Application of the Theory of Coalitions in the Formation of Regional Councils in the Czech Republic after Elections in 2008 and 2012

This diploma thesis "Application of the theory of the process of forming coalitions of regional councils in the Czech Republic after the elections in 2008 and 2012" discusses the process of establishing regional coalitions in the region of the South Moravian and the Central Bohemia. The aim is to answer the question of what form of the regional coalitions formed during the regional elections. Furthermore, I was describe how did the process of establishing regional coalitions and what were the key factors, that decide the outcome of negotiations. For these reasons, this thesis analyzed the official declaration of election programs, performances by regional politicians in political or public debate. The intention of this thesis is through the use of a theoretical framework and analysis of documents, describe in detail the development process, which was formed coalition and identify possible strategies of individual actors. Theme of directly elected President was present on Czechoslovak and Czech political field regularly since 1989. Different proposals rose discussion in media and between the specialists from Political science. Diploma thesis captures the changes of specialized, political and media discussion during the years. The opinion of the Public is present in Public opinion polls. Diploma thesis also describes the circumstances of adoption of the Amendment to the Constitution and of the Implementing Law. Part of the Diploma thesis is also theoretical introduction concerning the regimes from the point of view of their polity and also a chapter about the institution of the president concerning his constitutional formal and informal powers since 1918 till these days.
Discussion about Implementation of Direct Mayor Vote

The aim of the thesis is to analyse and assess discussions related to the implementation of the direct election of mayors, both in the Czech Republic and in selected European countries. The thesis compares the evolution and course of the discussions that precede the anchoring of direct election of mayors in five European countries, such as the United Kingdom of Great Britain and Northern Ireland, the Federal Republic of Germany, Italy, Croatia, and Belgium-Walloon. It is particularly focused on the central motives leading towards the launch of discussion, main arguments included in the discussion, key actors, and the levels of the discussion. The crucial part of the thesis is devoted to the analysis of the discussion of possible implementation of directly elected mayors in the Czech Republic. The emphasis is put on the identification of individual platforms of the Czech political scene that intervene into the discussion. The thesis also highlights the attitude of key political parties, interest groups, and mayors, towards the question of the direct election. First-time voters motivation for parliamentary elections in Ricany 2010

Author of this thesis is undertaking a study of an act of voting in a town Říčany during election to the Parliament of the Czech Republic in 2010. A research is looking for the aspects, which can influence the acting of first-voters before they go to the elections. Young people often discuss their choice with members of any social group (parents, friends, siblings) and political parties try to focus on these young people, appeal on them and motivate them to give a vote to that political party. The goal of this thesis is to find out, which social group influences the first-voters in Říčany most, what position takes the family and if the first-voters are a single voting unit, which is good to study. This thesis contains a brief history of Říčany, results of elections to Parliament in 2006 and 2010 and there are the election campaigns of that parties which took place in Parliament in 2006 and 2010. A single part of the campaigns represents the campaign focused on young people. Part of chapters with the election results, there are motivations of voters written. The crucial part of the thesis is a questionnaire sent between the respondents from the city in a target group. On the base of these anonymous questionnaire results, the hypothesis are confirmed or declined.

Analysis of the TOP 09 Election Strategy in the Regional Elections 2012 - Region of Pardubice Diploma thesis "Analysis of the TOP 09 Election Strategy in the Regional Elections 2012 - Region of Pardubice" deals with the election campaign TOP 09 in the elections to the Assembly of the Pardubice Region in 2012. TOP 09 is a political party in the Czech political scene first appeared in 2009. Regional elections in 2012 for the political party represented the first major challenge since its entry into the Chamber of Deputies in 2010 and the opportunity to establish themselves at the regional level. The thesis examines the elections in the Pardubice region in terms of the theory of second-order elections. The research of this theory was made in terms of the first direct elections to the European Parliament in 1979. The aim of this thesis is to introduce the theory of second order elections and to analyze the election strategy of TOP 09 before the elections to the regional council in 2012 in Region of Pardubice. Based on this theory will be find out if it is possible to apply this theory on the election strategy of TOP 09 and if the election managers of TOP 09 reflect this theory or the election strategy is created independently on this phenomenon. Foreign Nationals' Use of the Electoral Law in the Local Elections in Czech Republic

Diploma thesis sets itself a task to evaluate the using of voting right by foreign nationals in local elections in the Czech Republic. The thesis shows the approach of other member states of European Union to the voting right of foreign nationals in local elections, the legislative framework and the legal position of foreign nationals in the Czech Republic. The centre point of the thesis lies in the real experience of the foreign nationals and mayors or workers of municipal authorities with voting right in the local elections. Information gained during the research allows to study the practice of voting right. During the research there were discovered reasons why the foreign nationals participate or not in local elections. There were explained opinions of foreign nationals about the quality of information of their possibility to participate in local elections and about the conditions of voting right declared by state. Opinions and ideas of foreign nationals are compared with the opinions and experience of mayors or workers of municipal authorities and state institutions.
Alternatives for the regional reform of the Czech Senate

The presented diploma thesis "Alternatives for the regional reform of the Czech Senate" frames on the basis of a comparative analysis of regional second chambers in the West European countries the possible alternatives for the regional reform of the Czech Senate. The comparative analysis of second chambers of parliaments in Italy, Spain, the Netherlands and France identifies the similarities and differences between the examined second chambers, in particular with respect to their historical origin, way of election, size, constitutional powers, relation to the first chamber and relation to the executive branch of the government. The examined second chambers are classified according to A. Lijphart's typological concept on the scale of strong - medium strength - weak bicameralism. The comparative analysis is then the source for the framing of specific alternatives for the regional reform of the Czech Senate. The main conclusions of the thesis are: (1) examined West European regional second chambers fall within the types of medium strength and weak bicameralism, (2) the hypothesis about the weaker position of second chambers in unitary states is partially confirmed, and (3) the framing of representative and functional alternatives for the regional reform of the Czech Senate.
The problematic aspects of financing of cities and minucipalities in the Czech Republic.

In 2000, respectively 2003 the Czech Republic finished the first and the second stage of public administration reform, which is closely linked with the issue of public financing, especially the financing of municipalities. This diploma thesis analyzes the problematic aspects of the financing of municipalities in the Czech Republic in terms of the status of municipalities in the political system. Municipal budgets are the means by which local governments fulfil their objectives, policies and ensure the development of their municipalities. It is a highly topical issue. Political leaders of local authorities are not due to play the differing roles and provide different level of public services, united in the opinion of the form of financing of local budgets. Municipalities do not have such a strong unified voice in ensuring its priorities. These different interests are reflected in the programs of political parties. The question of financing municipalities would probably disintegrated ODS and TOP 09 together with STAN in the coalition in cas of the absence of other contradictions. Municipal Elections in 2010 and Electoral Campaigns. Usage of Political Marketing by TOP 09

The thesis focuses on the use of political marketing by the political party TOP 09 during the municipal elections in 2010. This chosen topic explores issues that have not been covered by the Czech political research yet. The thesis is mostly based on the theoretical concepts of Lees-Marshment and Bruce Newman. The research surmised that the political party TOP 09 had implemented political marketing techniques during the last municipal elections, and it might be considered, as described by Lees-Marshment model, as a market-oriented party. The thesis uses qualitative research methods. Its second part comprises of two case studies on the municipal campaigns of TOP 09 in the cities of Olomouc and Prague: the empirical evidence reviews campaign strategy, electoral programme, election polls, relations to the other candidate parties, media coverage, campaign organization, internal marketing and (last but not least) campaign financing. The thesis comes to conclusions that TOP 09 was using political marketing on municipal level, but still there are differences in the extent of its usage. While the Prague party organization behaved as a market-oriented one, the Olomouc regional organization might be described as a sales-oriented party.
