The theoretical part of the thesis copes with the topic of financing of the projects of public sector and PPP projects. The descriptive and comparative methods will be used. In the practical part of the thesis will be performed the comparison of the chosen projects by synthetic analysis and the recommendation for the Czech Republic will be formulated based on the findings.
ANALYSIS OF IMPACTS OF BUSINESS CYCLES ON AUTOMOTIVE INDUSTRY IN YEARS 1993-2013 IN THE CZECH REPUBLIC
Ďoubal, Jakub ; Ševčík, Miroslav (advisor) ; Czesaný, Slavoj (referee)
The aim of this thesis is to analyse the impacts of business cycles on individual segments of the automotive industry in the last 23 years in the Czech Republic. The areas analysed are sales and production of cars. Attention is also paid to the downstream industry of parts producers. The theoretical part deals with the theoretical approaches of the business cycle, basic methods of measurement cycles and, furthermore, theories related to the automotive industry. The analysis in the practical part is developed on this theoretical basis. The analytical section is divided in three parts according to three full cycles that went through the analysed time period. What was most apparent was the difference of every cycle. It is from this difference that the different impact of cycle on analysed indicators in each period comes. However, it is evident that the automotive industry is behaving procyclically. Most of the indicators are weakly or moderately cyclical, based on the correlation coefficient.
Comparation of development of public budgets at particular political cycles in Czech Republic since 1993 to 2015
Křeček, Štěpán ; Ševčík, Miroslav (advisor) ; Chalupecký, Petr (referee)
The paper provides a comprehensive overview of public budgets in the Czech Republic, focusing on government budgets. The thesis compares the development of fiscal policies in distinct political cycles in the modern era of the Czech Republic. This allows for the analysis of the influence of the fiscal policies on the development of distinct macroeconomic indicators which then makes possible the evaluation of the success of different approaches to budget making. The preparation of public budgets is a periodical activity which happens at all levels of public governance. Therefore, the paper thoroughly analyzes preceding budgets and attempts to reveal the errors make by our governments. A deductive method is used with these analyses and their comparisons to make the foundation for general principles which can be used for the improvement of the budget planning in the Czech Republic.
ANALYSIS OF DEVELOPMENT OF EXCISE DUTY ON TOBACCO PRODUCTS AND ITS INFLUENCE IN THE CZECH REPUBLIC FROM 1993 TO THE PRESENT
Valešová, Věra ; Ševčík, Miroslav (advisor) ; Pekárek, Štěpán (referee)
The purpose of this thesis is to analyse the excise duty on tobacco products in the Czech Republic since 1993 up to the present time, especially the development of rates and revenues. Excise duty is imposed on tobacco products in the Czech Republic and also in the other European Union countries. Harmonisation efforts in the European Union and also fiscal need of Czech Republic cause frequent changes in tobacco excise duty rates, which conduces not only to change of tax collection, but can also bring some other related effects. In the theoretical part I first characterize the tax theory with a detailed focus on excise duty on tobacco products. Subsequently I define the meaning of excise duty on tobacco products, the principles and the mechanisms of the tax collection. In the practical part of the thesis I aim at analyse the evolution of the legal framework that affects excise duty on tobacco products and significantly affects the thesis in other sections. Further, I analyse the relationship between the rate of excise duty on tobacco products and tax collection and find out that the higher rate of excise duty not always led to higher tax yields. Finally I assess the effectiveness of the increase of excise duty on tobacco products and its impact on the consumption of tobacco products, illegal market and the public budgets.

The emphasis was on finding a correlation between the number and volume of PPP projects and the state of national economies in the years 2006-2015, especially in the immediate period of the recent financial crisis, when could be expected increased attractiveness of the concept for political representation. On the specific case is explored its economic efficiency and legitimacy.
Příspěvek k rakouské teorii hospodářského cyklu: Nejistota a cenová očekávání
Frömmel, Tomáš ; Ševčík, Miroslav (advisor) ; Potužák, Pavel (referee)
Common critique of the Austrian business cycle theory states that the Austrian cycle could not be initiated under the rational expectations hypothesis. This thesis therefore investigates the role of price expectations of entrepreneurs in the Austrian cycle theory. We conclude that this theory might be compatible with rational expectations only under several assumptions. The rational expectations hypothesis is, however, evaluated rather critically concluding it is quite strong and unrealistic assumption. Various regimes of monetary policy are discusses in the context of price expectations.
Kapitál a monetární teorie hospodářského cyklu: Eseje o rakouské teorii kapitálu, úroku a hospodářském cyklu
Potužák, Pavel ; Ševčík, Miroslav (advisor) ; Holman, Robert (referee) ; Kubíček, Jan (referee)
This dissertation explores four big topics in the Austrian economic theory. Chapter 1 elucidates the Austrian theory of capital. It introduces basic tools that are further used in the analysis of the business cycle. It also clarifies some misunderstandings in this theory. Chapter 2 investigates the evolution of the interest rate over the business cycle that is predicted by the Austrian theory of economic fluctuations. Chapter 3 examines the pure time preference theory. It shows with the help of a simple neoclassical graphical and mathematical apparatus that there is a fundamental flaw in this theory. It suggests that the notions of want and good must be explicitly separated, and it concludes that the time preference as well as the subjective exchange ratio between present goods and future goods may take on any value. Chapter 4 explores the business cycle dynamics in the economy with permanently rising natural output. Simple monetary policy rule that was designed to eliminate economic fluctuations is discussed in detail.

On this real project will be analyzed the costs and benefits and after this analyse it will be possible to say if applicant held a methodology of CBA and if project is beneficial for public. The methods used in developing the topic of this diploma thesis is a literary review, descriptions, analysis, interviews, results of empirical investigations and an imperical synthesis of learned facts.

Pikhart, Zdeněk ; Ševčík, Miroslav (advisor) ; Zamrazilová, Eva (referee) ; Pastoráková, Erika (referee)
Thesis deals with a fiscal policy issue with emphasis on the debt crisis. First specifics of the data capture of the government sector for the purpose of evaluating the fiscal position are analyzed. It includes assessment of the fiscal sustainability indicators and the historical reaction function of fiscal policy in the EU. The analysis of cyclical adjustment of the government balance, definition of fiscal impulse and the estimation of fiscal multipliers in the Czech Republic precedes the contribution to the debate regarding the optimal fiscal policy setup with respect to debt sustainability in the long run and sufficient degree of flexibility in the short run. The thesis concludes with the identification of the causes of the fiscal debt crises with the subsequent analysis of possible ways to resolve the already existing fiscal imbalances and assessing the appropriateness of the Czech government's consolidation.
