Public interest in decision making processes

Public interest is the key issue in almost every major decision making process. Actual meaning of the concept of public interest is vague and general, often influenced by ideological contexts. This paper deals with the concept of public interest both in practical and theoretical level. It investigates its origination and usage in law, economic and political science and in the context of contemporary sociological theories of modernity. The paper also notices the influence of expertise on constituting of public interests in public debates on certain construction projects. Practical part of this paper describes complicated decision making process of construction of highway D8 through protected area České středohoří and some aspects of other cases; it analyses opinions, approaches and tactics of stakeholders and finds parallels in theoretical ground.

This study concerns on humanitarian and development aid as a contribu- tion to a higher life quality and economical and social development of less developed countries; on an economical and social situation of an Ukrainian Zakarpacia region and on possible further development of a humanitarian aid project led in Zacarpacia by Czech brothern church. In a theoretical part the study brings a background research of the terms "humanitarian and development aidand factographical and analytical data about Zacarpacia. A researche part is based on a qualitative research made among receivers and distributors of the Czech brothern church's humanita- rian aid in Zacarpacia and among representatives of czech NGOs and chur- ches which are leading humanitarian projects in Zacapracia. The research was completed by background study of basis documents of these humanitarian or- ganisations. The aim was to build a model of humanitarian work in Zakarpacia on the basis of czech humanitarian projects in the region, compare it with an analysis of interviews with respondents and use it for a suggestion of a further development of the Czech brothern church's humanitarian project.
Eco-Counselling of Industrial Distressed Area

The subject of my Diploma work on the theme "Eco - Counselling of industrial, distressed area" is the analyse of selected Eco - Counselling places located in the Czech Republic and creation of general models of those. The results of this analyze are followed in the next part of this work. Subsequently the teoretical model of Eco - Counselling for the region of Chomutov is proposed. For that purpose, the study of the conditions and characteristics of this locality is utilized. As for this work, there are following investigative questions: 1) Which models of Eco - Counselling provided in Czech Republic are free of charge? 2) Which model of Eco - Counselling place corresponds with the demand of Chomutov region? (concerning the other characteristics of the region). The essential method for this work is Case Studies, which draw from the methods of anylysis of the Annual Reports. The benefit of this work is the typology of Eco - Counselling practice in the Czech Republic and subsequently it stresses and explains the relation with the particular region (certain types correspond with certain environment). As well the work proposes dynamic model of Eco - Counselling for the Chomutov region.
Possibilities of Participative Evaluation.

This work is based on a research thesis that says, in the case of long or mid-term processes that deal with a wide land area or large amount of people, non-participatory evaluations can have even a negative influence on watched process or its impacts, because it doesn't cover them all. The Methodology being used is mainly an exploration of facts in foreign literature, which is being added with the authors own experiences. This work introduces Participatory Monitoring and Evaluation (PM&E) as an unfamiliar concept in Czech Republic. It aims to describe the evaluation as an integral part of projects or programs. This work details several concerning obstacles while using participatory evaluation while also offering descriptions on how to use this approach in practice, including offering an overview of methods and techniques most currently used. Based on interviews with 16 experts it suggests also a possible way of using this concept in Czech Republic with the example of Local Action Groups in LEADER.
The Effective determination of social priorities otherwise "the priorities have antecedences"

The thesis concentrates on the problems of community priorities identification in the context of municipality decision making process on strategic level. By the next step follows assessment of several types of methods, which are usually used by priority identification process. These methods are described shortly and then evaluate by specific criteria (their strengths and weakness). There is also an application part of the thesis, where is suggest an innovative method for community priorities identification, so called PRIOR method. This method joins advantages of partial methods and eliminates their drawbacks. Method PRIOR was tested in tree phases, which are finally evaluate. First results are very positive. Input expectations were validate and there is a potential for practical applications.
