The financing of central government deficit through the issue of bonds

This diploma thesis deals with financing of central government deficit through the issue of government bonds and with overall context which is inextricably linked with this area. There is defined and discussed a basic terminology in terms of bond, budget system, budget deficit and public debt in the introductory theoretical chapters. We can find a description of development and management of central government debt in the Czech Republic in the next practical chapter of this diploma thesis. The gross borrowing requirements of the Czech Republic are largely covered by issue of government bonds and also by savings government bonds since 2011. The last chapter is devoted to the description of the process of a new euro-denominated issue of government bonds which is again shown on the example of the Czech Republic and its Ministry of Finance.
Consolidated general government debt of the Czech Republic in the context of EU until 2012

The thesis deals with general government debt of the Czech Republic in the context of the European Union. It aims to objectively assess current situation and future prospects of the Czech Republic in terms of consolidated general government debt in the first place and general government deficit in the second place. The theoretical part explains economic terms and categories related to the main topic. It clarifies basic concepts such as general government debt, its structure, national accounts methodology, debt service or rating. The next part deals with the analysis of general government debt of the Czech Republic. First, it examines the debt of the Czech Republic separately and then in the context of the European Union. In this part of the thesis we should also find out the answer to the main question concerning assessment of the status and prospects of general government debt of the Czech Republic. Methods that are used in the analytical part are realized on the basis of current statistical data from Eurostat and the Czech Statistical Office.
Czech Republic State Debt - Risks and Consequences

Thesis on "Czech Republic State debt -- risks and consequences " analyses the origin, the development and the structure of the Czech Republic state debt since the 90s of the 20th century to the present in the context of the political and historical connections. The first part is a theoretical definition of the topic and related concepts. Further, the development of the Czech Republic debt is chronologically described since the establishment of the independent state in 1993 until the present. There are specified the consequences of the state debt with GDP indicator and with development of unemployment. The thesis describes the causes and consequences of the state debt origin, as well as risks associated with its long-term effects. There is described a historical context of the debt origin, possibilities and methods of its funding. This thesis also deals with state debt in the EU countries. The practical part evaluates the current situation and future trends, furthermore the evolution of debt in selected EU countries is analysed and the Czech Republic state debt is compared with the Baltic countries.
Public debt management in the Czech Republic - alternatives, comparison

This thesis describes the actual trends of accumulation of the public indebtedness and the various views on the existence of fiscal deficit and public debt. The main purpose of the thesis is to analyze the public debt management - its objectives, operations and organisation. The quantitative criteria for debt portfolio determined by the Ministry of Finance of the Czech Republic are analyzed and compared with the development and structure of the czech central government debt. The analytical part of the thesis includes the rules for issuance of the government bonds, the analysis of the interest costs and the thoughts about the sustainability of the czech central government debt.
Comparison of central govenrment debt in the Czech Republic and Slovakia

The subject of this thesis is to compare the long-term fiscal imbalances in the Czech Republic and Slovak Republic. This thesis is focused on the comparison and trend analysis of central govenrment debt in the Czech republic and Slovakia, including the structure of government debt, according to several criteria. The goal of this thesis is to find different trends in the mentioned countries, and if possible, to identify its causes. There is also an introduction to the issue, including the definition of basic concepts. For this purpose resources are used mainly from Internet sources, such as sites of finance ministries and statistical offices.

This thesis deals with debt management carried out in the Czech Republic. Financial instruments (treasury bills, treasury bonds) which are used to manage state debt are described. Analysis for the Czech Republic encompasses period between years 1993 and 2008. It also contains comparison of debt management with selected OECD countries.
Central government deficit financing via issues of bonds

This diploma thesis surveys debt instruments used in OECD and European Union member countries for financing central government deficits and the techniques of selling government bonds. The volume and structure of the central government deficit and debt in the Czech Republic as well as organization of debt management office are subjected to a detailed analysis. Debt management accomplishments are confronted with the set out strategy and its objectives. The thesis also consists of the characteristics of securities in use (treasury bills, medium-term and long-term government bonds) as well as of legal regulations of auctions by which the securities are placed on the domestic market. An independent subchapter is dedicated to foreign issues of bonds.
