Diplomová práce se dělí na dvě části. První část se teoreticky věnuje metafoře a metonymii v české a španělské terminologii, definici populismu, specifickému jazyku politiků a v neposlední řadě způsobům překladu rétorických figur z češtiny do španělštiny. Druhá se na základě analýzy srovnatelného vzorku venezuelských a českých publicistických textu zaměřuje na srovnání typů a frekvence rétorických figur s důrazem na jejich funkci v populisticky orientovaných textech. Jako referenčních textů bylo využito španělské přednášky El Libertador Simon Bolívar y su papel en la revolución emancipadora de la América Espaňola (1930) a jeho českého překladu, druhým textem je časopis 8 Estrellas vydávaný Velvyslanectvím Venezuelské republiky v ČR. V rámci výzkumu byly použity statistické metody jako modus, medián, aritmetický průměr nebo průměrná odchylka (relativní a absolutní).

Implementation of the Civil Service Act with regard to the stability of the service relationship Abstrakt The thesis aims to descript and evaluate the Civil Service Act. Particular attention is paid to its implementation, as well as to compensating the state of government before the law takes effect, and finally to the partial more detailed treatment of Kazuistic examples. At work, I have set out to objectively, with the help of available resources and data, whether in practice the objectives of the Civil Service Act are being met, that is to de-politicise the civil service, increase transparency and stability of government, increase professionalisation, but also enhance the efficiency and performance of service offices. In the first chapter, in the context of those objectives, I set out working hypotheses that will be verified during the process of the thesis and confirmed or rejected at the conclusion of the work. For the purposes of this work, I defined three hypotheses: 1. The implementation of the Civil Service Act will increase the stability of State Government 2. Implementing the Civil Service Act will increase the expenditure on performing this service i.e. the civil service will be far more costly. 3. Coefficient of merchantability for forest stands its usefulness and future utilization

Ministry of Finance has been repeatedly pointed out for the absence of merchantability coefficient for forest stands [4]. To calculate the coefficient of merchantability has to be available a certain amount of data. Coefficient of merchantability is annually updated by the Ministry of Finance. It is calculated from data of the sales made provided by the tax authorities on the basis of § 33 (3) of Act No. 151/1997 Coll. Data that Treasury receives from the tax authorities must be "cleared„ and those that might somehowskew the coefficient must be excluded. To determine the coefficient of merchantability, as already mentioned, it is necessary to have a certain amount of data, so number of all sales of the property must be large enough. Which is not, in the absence of data, available for all types of real estate.
