This bachelor thesis deals with responsible public procurement. Responsible public procurement is a current trend in public procurement. This approach emphasises the application of criteria of quality aimed at socially and environmentally responsible criteria and innovation. Using this approach, a public tender can become a tool for applying sustainability principles and addressing problems at regional, local or municipal level. Applying the principles of responsible public procurement allows contracting authorities to use evaluation criteria other than the lowest tender price and to target solutions to problems identified by the contracting authorities themselves in their habitat or institution. As this is a recent trend within Czech public administration, the thesis aims to first conduct literary research focused on this issue. The practical part of the thesis is to identify the attitudes of public sector actors towards the concept and application of responsible public procurement at first. This was conducted by semi-structured interviews followed by analysis of insights gained from respondent´s knowledge, attitude, practice and potential barriers of application. Aim of the second part of the practical part is to create a case study of good practice involving sustainable public procurement criteria, i.e. carry out a public tender followed by evaluation of the gained experience.
Green public procurement in Slovak republic: current state and perspectives

The aim of the thesis is to examine the current state of green public procurement in the Slovak Republic, with increased attention paid to the role of administrative workers in procurement processes and their approach to the issue of green public procurement. The research is based on the theoretical basis of similar research focused on green procurement in the Czech Republic, Stewardship and administrative capacity in green public procurement in the Czech Republic. (Plaček et al. 2021) Based on data collected from 498 public procurers, the research shows a relatively low experience of administrative workers with the use of green tools in procurement processes, despite their agreement with the social usefulness of the GPP. The data analysis revealed significant differences between public procurement agencies from municipalities of different sizes, implying the presence of consequences of extensively decentralized public administration. In general, public contracting authorities from larger municipalities show a more favorable tendency to use GPP and a willingness to undergo a trade-off between using tools of GPP and an increased price of the contract or the risk of involvement of supervisory authority in the procuring process. The thesis proposes recommendations for public policy.

1 Abstract With effect from 1 January 2021, municipalities, as contracting authorities, have to comply with environmentally responsible procurement principles, taking into account the nature and purpose of the contract. In this context, we are talking about green public procurement, the requirements of which arise from the European Union directives. This thesis deals with green public procurement by municipalities in the Czech Republic. Since this issue has not yet been explored and widespread in the Czech Republic, the introduction of the new obligation may cause difficulties for municipalities in practice. Therefore, this paper focuses on the attitudes of Czech municipalities towards green public procurement and analyses the specifics of the preparation of green public procurement compared to other public procurement and the resulting new requirements imposed on municipalities. The thesis is intended to serve as a basic insight into the examined issues as well as a potential basis for the practice of municipalities as contracting authorities. The thesis is based on the theoretical background of public interest, sustainable development, good governance and public finance. This thesis deals with green public procurement as an instrument for integrating environmental considerations info public procurment. It focuses on legislative framework for public procurement in Czech republic and in the world, the assessment of environmental and economic effectiveness of green public procurement. It deals with the history of green public procurement and potential benefits of the environmental performance of public administration on the environment. The practical part is based on interviews with qualified primarily purchasing department selected organizations, which should follow the Government Resolution of 14 June 2010 Rules for application of the requirements for the award of public contracts and purchases of state and local governments, as described in the theoretical part.
The effectiveness of voluntary instruments of environmental protection as an example of eco-labelling

The aim of the Thesis is to evaluate the effectiveness of voluntary instruments of environmental protection as an example of eco-labelling and to verify the hypothesis whether eco-labelling is an appropriate instrument to influence consumption and production of environmentally friendly products and services. Based on the characteristics of voluntary instruments of environmental protection this work defines the types of environmental labelling and evaluates under what conditions can be eco-labelling systems, both economically and environmentally, efficient. Focusing primarily on Type I environmental labelling on the basis of summaries of works already carried out, my Thesis studies and evaluates the importance and impact of this tool for consumers, businesses and the environment. The next part of the work is focused on the issue of environmentally preferable purchasing and green public procurement, mainly at the level of the Czech Republic. The practical part verifies the hypothesis about the effectiveness of eco-labelling for example, the National Programme for Labelling Environmentally friendly products and services of the Czech Republic and European Union eco-labelling system. The method of sample survey was conducted and analyzed to what extent these systems are successful at eco-labelling. The survey was conducted among consumers and users of eco-labelling - in the companies involved in the aforementioned eco-labelling systems. The survey was supplemented by the views of experts from the field and has been evaluated by their expert view on these voluntary instruments.
