Comparison of approaches to storing linked open data

The aim of this diploma thesis is a detail description of current possibilities and ways of storing open data. It focuses on tools and database systems used for storing linked open data as well as on the selection of such systems for subsequent analysis and comparison. The practical part of the thesis then focuses on the comparison of selected systems based on a selected use case. This thesis introduces the fundamental terms and concepts concerning linked open data. Besides that, various approaches and formats for storing linked open data (namely file ori-ented approaches and database approaches) are analyzed. . The thesis also focuses on the RDF format and database systems. Ten triplestore database solutions (solutions for storing data in the RDF format) are introduced and described briefly. Out of these, three are cho-sen for a detailed analysis by which they are compared with one another and with a rela-tional database system. The core of the detail analysis lies in performance benchmarks. Ex-isting performance oriented benchmarks of triplestore systems are described and analyzed. In addition to that, the thesis introduces a newly developed benchmark as a collection of database queries. The benchmark is then used for the performance testing. The following systems have been tested: Apache Jena TDB/Fuseki, OpenLink Virtuoso, Oracle Spatial and Graph a Microsoft SQL Server. The main contribution of this thesis consists in a comprehensive presentation of current possibilities of storing linked open data.
E-government and open data in state administration

This diploma thesis focuses on the problematics of eGovernment and open data. Thesis assesses the situation in the Czech Republic as well as in countries of European Union. The opendata and eGovernment history, its developments, current state and outlook for future are described. The thesis aims to analyze the characteristics of opendata and compares eGovernment in the Czech Republic with other countries of European Union according to Open Data index. In the last section of this work, selection of the proper data for publication in the open format data is discussed. Its implementation and validation is demonstrated with the example of selected instution in the Czech Republic. In the theoretical part of this thesis problematics of eGovernment in the Czech Republic is discussed. The analytical part assesses the open data publication by the Czech ministry of social security administration. Analysis is conducted using bottom up and top down methods. The benefits of this diploma thesis is the overview of the eGovernment and open data format publications in the Czech Republic and its comparison with other European countries and creation of the methodical framework for choosing the correct data for open data format publication.
The use of information systems in public administration - the town of Jičín

The main objective of this thesis is the analysis of the use of information systems at the Municipal Office of the town of Jičín. Secondary targets include definition of standards of the use of information systems in public Administration, characterization of the evolution of the use of information systems at the office in Jičín and draft measures to improve the quality of the use. The theoretical part is focused on search available special scholar resources and valid legislation. The practical part consists of interviews with employees of the Municipal Authority Jičín and its clients, and simultaneously deals with the information systems of the office. The conclusion is formulated on the base of synthesis of theoretical and practical parts.
Open data in the agrarian sector

This Master's Thesis Open Data in the Agrarian Sector is interested in the usage of open data in the particular sector of the national economy. The aim of the search is to approach the theoretical background of the issue. The emphasis is predominantly put on the definition of open data and other related subjects. The practical part covers the use of open data in the Czech agrarian sector. The main goal is to analyze the contemporary state of open data use of its selected institutions. After the analysis outcomes, there follows the practical demonstration of selected data opening in this sector (Grant Recipient List). The project prototype is focused on the transfer of selected data in the open format, its publication and visualization possibilities. The last part deals with the suggestion for the possibility of opening data for Czech agrarian institutions; its evaluation from some of the perspectives is also included. The conclusion provides the general evaluation of the contemporary open data use and the summary of the given suggestion on their spread.

OpenStreetMap contributor activity in the Czech Republic

Today on the internet, the amount of User generated content (UGC) is increasing as fast as never before. One of its very well usable representatives are Volunteered geographic informations (VGI), which were recently gathering a lot of interest. This applies especially on the most succesfull project based on collaborative mapping - OpenStreetMaps (OSM). Beside the brief introduction of VGI and its possibilities of use, the literature research part of this work takes a closer look at OSM, its structure and its comunity of more than two and a half millions members. The paper also presents ways to get information about the activity of contributors, which is then applied it the analytical part of the work. That is mainly focused on active users in the Czech Republic and its neighbours - Germany, Poland, Slovakia and Austria. By examining data of one year, it was found, among other facts, that the number of contributors in Czech Republic is increasing much more slowly than in the community as a whole. Also, the ratio of the most active members in Czech Republic is significantly lower than usual. The results also showed, that the number of edits made to the OSM database by an average Czech contributor is significantly greater than by others, which were inclueded in this reaserch. At the same time, the importance and potential causes of these anomalies are discussed, and finally, it is proposed how the results may be used for future research.
Social networks data analysis and visualization

This thesis is focused on the theoretical knowledges in the sphere of data visualization, pripary provides knowledges about aspects of social graph visualization. Theoretical part contains definitions of the datamining approches to the data. Second chapter of it describes essential moments that are important for better understanding of the SNA. Third chapter is focused on definition of essential methods of social networks visualization. Practical part is primary focused on the comparison of two of the biggest social networks nowadays - VK and Facebook using the available API documentation. Using the open data collection methods, data will be collected from profiles in social networks and then those data will be visualized.
Visualisation of open data and their metadata

The thesis is focused on open data and their metadata visualization. According to specialized literature in field of open data, data visualization and user experience the author prepares redesign of national catalogue of open data. The design is the main objective of the thesis. Particular objective is description of open data itself and their publication followed by comparison of existing instruments used for open data publication and visualization. The redesign can be seen as the main contribution, especially because it takes into account impulses of actual users. Another contribution is comparison of existing open data publication and visualization instruments with recommendation of the most appropriate one. The thesis consists of introduction, theoretical section, practical section and conclusion. The introduction offers an overview of open data visualization which is then analyzed more profoundly in the theoretical part. The practical part focuses on user experience and the data catalogue redesign itself. The open data catalogue redesign is attached.
Support the publication of open data in municipalities

This thesis deals with so-called open data. Specifically, it aims to support the publication of open data in municipalities. The work has three defined objectives - to analyze the issue of open and linked data, to analyze and select data suitable for opening, and to create an application to facilitate the opening and visualization of data. Each goal provides some partial benefit, but the main and the biggest benefit is the verification of standardized process that allow for opening and publication of data in a small village. The structure of the work is partly based on defined goals. It consists of an introduction, theoretical part, practical part and conclusion. The introductory part deals with basic introduction to the work, defining goals and present searches resources. In the theoretical part basic concepts of open and linked data are defined, then presents the benefits and risks associated with the opening of data are presented. Then, a standardized process of opening and publication of data is introduced as well as the evaluation of the current situation of open data in the Czech Republic and in other countries. The practical part sets objectives subdivided to the described process of opening and publication of data in the selected municipality and describes the process of designing and creating applications using open data from the previous process. The conclusion summarizes the whole work, and discusses whether and how the objectives are reached.
Possibilities of using open data for Competitive Intelligence

The diploma thesis addresses the issue of open data in relation to the scientific field of Competitive Intelligence. The focus is primarily on assessing the impact of open data in connection with the corporate sector and the number of obstacles that arise when obtaining data made accessible by the public sector. The main objective of the work is to provide the reader with clear information about the level of development of the public sector and the perception of openness by the corporate environment on a national and international scale, and the positive and negative impacts that accompany the process of opening the data. This, therefore, helps to acquire complex knowledge of the development and current level of the open data initiative. The objective was achieved by exploring the environment and conducting a survey in the corporate segment of small and medium-size companies engaged in software development, which via the applications they created, became notional propagators of the idea of public sector openness among ordinary citizens. Researched and obtained information, along with the conducted survey and questionnaire, as well as an analysis of the PESTLE environment - thus resulting in discovering the circumstances that influence the development of the issue of open data in the public sector and the possibility of their use by the private sector - provide the major contribution to this thesis. The first part of this thesis deals with the basic terms and principles of the examined sector, including a detailed description of various frameworks and the mutual relationships between the terms. The following part adds some information from the legislative environment on a national scale and outlines the issue of open licenses and the relations between them. The next part of this diploma thesis offers a closer look into the field of open data, principles of disclosure, life-cycle, benefits and the risks that accompany this initiative. Finally, to make the thesis complete, a few examples were added. The final part of the thesis includes a discussion on the impact of open data on the corporate sector in relation to the CI sector and an analysis of the attitudes of the corporate sector towards the level of openness of the public sector by conducting a questionnaire survey. The result of the analysis includes the findings on the attitudes, conditions and needs of the corporate sector towards the public sector in regard to access to open agendas. The data obtained can, for example, be used as supporting material for further investigation.
