Assessing the Effectiveness of the United Nations Security Council: case of operations in the African countries

Over the past decades, peace missions of the United Nations on the African continent succeed and failed. This thesis attempts to ascertain how success or failure can be explained. For assessment, the success criteria are derived from the academic literature and subsequently implemented into the hypotheses. Relevant indicators concerning peacekeeping success are used in African cases. The effectiveness of UN missions is fully investigated on UNOCI in Côte d'Ivoire, MONUC in the Democratic Republic of Congo, and UNMIL in Liberia. Then the results were compared in tested hypotheses. The findings show that host country's consent and willingness to cooperate, alongside the active engagement of major power, a clear, appropriate and achievable mandate, and the consistency of the UN's commitment to conflict resolution proved to be the most important factors for the peacekeeping effectiveness. The diplomacy and attention, given to underlying causes of conflicts, also contributed to the successful outcomes. The ethnic component and participating regional organisations, in contrast, overcomplicated the peace efforts but did not have a direct impact on missions' effectiveness. Peacekeeping forces as an instrument of enforcement of influence abroad: South Ossetia case

The bachellor thesis deals with Russian use of the Joint Control Commission in South Ossetia by which they aim to preserve its influence in Georgia, that is being one of the post-soviet republics. The first part of the thesis is focusing on the historical context of this event, which includes the decription of the origin of the Joint Control Commission as well as what responsibilities and jurisdictions had an impact on the participating states of the commission. The second part of the thesis is presented as a case study of the RussoGeorgian war in 2008, where are shown specific examples of the Russian use of its peacekeeping forces, which were depoloyed to maintain the influence abroad. The thesis concludes by providing an outline that answers whether Russia managed maintain or even boost its power in Georgia by using the peacekeeping units.

MINUSMA and the United Nation's Turn to Counter-terrorism and Counter-insurgency

This Master's thesis will focus on the newest trends in the field of United Nations (UN) peacekeeping operations that are moving the organization to unknown territory by deploying in theatres where missions are faced with asymmetric threats. In this regard, the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), constituted as a groundbreaking and innovative peacekeeping operation, is spearheading a realignment in peacekeeping that can potentially shape future operations to come, as mandates increasingly reflect roles in areas such as counter-insurgency and counter-terrorism. The core objective of this study will be to analyze why MINUSMA is being forced to go green while studying how it is doing so, reflecting on past experiences from other operations such as the International Stabilization Assistance Force (ISAF) in Afghanistan and the Multi-National Force in Iraq (MNF-I), that have guided changes in MINUSMA's doctrines and capabilities. Transformations of the Nordic Model of Peace Operations

This bachelor thesis deals with cooperation of Denmark, Finland, Norway and Sweden in the area of peace operations from the beginning of Cold War till today on the background of a new institutionalism theory a small countries concept. Its goal is to find how the Nordic participation in peace operations developed in United Nations, NATO and in the European Union. First this study introduces theoretical basis; the main focus is on analysis of the Nordic peace operations model and on its gradual transformation. In the course of solution there were used qualitative and quantitative data from professional texts and available statistics. On the basis of the results it was found that Nordic participation from the second half of 1990s was rapidly reducing mostly on account of institutional changes in the peace operations concept itself and disparate national interests of individual states.

Security Policy of Neutral States After 9/11: Comparison of Selected European Countries

This bachelor's thesis compares Switzerland, Austria and Sweden as European neutral states and their activity in security policy. There are two dimensions for the comparison: peacekeeping dimension and counter-terrorism dimension. The time interval begins with the terrorist 9/11 attacks and continues to the present. In peacekeeping dimension the main focus is on contribution of units to peacekeeping missions. In counter-terrorism dimension the main focus is on strategy of global war on terror and strategy of combating terrorism. The result of this thesis is either confirmation or refutation of hypothesis about relationship between attitude to neutrality and activity in security policy. The assumption of this comparative study is that state with codified neutrality which is also mentioned in its foreign-security strategy is less active than state with non-codified neutrality not mentioned in its foreign-security strategy.

Role OSN v prevenci a řešení mezinárodních konfliktů: Případová studie bývalé Jugoslávie a Sierry Leone

The aim of the Masters Thesis is to analyze the role of the United Nations in conflict prevention and resolution. The theoretical framework lists a set of tools that should be followed in order to achieve a success in UN peacekeeping operations. Based on the list of the tools the Masters Thesis continues with two case studies. The case study of Former Yugoslavia and its peacekeeping operation UNPROFOR is considered to be one of the biggest failures of the UN peacekeeping. In contrary, the case study of Sierra Leoneans peacekeeping operation UNAMSIL then represents a successful UN peacekeeping operation. The Masters Thesis is concluded by a comparative analysis of these two case studies which evaluates the development and the implementation of these tools in each of the case studies. The analysis brings the answer to the research question which asks why some UN peacekeeping operations are successful whereas others completely fail.

Norwegian model of UN Peacekeeping operations - model applicable in Africa?

In the theoretical part defines the diploma thesis UN Peacekeeping operactions, conflict theory, conflict curve and peace methods of conflict management. Other part of the thesis concentrates on definition of the Norwegian model and general characteristics of the African conflicts. Last chapter of the thesis analysis three conflicts (Somalia, Sierra Leone and Sudan) in which UN participated via UN Peacekeeping operation. Afterwards the Norwegian model is applied to this conflicts and operations.

Regional and sub-regional organizations and peacekeeping in Africa

The thesis deals with evaluation of missions lead by regional and sub-regional organizations in Africa. The cases for the study are the ECOMICI mission in Ivory Coast lead by the ECOWAS and the AMIS mission lead by the AU. The regional peacekeeping operations developed mainly the during the 1990's. Peacekeeping is the dynamic field and the evaluation of outcomes is important for future missions. The evaluation framework used fot this study was designed by Diehl and Druckman and described in their book The evaluation of peace operations. The thesis is structured into the four main parts, In hte first part of the study there is an introduction into the field of peace operation, the regional organisations and their security frameworks and also the peacekeeping evaluation field. In the second part the analytic framework for the evaluation is described, the third part deals with the evalution of the two missions, ECOMICI and AMIS and last part is devoted to conclusions. By analysing these two operations we are able to conclude if the regional organisations are able to deploy peacekeeping missions, if they are successful and what are the main challenges and advantages for the regional peacekeeping. The role of private security companies in conflict resolution in Africa

This thesis concentrates on the topic of private military companies in the relation to their activities within conflict resolution in four selected African countries - Somalia, Sierra Leone, Liberia and Côte D'Ivoire. The main goal of this thesis is to chart their activities in three areas - within peacekeeping operations, in peacebuilding and within the efforts to maintain stability - and by comparison of collected data for each case study evaluate within which phase of conflict resolution they operate most frequently. At the same time the attempt of this thesis is to identify services that are desired most during conflict resolution process in Africa and examine the possibility that private military companies came through some changes since 1990. In order to gain relevant data for the comparison, technical texts and collected data analysis is being carried out.
