Spanish Model of Asymmetric Regionalism: An Analysis

Diplomová práce Analýza španělského modelu asymetrického regionalismu ~ 1 ~ Summary The masterʼs degree thesis "Spanish Model of Asymmetric Regionalism: An Analysis" deals with the concept of political-administrative division of a state, which has been typical of the Kingdom of Spain. The masterʼs degree thesis aims to profoundly analyze all the substantial aspects of this unique type of inner arrangement of a state, namely in broader (above all in legal, in historical and in political) relations. When elaborating on the topic I drew on Czech and English monographic literature (this applies both to the theoretical and to the historical part of the thesis) and on topical wordings of Spanish legal regulations; I also made use of various sources, as e.g. of professional articles online, of relevant judicial decisions, or of notes I made in Spain at lectures on Spanish constitutional law. The thesis consists of three chapters which are further divided into subchapters. In the initial theoretical chapter attention is paid to the typology of states according to their inner arrangement. I also focused on creating the typology of this kind of military equipment. I also described iconographic scenes that appear on these military equipment and I described the sources that relate to this topic.
Parliamentary systems

The topic of my thesis are parliamentary systems. For this topic I have decided mainly on the grounds that the Czech Republic ranks among countries with a parliamentary form of government, like most of European countries. The work is divided into seven chapters, which are subsequently divided into different subsections or other parts. At the beginning of my work I have engaged in the general concept of political systems. The view of this chapter is mainly to introduce readers to the topic and to acquaint them with the basic types of democratic political systems, which includes particular the parliamentary, presidential and semi-presidential systems. The second chapter is engaged in parliamentary systems and their basic definitions. This chapter contains the theoretical foundation for the whole work and especially introduces readers with the basic principles upon which these systems work. Among these principles is included especially the principle separation of powers which is not too strictly interpreted, the sovereignty of Parliament and the specific relationships between the executive and legislature. "Legislative derivations from common legislative process".

The paper mainly focuses on legislative deviations from common legislative process in the Czech Republic. For the purpose of comparison it also considers the deviations in Germany and Austria. The derivations are divided into three groups. Firstly, in case of subject derivations the special process rules are reasoned by a specific character of the topic (typically enacting of constitutional or financial law). Secondly, there are accelerating derivations, which are intended to shorten the legislative process. Last but not least, crisis derivations are included. These are used in crisis situations such as war, natural disasters or parliament's incapacity to work. To be more specific, the major section is focused on summary proceedings on law proposals, whereby the position of both parliamentary chambers equals; proceedings on financial law proposals, which are excluded from the voting in the Senate; proceedings on statutory of the Senate measures, which are enacted during the dissolution of the Chamber of deputies; proceedings on law proposals in compliance with the Security Act; law adoption at the first reading, law adoption in the state of legislative emergency, adoption of a law which is connected with a vote of confidence and finally legislative process, which implements the decision of the Security...
Dollfuss and Schuschnigg,s Austria - case study of authoritarian regime

The aim of this thesis is to analyze the authoritarian regime in Austria in the period between the two world wars. This thesis consists of three chapters. The first is the theoretical basis of this work, as I present the various concepts of authoritarian and totalitarian regime. The second chapter then follows the developments in Austria since the end of World War II until the fall of democracy. The focus of this work is the third and final chapter, which analyzes the authoritarian regime between the years 1933-1938. Based on the information provided I am giving an answer to the question what was the specific character of the Austrian regime for government of Chancellor Dollfuss and Schuschnigg, and why there was a fall of democracy in the conclusion.
Contemporary Social Contract Theories

Contemporary Social Contract Theories The thesis is intended to be an introduction into contemporary social contract theories. John Rawls' book A Theory of Justice is a seminal work in this field. The thesis, however, does focus not only on the approach adopted by Rawls, but on the theories of other authors as well - that of J. Buchanan, D. Gauthier, T. Scanlon and R. Nozick. These remain quite unknown in the Czech context. The structure of the thesis should allow for a comparison between the respective theories as the author starts with the object of the social contract, proceeds to the parties of the contract and, finally, to its content. Special attention is devoted to the game theory which models some of the typical interpersonal interactions and, using its theoretical apparatus, can illustrate problems of social cooperation - the key theme of virtually all social contract theories. Eventually, the author tries to outline the way analytic philosophy views the social contract. In its eyes, the social contract is a necessary implication of the existence of language.
Yugoslavia in the context of totalitarian and authoritarian states

The thesis Yugoslavia in the context of totalitarian and authoritarian countries deals with the characteristics of the governing regime of SFRY. In the first chapter, the terms "totalitarianism" and "authoritarianism" are defined. In the following chapters, the thesis observes the development of socialist Yugoslavia throughout the individual periods concerned, and classifies the dominant features of the regime. Historical facts are based on works of J. Pelican and J. Pirejvec, the theory of political science is based on works of S.Balík and R.Dahl. The aim of the work is to determine, in what respects was the government's policy influenced by historical events, as well as to describe the essence of Yugoslavian regime.

of the Diploma Paper ,, Transitions to Democracy " Transition of a particular country from an undemocratic political regime to mostly that of democratic is a head subject regarded by many experts and general public. It may seem that democratic regime is a matter of course nowadays; however, the truth is unlike. The democratic regime dominates scarcely in the half of all countries in the world. Regarding to the situation in northern Africa and other Arabic countries, it has recently been more and more proved that changes of political regimes, especially from the undemocratic to the democratic ones, are taken as a current subject matter not only today, but also in the following days, weeks, months and years. This is why I am focusing on the theme of Transitions to Democracy in my diploma thesis. The thesis is divided into four chapters. The electroral system for the Chamber of Deputies of Czech Republic: genesis, evolution and its future direction

This final thesis deals with electoral system to the Chamber of Deputies of the Parliament of the Czech Republic. Its genesis, evolution and future are presented in 3 chapters and in the Conclusion. Work is designed as a case-study and it employs two methods - from general to particular, and from earlier to later. These methods are used in whole work as well as in particular chapters and subchapters. The first chapter introduces readers to the issue of electoral system in general. There are described two main voting systems - proportional and majority vote. Stress is put to the proportional system which has used for elections to the Chamber of Deputies. Also the question "which electoral system is the best" is mentioned. Following chapter surveys history of the electoral system and evolution from its establishment to the present. Main part of this chapter deals with a reform introduced in the year 2000 which was declared by the Constitutional Court as unconstitutional. New law, instead of blank spaces after the decision of the Constitutional Court, was adopted in the year 2002 and since that it has been valid till the present. System of proportional representation in the Czech Republic and its critique Abstract The diploma thesis "System of proportional representation in the Czech Republic and its critique" deals with the proportional representation in the Czech Republic, particularly its most criticized aspects. The purpose of this paper is to analyse this system, its characteristics, forms and reforms under the Czech conditions. The first chapter defines proportional representation and describes its constituent elements - a legal threshold, electoral formulas (quotas and divisors), electoral districts and tiers and preference votes. Chapter Two is concerned with four specific forms of this system applied in the Czech Republic. It describes elections to the Chamber of Deputies, local elections, elections to the regional assemblies and European elections. The third chapter outlines the problems of Czech electoral reforms - specifically the big reform of elections to the Chamber of Deputies from 2000 and the case of Prague elections in 2010 which both had to be brought to the Constitutional Court.
