Protection of citizens during emergencies, natural disasters or other critical situations with concentration on South Bohemian towns.

From the beginning of times people have encountered emergency situations which endanger their lives, health, properties and also the environment. Communities often try to prevent the impact of these situations or at the very least minimize the consequences. Depending on the particular society{\crq}s economic development, various precautionary measures have been implemented. My dissertation work addresses the current laws relating to crisis management in the Czech Republic. Fundamental principles are also explained. Main goals of my work were as following: 1. To compare South Bohemian towns and their respective legislation 2. To administer a questionnaire among a sample population 1. My selection consisted of five towns in the South Bohemian region. These were: Pisek, Jindrichuv Hradec, Sobeslav, Trebon and Cesky Krumlov. Prior to me visiting these towns, I made arrangements with its local representatives, specifically with those responsible for crisis management. I was able to inquire about their processes and conduct interviews. I have concentrated on the following areas: Process of informing population and emergency management Education of citizens, publication and distribution of educational materials School lectures/meetings Crisis management form Structure of emergency management authorities 2. My research focused on the population readiness and responsibilities during crisis and the means by which population is informed of a crisis. Questionnaire was distributed to the employees of local government offices of all five towns, and also to a random sample of citizen in two out of the five towns. I collected 132 questionnaires. My dissertation includes 8 tables and 2 graphs prepared based on the gathered data. Conclusion: Local governments and their employees dedicate significant amount of time and attention to crisis management. They follow the norms and regulations. Existing differences may be discussed and in the future it could facilitate integration of the system and improve the cooperation. Population is well informed of basic safety-principles.

The equipment and documents of the rescue team in a municipality with a larger field if its activities

This work is deating with relevant questions about crisis centre equipment with both documentation and material. The greatest break point of this topic was the year of 2003, when district authorities were abolished and new municipalities responsible for crisis business came to existence. These municipalities organize crisis headquarters for the solution of emergency situations. These crisis centres must be equiped with materials and documentations properly. Nowadays in South Bohemia these crisis centres are well equiped, which was found aut by the research in South Bohemia Region. The documentations both essential and instructive are very well elaborated and there are not any missing materials. As for the missing equipment in smaller municipalities a Fire Brigade provides the material.

Defence planning and position of village in the sphere of focus on elaboration concealment population plan within the frame of village with expanded agency in South Bohemia region

In these days of international safety measures there is a small probability of outer attack, which would concern the Czech Republic. A greater risk exists from the side of terrorist attacks or natural disasters and catastrophies of a large extent. An integral part of protection of the population in the situation of threat to the state and state of war is especially a matter of concealment of people from undesirable impacts. The method and content of collective protection of people is determined by the plan of concealment, which belongs to the emergency plan of the region, perchance to outer emergency plans for zones of emergency planning as well as municipality plans. The concealment of people at the state of war in the region territory can be provided in permanent and improvized shelters. They serve for the protection of people from the effects of weapons of mass destruction, they are considerably resistant against direct hits of classic explosives as well as percussion bullets. At present no legislative regulation directs municipalities to work out concealment plans. Public awareness of the character of possible threat, prepared rescue and liquidating works and of protection of people is also insufficient. My thesis shows the present situation and the state of concealment plans at municipalities with extended field of activity in the region of South Bohemia. It compares individual means for concealment of people at municipalities with extended field of activity and their state and applicability in the state of emergency or war. At the same time it shows prospective intentions concerning the protection of people in the Czech Republic until 2013.

Road transport of dangerous substances represents a risk of emergency situations in which the transported substances can get out of control. The transport of dangerous chemicals has always been actual problem. It has been regulated by international directives, which determine the rules for handling of dangerous chemicals. Emergency situations related to a cleanup of dangerous chemical spill require an action of the Integrated Emergency System. This joint action is regulated by legislation and special regulations. This thesis is aimed to the legislation concerning the transport of chemical substances. It provides information on the vehicle designation used for transport of dangerous chemicals, and the identification and features of these compounds. The thesis also characterizes current situation in the district of the town Třeboň. It also describes the Integrated Emergency System, its structure and activities in case of emergency event caused by dangerous chemicals. As an example, the thesis explains procedures for individual bodies of the Integrated Emergency System during the joint action after an accident of the vehicle transporting hydrofluoric acid.

Position crisis management in organization structures in ordinary and critical situations with a view to municipality with extended activities in Southbohemia towns

The Position of Crisis Management in Organizational Structures during Common and Crisis Situations with the Focus on Municipalities with Extended Activities Crisis management in municipalities with extended activities is determined by the laws of the Czech Republic, and that is why it is strictly specified. However, it has not the same position and importance everywhere. It depends on many circumstances. The thesis begins with the introduction to problems, where the structure of South Bohemian region, characteristic of municipality with extended activities and its crisis management are briefly described. Furthermore it deals with crisis management during common and crisis state, where it analyses the tasks of particular organs of crisis management (security board of given municipality, workers of crisis management, mayor of municipalities with extended activities, crisis staff, flood committee and particular departments of municipal offices) under mentioned conditions. The study itself analyses placement and position of municipal offices. Information for this study was required by means of personal contact, questionnaires and analysis of official www pages of municipalities with extended activities.

TIME ACCESSIBILITY OF PUBLIC SERVICE CENTERS IN VYSOČINA REGION

This dissertation is concerned with the analysis of time accessability of public administration service departments in the Vysocina region. The time accessability is being followed based upon the public transporation services including bus and train transportation. The opening chapters are dedicated to objects of the work and to the list of published literature. In the chapter called " methodics of processing" methods of the department selection and two basic transportgeographical definitions - transportation accessability and transportation servicing, are being described. Following chapter is devoted to the position and the importance of the transportation in space and to the evaluation of the current status of transportation in the world and especially then in the Czech Republic. The next chapter handles selected transportgeographical characteristics of the Vysocina region. The last chapter includes the evaluation of the time accessability of chosen departments from particular towns of Vysocina region.

Analýza jednotlivých druhů veřejných služeb poskytovaných na úrovni municipality a způsob jejich financování

Tato práce analyzuje veřejné služby poskytované na úrovni nižších územně správních celků v České republice. V úvodní části se zaměřuje na jejich klasifikaci, na subjekty, které jsou s veřejnými službami spojené, a na formy jejich financování. Stranou nezůstává ani otázka kvality a dostupnosti. V praktické části jsou rozebírány údaje z městského úřadu v Tanvaldě, a to s akcentem na sociální služby. Poslední kapitola se zabývá organizační formou zabezpečování veřejných služeb - konkrétně v komunální oblasti - a jejím vlivem na nákladovou efektivnost.

Městský úřad:působnost, organizace a činnost (na příkladu města Černošice)

Diplomová práce se zabývá některými základními aspekty fungování městských úřadů. Obce jsou základními územně samosprávnými celky. V České republice je užíván tzv. smíšený model veřejné správy. To znamená, že obce kromě vlastní samosprávy vykonávají také státní správu v přenesené působnosti. Výsledkem druhé fáze reformy veřejné správy bylo vyčlenění obcí s pověřeným obecním úřadem a obcí s rozšířenou působností. Cílem diplomové práce je provést analýzu postavení, působnosti a organizační struktury městského úřadu obce s rozšířenou působností včetně přiblížení jeho činnosti. Zmíním se také o metodách, které napomáhají zlepšovat činnost městského úřadu. Zvolila jsem Městský úřad Černošice jako konkrétní příklad pro zpracování vybraného tématu.
