The thesis describes methods for spectrum monitoring, which are used by the Czech telecommunication office. The thesis describes a design of an RF unit for a portable monitoring station and its potential use. The RF unit consists of several devices, which are connected. Devices like an antenna, a rotator, a rotator control unit, coaxial switches, an amplifier and attenuator were chosen as commercially available devices. It is also described, why were these devices chosen. Other devices such as filters, a control unit for the RF unit and a power supply were designed. The RF unit is controlled by a computer. A software for spectrum monitoring contains a graphical user interface for the RF unit control.

Analysis of the Mobile Market in the Czech Republic since 1989

The theme of bachelor thesis is an analysis of the mobile market in the Czech Republic since 1989, focusing on the current market structure and problems of transition operators on a new type of data transmission in the LTE (Long Term Evolution) network. The theoretical part focuses on the creation, development and regulation of the market. There were used applications of known economic theories of oligopoly, competition, and also regulation or liberalization, which deal with the topic. There will also be explained and characterized the basic concepts and legislative changes pertaining to the field of telecommunications, including the functions and powers of the Czech Telecommunication Office. The practical part is based on international studies and experience with similar frequency spectrum auctions in the countries of Western Europe, which are then applied to tender in the Czech mobile marketplace. In the final passage presents several different theories of possible future developments in this market, with regard to the outcome of the auction and forthcoming legislative changes.
Creation of the application about regulation of radio spectrum in connection to open data of the Czech Telecommunication Office

The aim of this master thesis is description of creating application designated to improve orienta-tion in radio spectrum usage in the Czech Republic and publication of data used by application as open data. First, the thesis describes open data, its importance and method of working with it. This part is followed by an analysis of issues, analysis of available data and selection of methodology for appli-cation development as well as for open data publication. Description of the process of application development and its launch follows. Whole thesis concludes description of the process for open data publication.
Analysis of the competitive mobile market in the Czech Republic

The work deals with the effectiveness of competitive mobile market in the Czech Republic. It assesses the behavior of mobile operators on the Czech market and its impact on end users. The work is divided into theoretical and practical part. The first part deals with the description of the telecommunications sector as a network industry showing features of imperfect competition. Then there are the institutions responsible for regulating provided mobile telecommunications market and their scope. The second part deals with specific economic values achieved by individual operators, and then their characteristic strategies for those operating in poorly competitive market. There is made an order in final conclusion for efficiently competitive environment.
The influence of digitization on the Czech media law and legal environment

The diploma thesis The influence of digitization on the Czech media law and legal environment deals with the transformation of media law and legal environment during the transition from analogue to digital broadcasting in the Czech Republic. The text describes and evaluates change of the broadcasting legislation, and emphasizes not only the actual changes in legal regulations, but also the legislative process and influences that have affected the final text of the laws. In the introduction thesis describes the development of existing legislation, both domestic and the acquis communautaire. In further parts it answers the question how relevant, understandable and conceptual the change in the media legislation was, how these changes correspond to the current technical and organizational requirements of the media market and how the process have been influenced by jurisdictional dispute between Council for Radio and Television Broadcasting and Czech Telecommunication Office. In the second half space is devoted to the licensing procedure of new digital television and following litigation as well as a comparison with Slovak regulatory framework. Regarding the major changes of the legislation the author recommends adjustments de lege ferenda.
The analysis of regulatory functions Czech telecommunication office

The thesis will focus on the question what the measure and the form of regulation should be. This issue will be applied to the case of the Czech telecommunication office. In the theoretical part, the definition of regulation, as well as its impact will be defined. This section will reflect the opinions of experts from different economic schools on regulation, as well as the impact of selected regulatory interventions throughout the history. The practical part will discuss the analysis of the Czech telecommunication office from the point of view of historical evolution, and in particular the regulattion authority. In addition, the regulation mechanism shall be discussed alongside the influence of European regulation authorities that regulate the Czech telecommunication market. The thesis will also deal with the jurisdiction of the office and its contributions, as well as its negative impact on the economic activity in the private sector. The aim of the thesis is to analyse the role of regulation in the development of selected spheres of action of the Czech telecommunication office. The office will be analysed both with an emphasis on the changes in the role of regulation, as well as the efficiency of its interference in the market. Special care will be taken to ensure accuracy in the use of the designated means for regulation and whether relevant market really failed whilst conducting the analysis.
