At the end of my thesis I identify main problems of the implementation of local family policy in the Czech Republic. These problems are especially a low institutional support of this policy and a low awareness of families and municipalities about possibilities of its...

The problematic aspects of financing of cities and minucipalities in the Czech Republic

In 2000, respectively 2003 the Czech Republic finished the first and the second stage of public administration reform, which is closely linked with the issue of public financing, especially the financing of municipalities. This thesis analyzes the problematic aspects of the financing of municipalities in the Czech Republic in terms of the status of municipalities in the political system. Municipal budgets are the means by which local governments fulfil their objectives, policies and ensure the development of their municipalities. It is a highly topical issue. Political leaders of local authorities are not due to play the differing roles and provide different level of public services, united in the opinion of the form of financing of local budgets. Municipalities do not have such a strong unified voice in ensuring its priorities. These different interests are reflected in the programs of political parties. The question of financing municipalities would probably disintegrated ODS and TOP 09 together with STAN in the coalition in cas of the absence of other contradictions. The issue of local governement funding goes beyond the scope of political science. It is multidisciplinary, interdisciplinary topic. Local referendum in the Czech Republic

The diploma paper represents a contribution to the research of direct democracy in the Czech Republic, specifically it deals with the most used form of direct citizen participation in governance, local referendum. The paper is mainly empirical - it shows an experience of ten European countries with local referendum as well as the legislative framework and the definition of this instrument in the Czech Republic. The centre point of the whole thesis lies in the real practice and the experience of Czech municipalities with local direct democracy. The data used in this paper come up from research which aimed to collect information on all local referendums in the Czech Republic since 1990. Although this aim has not been fully accomplished, the data allow to study the practice of Czech local referendums. Local referendums are divided into several groups (categories of territorial changes, the environment, issues of internal governance of the municipality and others) within which are further analysed. The aim of the paper is to verify the hypothesis that seeks a relationship among the size of the municipality, subject of voting, quorum and voter turnout. The paper also focuses on the factors that have got fundamental impact on the final result of referendum.
Local Policy and Its Specifics: Case Study of Prague 16

Although a local policy is a necessary issue for a functioning of a democratic political system, it usually does not stand in the center of common interests. This paper deals with its functioning in Prague 16 where the Civic Democratic Party has won the municipal elections since 1994. The aim of this paper is to find the main factors which led to its winning in the municipal elections in 2014. The main text is divided into three chapters. The first theoretical one concerns with a theory of democracy, civil society and elite theory. The second one describes a creation of a local policy in Prague 16 - namely results of municipal elections since 1994, a way in which local political institutions have been created as well as political parties run for the last municipal elections in 2014. The third chapter deals with an analysis of election results and interviews made with local representatives and councilors.
Civil society and poltical elites on local level

The paper deals with civil society and the elites (both political and civil) on local level, with focuse on the municipality of Černošice. Followed are the municipal activities within the time period before and after local elections 2010. Its aim is to find out the reasons for unusual electorate participation -- both active and passive. The paper also analyses factors which influenced the local election 2010 results in which the gathering of independent candidates Věci černošické gained 12 out of 21 mandates. Because failing of incumbent political elites can be regarded as the main factor for election success of the opposition, this topic is given substantial attention. The source of information published in this paper are written records of the civil initiative Černošice, nedejme se!, the gathering of independent candidates Věci černošické, and the data published by the Czech Institute for Statistics. The facts given are also based on interviews with politically active local citizens and public enquiry. According to this enquiry none of the addressed citizens were satisfied with the way in which the local authorities executed their public duties. Most of the stated opinions proved that the time period that has passed since election 2010 is too short to judge whether an improvement in municipal leadership occured. Nevertheless, all enquired people agree that information accessibility has improved. The election success of the Věci černošické can be also ascribed to creating a new way of communication with citizens by the means of printed monthly news distributed to all households and by establishing information websites.
The local policy on municipality scale

The subject of the bachelor thesis is the analysis of the local policy in relation to funds of the European Union. The thesis consists of two parts. The first one provides an overview of contemporary European funds and operational programmes within the scope of which the subjects can require European grants. The second one applies theoretical knowledge to the three projects implemented in Uherský Brod. The goal of this thesis is the analysis of partial interests in the process of European financial resources allocation in terms of the local policy.
