Parent Center operators as "nurseries"

The parent center is currently the phenomenon, which is compared with the "State" schools or more today to discuss "the children's group" devoted less attention. And, in particular, in the section that deals with the care of children without parents. Although the parent centers help solve one of the social and political problems, the Czech Republic- the lack of places in nursery schools, in crèches, they lack support. Legislative support, support the child care area in MC without the participation of the parents. In the Czech Republic currently operates a total of 427 MC and in the Liberec region, on which I focused in the empirical part, has 21 maternity center. Of these 21 parent service center to care for children without parental involvement provides a total of 14 maternity center. And the MC feels the need to legislative support, which would be welcomed by, clearer rules for the operation of the parent center, especially in the environment of a child without the participation of the parents. This support is important in all activities that MC. Political foundation, or citizenship education?

The present thesis deals with the topic of civic education in both its general and also in relation to the amendment of the Act no. 424/1991 Coll., on association in political parties and political movements. It is introduces so called political institutions, which could contribute significantly on the topic of civic education and civic education for democracy and its principles. The topic of civic education is currently one of the priorities of European democratic states and hence nation-states, including the Czech Republic. Basic principles and goals of civic education and civic education for democracy are obvious. The problem of civic education in the Czech Republic is that it is not yet conceptually nor systematically defined and restricted. Against the background amendment to the law on political parties and political movements I have monitored the debate on civil political education for almost a year. With the help of interviews with the involved actors I am trying to explain their re-presentation of the topics discussed as well as their views on civic education in the Czech Republic.
Implementation of supported employment in the Czech Republic

Bachelor thesis "Implementation of supported employment in the Czech Republic" attends to a service, which has been developing in the Czech Republic since 1995, but it has not been regulated by law yet. Supported employment provides support for people, who are disadvantaged in area job opportunities with aim to improve their self-reliance and to enable them to participate at the open labour market. First theoretical concepts related to supported employment are introduced. Then supported employment is defined with emphasis on its characterization, target group and inception of this service. In view of the fact there is no legal regulation of supported employment, the bachelor thesis deals with possibilities of implementation of supported employment in the Czech Republic and their regulation in legislation. For more understanding of the process of realization of supported employment there are defined actors and their role in this process. The thesis also introduces a form of supported employment in Norway and the Slovak Republic.

Policy capacities of Czech political parties in the field of financing of political parties

Political parties are fundamental to the functioning of a democratic state. Through them all citizens of the country are being influenced. To work properly, however, the political parties need to gather various sources. Currently, the main source are financial contributions, namely from the state but also from private entities. Financing of political parties, in the form in which it is now, became due to various political corruption scandals subject of discussion. Over time, there has been a transformation of the social climate and calls for changes of the existing rules for financing of political parties have appeared. This bachelor thesis deals with the expert capacities of political parties focusing on their financing. Specifically, expert capacities of Czech political parties ČSSD, Strana Zelených and ANO 2011 are being examined. Nevertheless, the project Rekonstrukce státu is also included, as it is one of the actors influencing this field. This paper deals with how propositions about the issue of financing are being developped within political parties. Who influences shaping those propositions? And how this issue has historically developped?
Finances of Territorial Units in the Czech Republic

Diploma thesis Finance of territorial units in the Czech Republic applies to analyze the self- governing budgets, especially municipalities. The thesis has the theoretical part and the practical one. An approach and function of public budgets and finance are described in the theoretical part. Following part of the thesis is devoting to the Czech budgetary system with the focus to municipal and region budgets. There are analyzed categories of income and expenditures. Budgetary expenditures are compared between municipalities and regions according to allocated field of application, according to the amount of capital expenditures. Another chapter is engaged in current issues in the municipality funding - there were changes in the system of tax distribution from the central government. The second issue is the growing indebtedness of Czech municipalities. The thesis tries to find some recommendations and solutions. The last chapter applies the financial and property analysis for the city of České Budějovice. An economy of the city is assessed according to chosen indicators, ratios and comparisons with budgets and assets between the years 2006 and 2011.
Collection of premiums for social security in the context of public finance reform

These thesis present an analysis of the status and trends in the selection of social security in the context of public finance reform and social policy. The aim is to analyze the development of the collection of premiums in the period 2007-2010 in connection with the reform of public finances, to define the role of factors having a substantial impact on the collection of premiums and to explore the attitudes of individual actors to legislative changes in social security. The starting point for the work is the concept of the state and its economic function and solidarity, which are provided through the instruments of economic and social policy. The parts of the foundations are the social rights and the theory of redistribution. Equally important starting point is the concept of bureaucracy, which is the theoretical basis for the institutional arrangements and management of social insurance. The research is devoted to the analysis of events and analysis on the underlying attitudes of the actors, but also for planned maintenance work in the field of social security. The analysis further factors have a significant impact on the indicators and the collection of social insurance. Which School? Placing of the Child with Physical Disability in Basic Education

This bachelor thesis deals with the process of special education placement of child with physical disability in the Czech Republic. The thesis sees the process from perspective of parents and explores their role within. The goal of the thesis is to clarify factors which determine choice special education form - it means factors that influence whether a child will be educated in mainstream school or in special one. The thesis is based on the value of equity and on the right to education of every individual. Parents of disabled children are viewed as subjects of mutually interacting system. In the first part the thesis describes the legislation related to school placement of children with disability and submit statistic overview of special education. A comparative case study is the centre of the second part of the thesis. It compares four histories of decision making about suitable school for a child with physical disability. These histories were extracted from four interviews with their mothers. The thesis concludes that the parents of these children really are those who choose the special education form. But it agues that their choice of the form is more likely determined by coincidence of circumstances, rather than by clear factors.
