The crime of disorderly conduct regulation

v anglickém jazyce This thesis deals with a Czech legal regulation of the crime of disorderly conduct, defined in section 358 of the Criminal Code in a very abstract way as a gross indecency or disorderly conduct committed publically or in a publically accessible place. The main aim of the thesis is to offer a general characteristic of the crime, to specify its appropriate interpretation, to propose potential alterations of the current legislation and finally to describe a problem of spectator violence as a specific type of disorderly conduct. The thesis consists of six parts, the first of which analyses elements of the crime with a focus on elements laid down by indefinite concepts of law. Problems of the current legislation and proposals of its potential changes are also mentioned in a final chapter of this part. The second part deals with admissibility of concurrence of disorderly conduct with other crimes and special attention is paid to impossibility of such concurrence on the grounds of consumption of crimes. The next part is concentrated on administrative delicts committed in cases of less serious disorderly conducts, i.e. administrative delicts against public order and against civil coexistence. The topic of the bachelor thesis is the management of the construction contract. The bachelor thesis is divided on the theoretical and practical part. The theoretical part explains the principle of project management, contains information about life cycle of the project, about contractual relations between projectsand its sources. In the practical part describes the preparation and management of the public order for school construction. The output of the practical part is a time schedule is displayed, showing a difference from the original plan.

1 Generally binding regulations of municipalities for securing local issues of public order Abstract This master thesis deals with generally binding regulations of municipalities for securing local issues of public order in pursuance of finding out to what extend and quality the municipalities do use the authorisation for lawmaking in independent competence while regulating the activities that disrupt public order; and also in pursuance of finding out how the individual municipal councils base their decisions on the knowledge of the local environment. In the introductory part the essential terms for better understanding of the area are defined. There are terms as municipality, public order, public place and generally binding regulations, while the understanding of the imprecise legal concept of public order is compared to the interpretation in neighbouring countries. Furthermore, the history of municipal self-government from the year 1848 up to the present day is summarized while presenting its importance and focusing on municipal lawmaking in independent competence. Mandatory rules in the Civil Code Abstract The aim of this diploma thesis entitled "Mandatory rules in the Civil Code" is to analyse the mandatory rules in Act No. 89/2012 Coll., the Civil Code (hereinafter "CC"), in terms of their theoretical definition, the way of their identification and occurrence. The work is therefore systematically divided into three parts. The first part deals with the conceptual and contentual definition of the mandatory rules and defines the differences between the mandatory and non-mandatory rules. Various types of mandatory rules are also discussed, with particular emphasis being placed on analysing the category of so-called relatively mandatory rules. In this part, the author profoundly deals with a division of rules into mandatory and non-mandatory. Moreover, the author discusses the pivotal principle of private law - the principle of autonomy of will. On one hand, this principle mirrors the non-mandatory rules of the Civil Code. On the other hand, it is pointed out to the necessity of limiting the autonomy of the will through the mandatory rules. The aim of this diploma thesis is a construction order preparation and management from aspect of investor. The diploma thesis is divided on the theoretical and practical part. The theoretical part contains information about life cycle of the project, the legislative environment, financing and about contractual relations between projects. In the practical part, these theoretical knowledge are subsequently are applied to a particular public contract where the investor is the town of Mohelnice. A target of this diploma thesis is to describe and analyze the entire course of the implementation of the public construction contract from preparation to completion and putting into operation.

Securing of public order in the Czech Republic and the State of Israel

Topic of this thesis is securing public order in the State of Israel and comparing it with securing public order in the Czech Republic. In view of the current security situation in Europe and its development, the Czech Republic is also currently facing new challenges in the area of securing public order. The State of Israel is a country that has been facing threats of destruction from its enemies from the day of Israel's creation. Ensuring security and the sole existence of the State has become a major priority for Israel, and thus studying Israel's ways to secure public order is, in my view, useful and in certain aspects also inspiring. This thesis presents a detailed view of Israel's methods of securing public order. It also reflects the social and historical context which is an integral part of the Israeli public order legislation and which is essential for correct understanding of the Israeli approach to provide security to its inhabitants. Administrative infractions against public order

This dissertation deals with the topic of minor offences against public order. While working on this dissertation there has been a major change in the law, where the act number 200/1990 Sb. about minor offences was replaced by two new acts. Firstly it was replaced with the law number 250/2016 Sb. about responsibility for minor offences and the legal proceedings (furthermore minor offense law) and secondly with the law number 251/2016 Sb., about selected minor offences. This thesis aims at the area of minor offenses against public order regulated in the act about selected minor offences, it describes individual offenses and analyses whether there has been any change compared to previous regulations. This dissertation consists of seven chapters. In the first chapter I deal with the definition of a minor offence. I describe the individual definition of minor offences and describe its particular features. The second chapter follows the first; I deal with the responsibilities for offences caused by legal entities and business individuals. This modification was not previously included in the offense law, and I would like to describe the individual bases of responsibility for these subjects. Possibilities of financing flood protection measures

The main theme of this work is the financing of public orders. The theoretical part deals with investments, public orders, flood protection measures and national subsidies from the Ministry of Agriculture. In the second part of the bachelor thesis there is analysis of specific flood protection measure on the Hodonínka river. This section discusses the funding option that has actually been used and deals with other possible alternatives to financing this public order.
Anti-riot unit of the Regional Police Directorate of the Pilsen Region, the issue of interventions under the unitary command of Police of the Czech Republic

This bachelor thesis deals with the issue of the Anti-riot unit of the Regional Police Directorate of the Pilsen Region which protects the security of people, property and public order. In the theoretical part there are firstly defined the basic terms concerning the Police of the Czech Republic and the anti-riot units. Further described, we can find the tactics of intervention, training, weaponry and equipment. The aim of the bachelor thesis is to compare a purposefulness and exploitability of the Anti-riot unit of the Regional Police Directorate of the Pilsen Region in terms of a deployment frequency and means for the observed period. The hypothesis of the bachelor thesis consists in the fact that the number of deployment of the Anti-riot unit of the Regional Police Directorate of the Pilsen Region and the number of interventions under the unitary command has an upward tendency from its inception to the present. The quantitative data showing a workload of the Anti-riot unit of the Regional Police Directorate of the Pilsen Region are compared in the empirical part. These interventions are divided according to the kind and the data are always for the period 2005-2015. These data were gathered by the analysis of the deployment and training assessment which is annually drawn up by the chief of the Anti-riot unit of the Regional Police Directorate of the Pilsen (Westbohemian) Region. In the discourse of this bachelor thesis there are all the previous data evaluated. Some kind of an anti-riot unit deployment are presented with the specific case of security measures. They are the ones I have taken part in, and I can draw on my own experience. Based on the analysis, it is possible to state that the number of anti-riot unit deployment has an upward tendency. The anti-riot establishment has been useful and its activity in the field of security of life, health, property and public order helps with an incident-free functioning of our society.
