Process towards Opposition Agreement
Hakauf, Martin ; Bureš, Jan (advisor) ; Koubek, Jiří (referee)
The thesis deals with causes of formation of the opposition agreement between ODS and ČSSD. The roots of this phenomena are analyzed in many respects, carefully based on study of relevant sources, in particular period press and on interviews with individual participants of political events of the time. I verify the supposition that the main cause was bad experience of ODS from previous coalition cabinet, because of it's significant under-representation and personal disputes among members of this cabinet. More proportion results of parliamentary election and immediate unwillingness of US and KDU-ČSL to participate in the potential coalition cabinet either with ODS or ČSSD was analyzed as further causes of opossition agreement. This conclusion is also an answer to research question if there would be an other solution after early election in 1998. The answer is naturally no. 4-Coalition- anomaly or the expression of the systemic tendency? Case study of the Czech party system
Hanáček, Vladimír ; Bureš, Jan (advisor) ; Koubek, Jiří (referee)
v anglickém jazyce: This study focuses on the analysis of former Czech political project of "4-Coalition", which was established by four Czech oppositional parties (KDU-ČSL, US, ODA and DEU) in the years 1998 - 2002. This analysis is done through the case study, which focuses on the development of "4-Coalition" in its three developmental stages: from the cooperation of the sovereign parties, throw the formalized platform of party cooperation to the project of "4- Coalition" as a peculiar actor of the Czech politics. The analysis of ideological background, program and personnel questions shows the potential tensions, that arose inside of "4- Coalition", gives them in the appropriate historical context and analyses its causes. These tensions together with the external factors are viewed as a fundamental cause of the final failure of the project of "4-Coalition" and its disintegration. The aim of this study is to answer the question, whether it is possible in party system perspective to speak about "4-Coalition" as a potential third pole of the Czech party system, or whether it is anomaly, which the systemic tendency to the bipolar configuration doesn't infringe. With regard to the continuing relevance of only one left-right dimension of the party competition and the completion of the project of so...

Bednář, Martin ; Koubek, Jiří (advisor) ; Polášek, Martin (referee)
Annotation: In my Bachelor thesis I compare the roles of Presidents in the political systems of the Czech Republic, Austria and Germany. The position of the Presidents are in my thesis examined with the help of the Tsebelis's theory of vetoplayers. The aim is to look into the fields of personal policy, foreign policy and legislative process and to ascertain, through the analysis of political and constitutional works, the exact role of the Presidents in these areas. Ryjáčková, Lenka ; Buben, Radek (advisor) ; Koubek, Jiří (referee)
This master's thesis Political Parties, their Organizational Framework and Functioning deals with the political party organization, especially with their organizational framework and functioning. The observation of the party classification models has shown that models do not reflect party framework and functioning in a sufficient way. Therefore, the aim of the thesis is to define the important phenomena which enable us to study the organization and functioning of political parties and to reflect their inner party dynamic. The considered variables are the power structure, the organizational framework, membership and the hierarchy of members, the role of factions and bureaucracy. The theoretical conclusions are used in the case study which deals with the party organization of the Czech Social Democratic Party.

Development and changes of the Communist Party of Vietnam
Homutová, Lada ; Buben, Radek (advisor) ; Koubek, Jiří (referee)
This thesis focuses on the study of factionalism in the Communist Party of Vietnam and relates it to the recent problems of the Vietnamese regime. In order to determine the causes of the current crisis in Vietnam and introduce the environment in which Vietnamese elites operate, this study analyses both formal and informal structures of the political system of Vietnam and the principles of their functioning. This thesis criticizes misleading usage of faction as an analytical tool in the works on Vietnam and presents Andrew Nathan's factional model elaborated for China which is applied to Vietnam in a slightly changed form. We present evidence showing that the central political arena in Vietnam displays factional characteristics. Those findings are linked to the problem immobilism in Vietnam which is connected with instability caused by the absence of political initiatives and needed reforms (mainly the political one). Attention is also drawn to the need for the development of a theory of factionalism. Key words: The Communist Party of Vietnam, factional theories, political system of Vietnam
