Legalization of psychotropic substances as a potential developmen of the Czech (anti-)drug policy

Background: Current drug policy seek to have a balanced approach, but the supply of drugs has no potential to significantly influence, as well as the quality of drugs on the black market. Drug legalization could be one of the most effective harm reduction tools and could help to reduce the negative effects of drug prohibition. Aim: The aim of the thesis is to describe the current drug control regimes and their treatment and to group the arguments supporting or not supporting the effectiveness of the given drug measures and especially drug legalisation. The aim of the research is to map the trends of thinking about drug legalization and other possibilities of their regulation among Czech drug policy makers and other stakeholders involved in its form. The sub-research questions present the opinions of the respondents on other related topics and they are defined by the uniformity of the terminological interpretation of the important terms. Methods: Qualitative methods were used for the research, namely a semi-structured interview conducted with seven representatives of the current form of Czech drug measures presenting the spectrum of Czech drug policy. Euthanasia and Criminal Law

The thesis deals with legal aspects of euthanasia with special focus on criminal law context. It is divided into four broad chapters. First chapter defines terms that need to be understood perfectly for further work on the topic. Therefore, it deals with the term "euthanasia" and its division into active and passive euthanasia, direct and indirect, requested and unsolicited. There are also mentioned some related institutes such as dysthanasia, palliative and hospice care and assisted suicide. Last but not least, this chapter presents some arguments for and against euthanasia. Second chapter is devoted to legislation in foreign countries where euthanasia (or assisted suicide) has been legalized. Wider context of foreign legislation is important for realizing the consequences that possible legalization of euthanasia in the Czech Republic would bring. It can be clearly seen on the example of individual foreign states what legalization of euthanasia entails, how stringent the conditions that a request for termination of life has to meet are, and ultimately, we can decide whether we tend to endorse the legalization of euthanasia or go in the opposite course. Legalizace marihuany jako způsob řešení drogového konfliktu v Mexiku

This thesis deals with the topic of marijuana legalization as a possible way of resolving the conflict in Mexico. The paper uses demand and supply methods to estimate the size of the drug market, a comparative analysis of existing studies dealing with this issue and analyze the available indicators to determine the success of repressive strategies. The main objective is to determine the possible impact of legalizing marijuana on revenue of Mexican cartels, the level of violence in the country, and finally the social implications that are associated with it. The paper also outlines the historical development of a global approach to the drug problem with a particular emphasis on the evolution of the political discourse on the issue of legalization in the US and Mexico which have been sharing the consequences associated with drug trafficking.

In my diploma work I focused on the problems of euthanasia and its potential legalization in the Czech Republic from the point of view of public policy. Aim of the diploma work was to uncover key events and key actors commenting on the problems of euthanasia and its potential legalization. In my work I make use of the theories of The Advocacy Coalition Framework and The Agenda-Setting Theory and seek to identify basic value stands and major arguments of individual actors. Based on detailed analysis of key actors and key events I intend to proceed to an evaluation of the situation existing in the field of the legalization of euthanasia in the Czech Republic and to make an attempt to anticipate the future developmentand issues concerning potential passing of the law on euthanasia.
Regulation of Prostitution: Ethical and Legislative Context of Regulation of Prostitution Aimed at Legalizing and Illustrated by the Example of Contemporary Czech Republic

The thesis deals with the prostitution and its casual links to both moral and legislation matters. In this context, it focuses on recent efforts to legalize prostitution in the Czech Republic. The thesis starts with a brief treatise concerning an image of the prostitution as a phenomena, including a few possible reasons for getting involved in it. Thereafter, the thesis addresses a human sexuality and standards, which, through their application in practice, have an influence on our perception of this phenomena. This is also linked to the way we are proceeding to regulate prostitution, and why. The following chapter shows linkages to prostitution-related criminality, in which the majority of standards are broken. The point of this chapter lies in the fact that there is a real necessity for action, longed for by society, in order to regulate this field and to ensure both legal- and practice-wise protection to all threatened categories of people. This thesis also includes a chapter on current legal regulation of prostitution and its legalization in the Czech Republic. Legalization of Cannabis for Non-medical Purposes in the United States: Discrepancy between Federal and State Laws

This thesis focuses on the issue of cannabis legalization in Colorado. Legislation adopted at the federal level prohibits production, distribution and consumption of cannabis. Through public ballot initiatives, use of cannabis for non-medical purposes was legalized on the state level. This approach represents a fundamental change in drug policy and, in the future, it could affect federal drug policy regarding cannabis. This thesis uses the example of Colorado to illustrate the inconsistency in the legal approach to cannabis between some of the U.S. states and the federal government. By describing and analyzing the control measures in Colorado, this thesis aims to identify various regulatory risks, which might cause conflicts with the federal government. The thesis points to the liberal aspects of the regulation in Colorado and confronts the discrepancy with the directive of the federal government to establish a strong regulatory framework that is consistent with federal priorities in the area of law enforcement. The thesis contains a set of recommendations that contribute to reducing potential negative effects. Society's view of euthanasia legalization problems

The diploma thesis is focused on the society's view of the problems of legalization of euthanasia. The thesis is divided into two main parts, the theoretical and the empirical one. The theoretical part consists of the basic terms related to the given problems, further of historical development of euthanasia, countries where euthanasia is legalized, arguments of proponents and opponents of euthanasia and paliative care. The practical part follows after theoretical information and deals with analysis of data gained by a questionnaire research and interpretation of individual findings relating to respondents' general awareness of euthanasia and differences in the view of euthanasia between lay public and professionals. At the end of the thesis, the concrete recommendations in future discussions about euthanasia are proposed on the basis of gained information.
Organized crime and security : drug cartels : the global capacity of a rising security threat

Over the last four decades organized crime groups, particularly, drug trafficking organizations or drug cartels, have managed to be under the spotlight of the security agendas of American countries such as Colombia and the United States. During the last two decades, however, the global securitization of the drug trafficking issue, has led them to become a major security threat not only for the Americas, but also for Europe and more recently for West African countries. These organizations pose a threat not only to the security of the state, but to the very essence of it, by corrupting and damaging everything they come in contact with at the political, social, economical and even cultural level. This graduate thesis presents an analysis on Latin American drug trafficking organizations or drugs cartels, as they are commonly known, focusing on the cases of Colombian and Mexican drug cartels. By comparing these two case studies, I suggest that today's Mexican drug trafficking organizations have gained their momentum and incommensurable strength by following the footsteps of the big three Colombian drug cartels that existed between the 1980s and 1990s.
