Coalitions of Independent Candidates in Elections to City Councils in the Czech Republic

The bachelor thesis Coalitions of Independent Candidates in Elections to City Councils in the Czech Republic deals with terms of candidacy Coalitions of Independent Candidates in elections to city councils in Czech cities and municipalities. First of all, the bachelor thesis compares conditions for candidacy of independent candidates in the Czech Republic and neighboring countries. The analysis is focused on comparison of the presence of Coalitions of Independent Candidates in Czech cities of different size. The focus is mainly on local elections 2014. Successful Coalitions of Independent Candidates has been described in details. The aim is to refer to disadvantages suffered by Coalitions of Independent Candidates in larger cities. The disadvantage is, that Coalitions of Independent Candidates have to produce petition with 7 % signatures of voters from the city, where they want to candidate. Despite this disadvantage is majority of Czech councilors elected from the Coalitions of Independent Candidates.
Models of Representation of Ethnic Minorities at Local Level: Case Studies of Selected European Cities

This thesis further analyses the question of political representation of ethnic minorities. Its main theoretical framework is created by theory of cleavages by S. Rokkan and S.M. Lipset, which describes conflict lines within the society and its influence on the party system. Further on, different definitions and approaches to the topic of ethnic identity, ethnic conflict and and ethnic and regional parties are introduced. Second part of this thesis is composed of four case studies of selected European cities with relevant ethnic minorities. These are Leicester in United Kingdom, Espoo in Finland, German Frankfurt am Main and Romanian Cluj-Napoca. These cases are firstly analyzed by context of political representation of ethnic minorities. That is in the first place the share and nature of minority population and in the second place attributes of local political systems within both horizontal and vertical dimension. Factors with direct impact on political representation of ethnic minorities like electoral system, election right and any other special measures are analyzed further on.
Financing of Small Municipalities in the Czech Republic and its Political Impact

The thesis, Financing of Small Municipalities in the Czech Republic and its Political Impact, reflects a complex topic currently noticeable in the Czech Republic: the existence of critically indebted small municipalities. According to the yearly monitoring provided by the Ministry of Finance, the number of ill-financed communities is increasing. Due to their financial situation, a considerable number of small municipalities are forced to suspend many of the services provided to the residents, even though the legislation in effect guarantees equal competences for both small and big municipalities. In the case of indebted small municipalities, the difficulties are even multiplied. Often, the municipality is forced to abandon the prospect of further development and mere survival is in question. In the above- described communities, the participation in municipal politics tends to be significantly low and the residents express overall disinterest in public affairs. The aim of this work is to present three examples of highly indebted small municipalities with the number of citizens under 500 and to provide a detailed analysis on their situation. TOP 09 and STAN as alliance of parties

This work deals with a phenomenon of party alliances, especially with the alliance of TOP 09 and STAN. This phenomenon is current in the Czech politics. This work concerns other unions of the right-wing or the center parties in the Czech Republic too, and searches an answer for the question, if it is an alliance. Primarily this work deals with the alliance of TOP 09 and STAN, which were established in 2009. It also deals with differencies of this alliance on the state, regional and local level, and searches any cleveages of this alliance on the state, regional or local level. This work also searches the answer for the question, what the perspectives of this alliance in the future are. The first agreement about the alliance was confirmed in 2009. The second agreement was confirmed in 2013. This agreement enables free relationship between TOP 09 and STAN on the regional and local levels.
Intermunicipal Cooperation in the Pilsen Region

This thesis deals with the inter-municipal cooperation in the Pilsen region. In the theoretical part there is the concept of inter-municipal cooperation defined and the reasons behind the cooperation among the municipalities explained. These include efforts to overcome the fragmented municipal structure, more efficient and cheaper providing of the services and savings. In this thesis there are also the risks and limits of the inter-municipal cooperation mentioned and the attention is paid to the possible democratic deficits. The cooperation of the municipalities is also compared to the amalgamation of municipalities. The next section contains case studies of inter-municipal cooperation in selected European countries. The following section regards the Czech Republic, in which there is the development of municipal structures explored, as well as the legislative basis of the inter-municipal cooperation issues and also the causes that lead to cooperation between municipalities are assessed. After that, the attention is given to the voluntary associations of municipalities and micro-regions in the Pilsen region.
Direct election of mayors in the European experience

This rigorous thesis has been dealing with the direct election of mayors in Europe. Three hypotheses were postulated in the introduction. The aim of the thesis was to find out, if the direct election of mayors causes an increase in the voter turnout, if it comes to cases of divided majorities and if those are causing issues with local system functioning. Lastly I tried to find out, if the direct election is a trend, which is going to be spreading further. The factors of voter turnout and divided majorities were analysed in seven case studies: England, Norway, Croatia, Poland, Italy, Austria and Germany. In every case study I have compared the voter turnout in the mayoral elections with the turnout in the council elections. In the countries, where the election term was synchronised, the difference in the voter turnout was rather low. In most countries voter turnout in the mayoral elections was identical or lower than in the election of the councils. Only in North Rhine- Westphalia in Germany was the turnout in the mayoral election higher and the difference in the two turnouts was greater. The problematic aspects of financing of cities and minucipalities in the Czech Republic

In 2000, respectively 2003 the Czech Republic finished the first and the second stage of public administration reform, which is closely linked with the issue of public financing, especially the financing of municipalities. This thesis analyzes the problematic aspects of the financing of municipalities in the Czech Republic in terms of the status of municipalities in the political system. Municipal budgets are the means by which local governments fulfil their objectives, policies and ensure the development of their municipalities. It is a highly topical issue. Political leaders of local authorities are not due to play the differing roles and provide different level of public services, united in the opinion of the form of financing of local budgets. Municipalities do not have such a strong unified voice in ensuring its priorities. These different interests are reflected in the programs of political parties. The question of financing municipalities would probably disintegrated ODS and TOP 09 together with STAN in the coalition in cas of the absence of other contradictions. Municipal Systems in Europe

This study deals with the typologies and the development of municipal orders in Europe. The theoretical basis of the work is important typologies of individual authors dealing with municipal orders of different countries. These typologies are exploring mostly European countries and looking for similarities across municipal systems of individual countries on the basis of some criteria and in relations between central and local levels and through relations between the institutions of local government with each other. Ten chosen European countries which are used in the typologies form empirical part of work. Countries are studied based on criterion development of municipal structures, especially in terms of amalgamation of municipalities and based on the criterion of executive models, especially in terms of direct election of mayors. For each country is studied the development and present situation of these criteria on the basis of which are determined the aims of this study. It is about finding out topicality of typologies and their comparison with the time of their origin to the present state of municipal orders of individual countries. Another aim is points to trends in local politics and gives an indication of possible future trends in terms of municipal orders in Europe.
Direct Mayor Elections in Europe

The master's thesis "Direct election of mayors in the European experience" is dealing with the direct election of mayors, which is being used in more than a half of the European countries. The focus of the thesis is the trend and the impacts of the direct election of mayors. The purpose is to find out, if the direct election of mayors causes an increase in the voter's turnout, if there are cases of divided majorities under the direct election of mayors and if those are causing issues with the system functioning. Lastly, if the direct election of mayors is a trend which is going to spread into further countries. The first theoretical part deals with the phenomenon of the direct election of mayors, the leadership theories at the local level, typologies of local systems and brings a theoretical basis for the analysis of the voter turnout and divided majorities. The second part contains an overview of the European countries according to the direct or indirect method of voting for their mayors and also case studies of chosen countries.
