The Czech Environment Inspection

Tato diplomová práce si klade za cíl představení České inspekce životního prostředí jako orgánu státní správy provádějící dozor v oblasti ochrany životního prostředí. Česká inspekce životního prostředí byla založena zákonem č. 282/1991 Sb., o České inspekci životního prostředí a její působnosti v ochraně lesa. Postupně byla její působnost rozšířena i do dalších oblastí ochrany životního prostředí. Česká inspekce životní prostředí plní ve společnosti nezastupitelnou funkci a snahou této práce je specifikovat činnost České inspekce životního prostředí, její právní úpravu, ale také srovnání s jinými inspekčními orgány.
The Czech Environmental Inspectorate

This thesis aims to introduce the Czech Environmental Inspectorate as a specialized body of the state administration with a state-wide authority which is subordinated to the Ministry of the Environment. The objective of the Inspectorate is particularly to exercise state supervision connected with enforcement of corrective actions and sanctions. The Czech Environmental Inspection was established in 1991 with its original competence in a field of forest protection, as of today it has competences with respect to all environmental components. The merit of this thesis is an analysis of statutory regulations regarding the protection of the environment according to which the Inspectorate exercises its competences and authority. The result of this analysis is definition of the competences of the Inspectorate in individual fields of environment protection. In the thesis I also focus on problematic provisions of particular legal regulations and in final chapter I address also a possibility of reorganisation of the Inspectorate in the future.
Czech Environmental Inspectorate

This thesis addresses the problem of Czech Environmental Inspectorate and the general protection of the environment. I focus on the history of the protection of the environment, both at international, European and national. Further, I develop inspections in our area and grounds of Inspection, its scope (both substantive and territorial) and its competence in all major components. For comparison, I also deal with environmental protection in other European countries (I chose two Western European countries, which have a relatively long history of environmental protection). Most, however, devoted to the performance of supervision, both in general and specifically as one of the powers of inspection to all five areas. At the end of the deal by providing information and differences in process the individual laws. The aim is to introduce the reader to general environmental protection, and especially with the functioning of Inspections and its importance.

At the very beginning it defines regulation and its influence within the framework of jurisprudence in the form of normative regulation. Therefore the dissertation deals with the term of legal standard, its structure and the types of legal norms. It indicates normative regulation in practice, thus in selected laws. Thereafter it performs classification of normative instruments in education, which is made on the basis of law sources difference. The end of this thesis is dedicated to normative regulation of the educational system, which is illustrated by selected documents. The Czech Environment Inspection

Czech environmental inspectorate The Czech environmental inspectorate (CEI) is a professional body of state administration. It is responsible for supervising the compliance with the statutory rules and binding administrative decisions in the field of environment. CEI was established in 1991 by the Czech Environmental Inspectorate and its competencies in forestry protection Act No 282/1991 Coll. Other competencies were added subsequently in 1991-1992. CEI is subordinated to the Ministry of the Environment. The activities of the CEI are divided into five core areas: air protection, water protection, waste management, nature protection and forest protection. CEI was gradually assigned additional responsibilities in other areas: protection of the Earth's ozone layer, supervision over the handling of chemical substances, industrial accident prevention, packaging management, integrated pollution and prevention control, supervision over the CITES convention compliance and genetically modified organism (GMOs). The main task of CEI is to carry out controls, revisions and investigations at specific places, impose fines for breaking environmental law and remedial measures. This bachelor’s thesis deals with techniques of reverse engineering of integrated circuits and their usage for circuit elements inspection. The practical example demonstrates use of acquired data. Further direction is given to the possibility of comparing acquired data with data from design enviroment.

A development and trends of crime committed by Czech Police staff.

The crime committed by policemen is a topic which in recent years starts to be highlighted especially thanks to media scandals. Media show only one side of the thing, namely, what crime was committed. The second often much more serious side, concerns above all the fact, why policemen commit the crime, why people who should protect the law, break it. I consider this issue to be an up-to-date, serious and interesting topic, and that is why I chose it for my bachelor thesis. The theoretical part of the thesis was focused on Police tasks, on possible reasons for committing the crime and its causes, then who solves the problems and last, but not least, the thesis deals with a particular analysis of that crime. The goal of the thesis is to inform about the issues and to show, that there exists a very serious problem which should not remain on the sidelines, because mainly citizens´ safety is in question. The research method was based on interviews with the staff of Police Inspection, from those I subsequently created case studies, concerning various types of policemen crime cases. Because of the Privacy policy, it was necessary to respect guidelines for an implementation of case studies. Two research questions were set for the practical part. The first one solves, whether the crimes are being committed especially by younger policemen, who, for the lack of experience and a lower salary could commit the crimes. The second question was to find out, in which section of the Police service comes about the commitment of the most of crimes. The thesis can be used as a source of comprehensive information for students or people dealing with those issues. It can also be used as an inspiration for another research.

By the help of filled questionaries I wanted to discover what people can imagine under the term consumer protection, where they can find informations and advices concerning this problems and what are their experiences with reclamations and also with shopping goods on the internet. I was discovering further, how they assess standard of consumer protection in Czech Republic and what can help to some improvement.
