Public Policy Options in Increasing Political Sophistication of Adult Citizens in the Czech Republic

This thesis presents the theme of low political awareness of adult citizens in the Czech Republic from the perspective of public policy. Low level of political awareness is conceived as a major reason that voters are not able to vote according to their real interests. The focus is on whether the problem is a topic that public policy should pursue and whether it is possible to find a public policy tools to deal with it. It is mainly based on the three-dimensional model of political sophistication, Evert Vedung's concept of public policy instruments, the concept of the correct voting and ideas of participatory democracy. Despite the fact that the given issue bears the hallmarks of an ideal problem for public policy and we can find some tools that could improve the current situation, there are broader factors that hinder their operations. These include the impact of previous undemocratic regime or the behavior of politicians. Such barriers are closely related to the way of human thinking and can be removed only with difficulty.
Constructing Participatory Spaces: Involving Citizens into the Urban Development Planning from the View of Planners

The work deals with constructing of participatory spaces in the process of urban development planning. The topic of involving citizens into planning is viewed from the point of planners. A concept of participation in this text is conceived in the sense of invented spaces built from above. The research perspective is an interpretative one, anchored in the constructivist epistemology. Therefore the main question is: How do planners reflect involving citizens in the planning? Firstly, the authoress demonstrates the importance of her topic by putting it into the context of wider social dynamics related to the crises of representative democracy and emerging of sub-politics. She reveals that the trend of building participatory opportunities is strengthening. The important question is formulated: How is the role of public in the strategic planning constructed? On the base of analytical induction of semi-structured interviews with planners, the authoress creates her own typology of ideal-type approaches to participation. These types of approaches came out from a distinction of the extent and the aim of spaces of participation. The involvement of citizens can be seen either as building of community, activation of elites, mapping of public preferences or as consultation with local experts.
Evaluation of strategic planning by addressing public in forum planning

This thesis focuses on communication of strategic planning of municipalities in the Czech Republic. Communication is viewed from the position of the authors of media messages. The author demonstrates firstly the importance of the level of information awareness as a prerequisite for citizens' participation in formulating public policies and places the issue of participation in the concept of governance. On the basis of media analysis the data from 1996 to 2014 and five main criteria, from which relies for further data interpretation in connection with the strategic plans of cities and municipalities, author identifies major trends in communicating the topic in the media. The main question for this thesis is: What is the experience with communication of strategic plans of municipalities and cities of the Czech Republic in the media? This question evokes another sub- questions, which in the context of media analysis will need to be answered. How are the strategic plans called in the media? How are they explained to the public? Citizen participation in shaping local politics in Beroun district municipalities

The subject of the thesis is the citizen participation in municipal policy of two municipalities of district Beroun. The thesis is focused especially on what is political climate in municipalities, how local government representatives evaluate participation rate of their citizens and if is possible to find this participation in specific analyzed processes of municipality. The thesis is based on two primary theoretical concepts which are public policy as a cycle and participation. There is used several types of input data from non-standardized qualitative interviews over documents in the form of municipal newsletters and petitions to the contents of discussion forums of municipalities which are used to answer the research questions. The results of the survey show that despite the pessimistic views of local government representatives on degree of citizens initiative and willingness to participate is this initiative and participation present both in auxiliary form and in the form of a protest in both municipalities.
Activism During Czech Presidency of the Council of the EU: Human Rights Advocacy of Amnesty International Czech Republic

The thesis explores the unique structure of political opportunity that emerged in front of Czech civil society organizations during the Czech presidency to the Council of the EU. Case study analyses how the Czech section of Amnesty International (AI CR) influenced public- policy agenda in the area of human rights. The starting point for the thesis is the formulation of the problem which is considered to be the weak influence of civil society organizations over public policy agenda as well as in-adequate use of the structure of political opportunity. Based on the structure of political opportunity theory we sought to determine whether the organization succeeded in mobilization of its internal structure and resources. We also focused on the transnational aspect of the opportunity. We tested the validity of hypotheses in a quantitative way when we measured the indicators of transactional capacity and mobilization capacity. According to the results AI CR was not able to mobilize enough activists. On the other hand, it was able to use the opportunity for transnational mobilization and networking. The most successful methods of activism proved to be those without confrontation. Further, the organizational structure of the organization is affected by bureaucracy which impedes its mobilization potential.
Citizens participation in the town life on a case study in Mnichovice

The civic participation is an active approach of the citizen who has possibility of using more or less formalized tools to influence public affairs. This diploma thesis "Citizens participation in the town life on a case study in Mnichovice" will deal with civic participation in a small town close to Prague - Mnichovice. The level of participation will be analyzed by the OECD (information, consultation, active participation) town hall uses, what factors influence participation rates, what motivates people to engage in participation and what discourages vice versa and which particular forms of cooperation with citizens are effective for local public administration. The theoretical part of this diploma thesis deals with the historical development of civil participation in decision making processes, analyzes legislation of the Czech Republic to describe the theoretical participation and engagement in different types of participation in the various approaches and finally explores options of participation in a small town with 3200 residents, which is located in the suburbia of Prague, 30 km south-east from the center of the capitol city. Advocacy Coalitions and Making of Domectic Violence Policies in the Czech Republic

The research objective of this diploma theses is to deeply understand the proces of policy change in the field of prevention and fight against domestic violence in the Czech republic. The aim of the research part of the theses is to identify the main resources and factors of the policy and belief change, which determine the policies in the field of prevention and fight against the domestic violence. This means the orientation among key policy change actors and identification of advocacy coalitions that enforced policy changes. The research design was case study based on the semistructured interviews with experts and key actors. The Advocacy Coalition Framework has proved to be useful in drawing attention to the notion of changing values and belies systems as key source of policy change. It also highlighted the need to take into account factors external to the policy subsystem under investigation. Potential usefulness of the Framework can be found in further application to the field of human rights issues in the Czech republic.
Problems of implementation of environmental education in high schools in Prague

This thesis examines prerequisites of the implementation of environmental education in the Czech Republic. It identifies fundamental problems of the current implementation of environmental education and presents key points which the policy should focus on in order to improve the quality of environmental education. This is achieved by analysing public documents and a research of the actual execution of environmental education on high schools in Prague. Environmental education is considered to be the primary instrument to apply the concept of sustainable development. The methodology is based on an analysis of primary and secondary qualitative and quantitative data. The theory of implementation is used as the theoretic basis of the thesis. A research of the execution of environmental education on different types of schools is included. There are subtle differences in the way how different types of schools implement environmental education, the most developed education is on technical high schools which provide four-year programmes concluded by graduation. This diploma work "Participation of UN in humanitarian crisis caused by armed conflict, focused on humanitarian intervention" devotes to problems with using humanitarian intervention as one of the most controversial measures, that were reaction to humanitarian crisis, caused by armed conflicts. It focuses on humanitarian intervention of first half of 90's, when this concept was stigmatised by unsuccessful solutions to armed conflicts in Rwanda and Somalia. It tries to reveal fouls, which UN committed in these conflicts and maps out the pretences at balancing with these fouls and taking instruction to the future. Furthermore it devotes to questions which using concept of humanitarian intervention stired up and new concept Responsiblity to protect is also gone with the same questions. This work maps out measures of UN, which are using in case of armed conflicts and shift of opinion from the term humanitarian intervention to concept Responsibility to protect, which implemention is stiring up lively discussion. Nevertheless this concept was unanimously voted by all member countries in Summit OSN 2005.
