Canada's Innovation Policy and its Impact on the Trade Balance

The aim of this bachelor thesis is to analyse level and system of innovation policy in Canada and to assess the impact of this policy on the country's international trade and trade balance. The first chapter defines the terms innovation and innovation policy and describes the tools that are used for implementation of innovation policy. The second chapter describes the role of the government and the private sector in innovation policy and outlines Canada's most important institutions and organizations supporting research and development and associated federal programs. The purpose of the third chapter is a description of an economic development of Canada and the overall analysis of the innovation system. The last chapter analyses the international commodity and territorial trade and focuses primarily on export of high-tech products. Subsequently, it evaluates the impact of implementation of innovation policies on economic development and trade balance of Canada.
Research assessment and institutional financing in Estonia: 20 years of experience

The Estonian R&D and higher education system have undergone profound changes over the last 20 years. The institutional reforms in 1990s, continuous evaluation of R&D activities at various levels, focus on high-quality research, and recent investments into the development of R&D infrastructure have increased the competitiveness of Estonian research and researchers internationally. The presentation will tackle the issues of types, scope and frequency of research evaluations in Estonia, use of “metrics” in research assessment as well as the impact of evaluation outcomes upon the research funding system.

How to proceed in evaluating and financing science: International Audit recommendations

British company Technopolis Group and their partners performed between 2010 and 2011 a deep and complex analysis of the Research, Development and Innovation System in the Czech Republic. The outputs of this analysis are exceptional documents drawn by an internationally recognized authority with extensive experience in the field of management, evaluation and financing of research and development that give us for the first time an independent view of our system. The audit results are a very good starting point for the update of strategic documents such as Research, Development and Innovation System Reform or Research, Development and Innovation National Policy that should lead to the visible improvement of the RDI system effectiveness and contribute to the improved competitiveness of the Czech Republic. All the documents are accessible to general public on the Ministry of Education, Youth and Sports web sites http://audit-vav.reformy-msmt.cz/. The paper will inform about the most important recommendations concerning RDI management, financing and evaluation on all levels.

E-sources do not fall from the sky

The paper describes the current coverage of Czech research, development and education with electronic information resources (EIZ). In comparison with foreign experience with financing of these costly albeit for knowledge advancement of science and research absolutely necessary and fundamental tools, the Czech Republic has chosen the way of grant competitions. After ten-year existence of grant programs supporting access to electronic resources, it is clear how system and conceptual solution as well as assessment of appropriate consortial model for the Czech Republic are in principle lacking in this field.

Scientific Research Capacity and Innovation in the EU - Virtuality

In today's globalizing world high-quality research and development is becoming an even more significant requirement for a competitive country. Modern communication technologies open up new possibilities of a simpler, cheaper and more effective long-distance cooperation between researchers. The aim of this bachelor thesis is to provide insight into the current state of scientific research in the EU and determine, how the new communication technologies are used on the level of the EU and its member states. Virtuality can be understood as any type of communication mediated by computers over information networks. The first chapter presents general characteristics of scientific research and shows how virtuality influences it. The second chapter describes the development of scientific research, current trends, institutions and programs in the EU and analyses the application of virtuality in scientific research in the EU. Similarly, the last chapter focuses on the state of virtuality and scientific research , but on the level of national states, specifically the Czech Republic.
The Impact of Institutional Capital of Research Institutions on Patent Activity- example of the Czech Republic

The thesis examines impact of the institutional capital, which captures the ability to produce quality patents, on the number of applied patent applications after the adoption of new governmental system of research and development evaluation. For determination of the institutional capital I use similar approach as Turnovec (2005) in case of publications. The estimation of the institutional capital is based on the evaluation of patents received by publicly financed research institutions. The evaluation of patents is based on the analysis of patent family and patent citation data. The data are analyzed using methods of multi-criteria decision making. Further it is estimated that the institutional capital does not influence the number of applied patent applications.
Tax allowance of research and development in Czech Republic and practically use tax deduction in software development

Thesis deals with the tax deduction of research and development. This type of deduction is the only indirect support of research and development used in Czech Republic. The introduction acknowledges a legislative framework of support research and development in the European Union and the Czech Republic. The main goal of thesis is description tax deduction of software research and development and analysis specific examples of software development in point of view possibility to apply tax support for research and development. The conclusion is dedicated to comparing the use of direct and indirect support of research and development in the Czech Republic based on statistical data.
Comparison of the rules of tax incentives for research and development in selected OECD countries

Bachelor thesis deals with questions about tax incentives for research and development realized in the business sector. Its aim is to analyze and compare the rules of tax incentives for research and development. The subjects of analysis and comparison are systems of tax incentives for research and development used in 10 selected OECD countries (including the Czech Republic). The first part defines research and development according to Frascati manual and describes the commonly used tools to support research and development. In the second part there is carried out analysis of tax incentive systems for supporting research and development in selected OECD countries. The second part also deals with the comparison of approaches for tax incentives for research and development among selected countries. In conclusion, there are several possible recommendations for Czech tax policy in area of research and development.
Technology transfer in SME

This thesis describes the currently highly debated topic especially in the field of small and medium sized enterprises - technology transfer. This, together with research and development which is an integral part, can greatly contribute to enhancing the competitiveness of the country, improve the problem of unemployment, GDP and inflows of foreign investors and so on. The aim was to analyze and describe the current situation of technology transfer in the Czech Republic. This work clearly shows that in this area, our country is far behind the developed countries. The result of this work is to propose possible solutions to the most streamlined recovery process of technology transfer resulted into obtaining maximum economic benefit for the Czech Republic.
Research and development (RaD) in industry (example of the South Moravia region)

Authors focus namely on dynamically developingperspective business branches and brief characteristic of certain R&D institutions. Finally, the paper shows circumstances and importance of R&D activities from the social and economical poit of view.
