Review of secondary legislation before the administrative courts

The relationship between constitutional and administrative justice might be defined as very close. In many fields of their jurisdiction, including the judicial review of legal regulations, there is no strict line of demarcation. Contrary to the control of constitutionality of laws that unambiguously belongs to constitutional courts, the judicial review of legal regulations other than laws (secondary legislation) may be under certain circumstances performed also by administrative justice. Pursuant to the Article 87, paragraph 3, letter. a) of the Constitution of the Czech Republic, a law may stipulate that in respect of repeal of legal regulations, which are in violation of the law, rulings shall be issued by the Supreme Administrative Court in place of the Constitutional Court. Notwithstanding the foregoing, such constitutional delegation has not been applied till now and mentioned review of secondary legislation still belongs to constitutional justice. Analysis of competitive soccer system in Czech Republic.

Title: Analysis of competitive soccer system in Czech Republic. Objectives: The main objective of the thesis is evaluation of two top current czech soccer leagues. Secondary objective is to find out opinions for possible modifications of the competition. Methods: It has been assembled a survey for discovery all objectives and it has been sent by electronic post to the respondents. Target group was compiled by coaches, first league players, journalist and officials. Survey has been returned for 44% of all respondents. Results: We found out, that current system of our two top leagues is for majority of respondents suitable. Medial ratings of Gambrinus liga is equal with its quality and medial ratings of football national league is low. Reorganization of the first Czech football league

Title: Reorganization of the First Czech Football League Objectives: The main objective of the thesis was to find opinions of sports redactors on changing structure in the first Czech football league. Methods: We used a poll for finding our objectives. The poll was create in apllication click4survey.cz and it was sending by email to all respondents. The respondents were 50 football journalists. The rate of return of the poll was 46%. Results: In our research 73% of respondents agree with a new model of league. They accede with raising of count of matches in czech league (64%). They concur that more matches in season will improve footballer performance (64%) and financial income (55%). 55% of journalist approve with the play-off between the first and the second league. Conclusion: The footballer journalist agree with the benefits of a higher matches in the league and new structure of the league. Keywords: 1. The Application of Presidential Decrees in the Region of Semily

Application of the Decrees of the President of the Republic in the Semily District Existing legal history literature deals, to a considerable extent and in general terms, with the questions of decretal rule-making. On the other hand, it only marginally deals with the practical application of these regulations under specific time and local conditions. One of the most severe regulations of this historical stage of Czechoslovak law was Decree No. 108/1945 Coll. on the confiscation of enemy property. The aim of this work is to describe and analyse the application of this regulation. The description of the practical enforcement of confiscation under this Decree on the example of the municipality of Rokytnice nad Jizerou and its vicinity settled by Germans is to reveal the course and extent to which the practice of the national committees observed the then valid confiscation law. Firstly, it was necessary to focus more extensively on the applied Decree de lege lata. Hence, the first part of the work on the above subject provides a summary of brief regulations which apply to property relations and deals in greater detail with the legislative preparations of Decree No. 108/1945 Coll., its scope of powers and interpretation.
