Application of value added tax in municipality, especially in the city Sezimovo Ústí

The master thesis discusses application of value added tax in municipality, after the amendment of act in 2009. The theoretical part is focus of attention municipality and law of value added tax, concepts definition of public services and economic activities and calculation of turnover. Theoretical conclusions are applying to financial reports of the city Sezimovo Ústí. Its revenues are classified into taxable and non-taxable payments and the turnover is predicted. The goal of this paper work is the universal algorithm of taxes formulation including optimization techniques of most frequent activities of municipalities.

Nonprofit institutions and the participation of volunteering in the regional development

Bachelor thesis deals with the situation, when the failure of the state creates opportunities for activities of the non-profit sector. The non-profit sector is represented by non-governmental organizations and these organisations are based on voluntary acitivity and provide institutianal bases for volunteering. I find the potential of the volunteering huge and not developed. That is the reason why I would like to deal with the volunteering and its principles. I want to describe how the volunteering is defined in the law of the Czech republic and compare it with conditions in other countries. The thesis is concerned especially on the cooperatioon of non-governmental organizations with public service. Crucial is the fact that non-governmental organizations should not replace the public service but on the contrary should coopereate and should contribute to rising quality of public service. The aim of the thesis is mainly on analysing existing relations between state and nongovernmental organizations and it will also analyse occasions for cooperation. I will aslo be interested in the communication among representatives of non-governmental organizations and public service at the level of municipality. Another goal of the thesis is to analyse results of activities of non-governmental organizations in the regional development and the share of volunteering in devoloping activities. Last but not least the thesis is concerned the potential of volunteering and its utilisation in czech conditioins.

E-learning in public service

In the era of post-industrial society/world knowledge becomes ever more important source of wealth. This process is being reflected by public service. Part of the changes in the public service is also the term 'e-learning', alias education supported by web technologies. This new method is currently expanding also into the area of civil servants education and therefore I have decided to write my diploma thesis on "E-learning in public service". The aim of the thesis is above all to analyse current civil servants' in the public service education, to explain the term of e-learning, and last but not least to controvert or confirm the hypothesis whether the e-learning way of education of public servants has a chance to spread or even make it to the top of preferred forms of education.

External and internal audit

Dissertation includes problems of internal and external audit. The goal of this work is on the basis teoretical knowledge and information got from experience, to do internal and external audit of fulfilment by drawings of financial subvence. The result of both made audits is final report.Work is composed from three parts, first part- theoretical-describes progress of internal audit, its essence and definitions, regulation frame, which characteristics ought to fulfil an internal auditor, then running of audit, including requirements, respectively formal as well as objective, for the final report of made audit.Second part-also theoretical-describes external audit, respectively in anologous structure as internal audit.Third part-analytical- includes make of both audits, respectively in context of rendered financial subvene of public service subject ,concretely to community Skály.Within an analytical part is processed contract, agenda of both audits, including final reports of made audit.At the close of this part is made comparison of both audits.

Barriers that inhibit application of PPP projects in Czech Republic

Main subject of this work characterisation of PPP projects and barriers that inhibit application of PPP projects in Czech Republic. First there are characterised main concepts as public sector and his mission in providing public goods and services. Attention is also paid to characterization of PPP projects and to the differences between providing public goods and services through PPP scheme or by traditional way. Afterwards there is described the whole process of preparation and implementation of a PPP project including the key moments, that can't be ignored. If ignored, it could cause incorrigible faults in the implementation phase. This work also includes analysis of interviews made with a view to find out, how are Czech citizens informed about PPP projects. The produces of this work serve as basis for setting strategy and policy, which should be observed. Otherwise there is a risk that the project won't be finished successfully with positive public evaluation.

Analýza vybrané veřejné služby poskytované obcí

Předmětem diplomové práce je analýza vybrané veřejné služby poskytované městem se zaměřením na kvalitu a efektivnost poskytované služby. V praktické části práce je zpracována analýza vybraných služeb, které město zajišťuje prostřednictvím obchodní společnosti Podnik města Slavonice s.r.o., jejímž zřizovatelem i stoprocentním vlastníkem je město Slavonice. Jedná se o činnosti zaměřené na údržbu a vzhled města.V závěru práce se objevují návrhy a doporučení, které vycházejí z výsledků zpracované analýzy.

V první kapitole se zabývám definicí veřejného sektoru, popisuji metodologické přístupy a metody hodnocení kvality veřejným sektorem.V druhé části popisuji město Turnov, jak v samosprávné činnosti, tak i ve výkonu státní správy.Hodnocení jsem provedla formou dotazníku.

Analýza veřejných výdajů na úrovni municipality

V diplomové práci Analýza veřejných výdajů na úrovni municipality je analyzována výdajová stránka rozpočtu obce a to v členění na výdaje běžné a investiční na základě údajů z rozpočtů municipality v letech 2001-2006. Práce shrnuje teoretická východiska zkoumání veřejných výdajů a problematiky municipalit, dále pojednává o roli územní samosprávy při zabezpečování veřejných statků a služeb. Vybraná municipalita je představena na základě vybraných geografických, demografických a ekonomických údajů a následuje analýza výdajů municipality. V závěru jsou formulovány poznatky z analýzy, na základě kterých lze konstatovat rostoucí význam obcí a možnosti financování veřejných statků a služeb na nižších úrovních územní samosprávy v závislosti na rostoucím objemu veřejných výdajů, avšak je nutné dbát na efektivní vynakládání těchto výdajů.

Analýza efektivnosti poskytování veřejných služeb municipalitou

Práce se zabývá analýzou způsobů poskytování veřejných služeb. Těžištěm práce je typologie veřejných služeb a subjektů, které zabezpečují proces jejich poskytování. Klíčovou oblasti zabezpečování služeb v práci, jsou veřejné zakázky s důrazem na efektivnost poskytování veřejných služeb. Praktická část se zabývá srovnáním inpu-outputových metod a srovnáním výběrové metody CUA s metodou, která se používá ve veřejném sektoru s předpokladem, že metoda využívána ve veřejném sektoru je neefektivní.
