Analysis of Various Service Provisioning Practices

The topic of the thesis focuses on the analysis of various service provisioning practices from the view point of a prospect customer organization. Introductory part of the thesis summarizes the actual challenges of IS/ICT for an appropriate business alignment, defines the theoretical foundations of sourcing and ICT services, considering the contemporary state of these fields. Moreover, it identifies the related areas of these fields, like enterprise architecture, IS/ICT management, and systems integration. The central part deals with the identification and analysis of the areas that influence the decision making of ICT service sourcing. Results of this analysis are summarized and further developed by creating a framework to assist companies in deciding the most suited ICT sourcing solution. Within this framework the thesis summarizes important criteria to be considered for a much suited ICT service provisioning practice. It details the prerequisites for the use of this approach and its limitations. Subsequently, it presents an evaluation of certain ICT services within the SaaS market, that could be applicable in the enterprise environment. Finally, the thesis provides a simplified case study, demonstrating a required mindset for exercising the framework in practice.
Basel II and IS/ICT

The Basel II Framework ensures banks are well capitalized. It is designed to be more risk sensitive than the old Basel Capital Accord and considers operational risk, such as "the risk of loss resulting from inadequate or failed internal procesess, people and systems or from external events." Banks are forced to calculate the regulatory capital charge for operational risk and want to optimize it. IT is a substantial part of operational risk and therefore is a part of the regulatory capital charge for operational risk. The Basel Committee requires banks to implement a framework to manage operational risk. One objective of this study is to provide description of this framework, IT aspects of operational risk and IT governance under Basel II, based on available sources of information. Another objective is to design processes for assessing and managing IT and operational risks under Basel II. Last but not least objective of this study is to disclose recent credit risk data and indicators for consolidated sector and large banks in the Czech republic. The amount of the regulatory capital charge for operational risk is an important part of the overall capital charge. This work increases IT practitioner's understanding of such topics as assessing and managing operational risk under Basel II.
IT processes management methodics

This thesis deals with the IT processes management methodics, their comparison in terms of content, aim and support offered during implementation, employee training and in terms of international recognition and spread among businesses. The thesis also deals with mutual methodics relation and their respective use in business practice. The first part includes the characteristics of individual methodics and their basic concepts and relations description. The possible future development trend and the spread of individual methodics in selected countries are also mentioned in this section. The following part deals with the possibilities of certification and training for all mentioned methodics and methodics support during implementation. The current offer state of the training and IT processes management methodics support in the Czech Republic is characterized there. Contribution of these first two parts is arranged comparison of methodics to defined criteria of comparison. The final part is aimed at practical application of IT management methodics in their interrelationship. It contains raw analysis of the use of individual methodics at Česká pojišťovna and the consequent detailed analysis of the selected IT processes. Following proposals for the optimization are made for processes which were detail analyzed. This is the main contribution of this work according to following update of selected IT processes.The current valid approaches to these problems in Česká pojišťovna as well as expected future development are described in this section as well.
Implementation and Evaluation of IT Governance in Organizations

The main objective of this thesis is to meet Governance as a new approach in company organization, especially in IT sector. The idea is about harmonization of IT and business strategy, that should ensure achieving company goals and missions, and lead company in the right direction of advancement, what is directly connected with implementation of relevant measures of IT processes. As chapter "Governance", is describing how this approach should by ensure in whole organization on a different levels. We can translate Governance as implementation of certain best practices and procedures that lead company to process standardization and formalization. The most exercising methodologies and guidelines in IT sphere as ITIL, Val IT, CobiT, ISO 27000 are reviewed in thesis. By these methodologies organizations should be able to better optimize processes and accomplish regulation frame in particular industry. Another very important contribution of process standardization is by providing better possibilities for measurement and assessment, that is reviewed in chapter "Evaluation of IT processes performance". There is also transparent guideline which provides a simple steps procedure how to implement IT Governance in organization using CobiT and Vat IT. As this branch is relatively "young", especially in Czech Republic, management is still familiarizing with it. Last chapter is dedicated to analyze approach to ITG in Czech Republic banking sector.
Message infrastructure and market analysis

There are considered modern messaging architectonical concepts SOA and EDA in this diploma thesis. There are presented the elementary principals of functioning of these paradigms and principals are given into the wider context with the business processes and IT Governance. The aim of this thesis is to compare two preselected software solutions of the operational monitoring. There is always one solution per architectonical style and predefined comparative criteria. This thesis is divided into five consequential parts. The first part is focused on the putting the modern architectures into the historical context. The historical context is the way out for the modern architectonical styles. The part afterwards is closely focused on the concepts of SOA and EDA, and also on the comparison of the mentioned architectonical styles. There are put the concepts into the connection with business processes and maturity models In the next chapters. That all together has a influence on the successful implementation and governance. The chapters continuously flow into the last theoretical part of the thesis, IT Governance. There are described all the elements connected with the successful IT systems operating based on the paradigm SOA or EDA. The context in the practical part is link to the all these previous chapters. There are selected and described two software solutions in the practical part of this thesis. These solutions are then compared by the predefined criteria. The conclusion summarizes all the knowledge acquired during the paradigm comparison and there are also summarized knowledge acquired during the comparison of selected monitoring products.
IT Governance

IT governance (control of information technology) is a frequently discussed topic today which represents current needs to take control of IT, judge impacts of all resolutions and lead up investments running to the information technology. It is very important for both small and large organizations to have IT which encourages business strategy and helps to meet objectives of a company. The theoretical part of this paper is focused on characterization of the main areas, benefits, rules and various definitions of IT governance. Then the paper deals with legislative instruments and main frameworks of the IT governance. Reasons for the implementation and difficulties that IT governance brings are also defined there. The second part of this paper, which is practically oriented, deals with evaluation and analysis of the current situation in the organization named Unicorn. This part focuses in particular on the maturity assessment of selected IT processes according to Cobit methodology.

Dále pojednává o historii zavádění IT governance do firem působících po roce 2000 na českém trhu. V rámci tohoto tématu obsahuje případovou studii o zavádění nástroje pro podporu procesu ?Change management? dle knihovny obecně uznávaných praktik ITIL.
Informatics Management in Small and Medium Enterprises

Bakalářská práce pojednává o řízení informatiky vzhledem k nejvíce uznávaným rámcům. ITIL jako jeden z těchto rámců je pak blíže popsán a také porovnán s rámcem CobiT s ohledem na využití v malých a středních podnicích. Druhá část této práce je zaměřena na specifika řízení informačního systému v tomto sektoru ekonomiky.
IT GOVERNANACE AT THE MINISTRY OF FOREIGN AFFAIRES OF THE CZECH REPUBLIC: SYSTEMIC APPROACH AND FIELD IMPLEMENTATION

The diploma thesis reacts on the interest of the Czech foreign ministry IT department to get an overview of ITIL 2 and COBIT 4.1 world-wide acknowledged IS/IT management best practice libraries. Both libraries are put in the framework of IT Governance theory and practice. COBIT is presented as world ITG standard, meaning the alignment of organization's strategic goals and IT goals. It is focused on organizations, where the shift of IT perception towards a strategic partnership with the business is driven by top-down board initiative. On the other hand, the ITIL core texts Service Support and Service Delivery are treated as a standard of IT service management, suitable as a framework to establish processes within the foreign ministry's IT department. Three alternative implementations of the two libraries are shown, in a situation of non-existent process management and information architecture. Moreover, the IT Governance initiative has a bottom-up character. The first variant connects ITIL and COBIT process models to the goals and projects outlaid in the 2008-2010 IT Strategy draft (IT BSC was used in the strategy to set up goals). The COBIT processes are aligned to the IT BSC domains and projects; further on, more detailed ITIL tools are assigned to the COBIT processes using the toolbox [IT GOVERNANCE INSTITUTE; OFFICE OF GOVERNMENT COMMERCE. Aligning COBIT, ITIL and ISO 17799 for Business Benefit]. As the projects formulated in the IT Strategy don't focus on the fundaments of process management, a stepwise approach to document the current processes using the ITIL: Service Support and Service Delivery framework is suggested. The second variant came into reality in mid 2008: COBIT has been used without success to estimate users' preferences. The reasons of the failure are discussed. Czech translation of COBIT 4.1 maturity models by the author intended to use as one of the tools in the opinion poll is attached as Annex 2. The last variant is not directly aligned to the problems of foreign ministry's IT/IS, but it is the most pragmatic guide to the implementation of the libraries. As an external help desk has been already launched, I suggest the establishment of ITIL Incident Management and Problem Management processes, supported with a CMDB configuration database.
EXISTUJE KOMPLEXNÍ NÁVOD JAK EFEKTIVNĚ ŘÍDIT PODNIKOVOU INFORMATIKU?

Hlavním cílem této diplomové práce je prozkoumat jednotlivé obecně uznávané rámce, metodiky a standardy určené pro efektivní řízení podnikové informatiky a na základě tohoto zkoumání zjistit, zda existuje jeden konkrétní návod, který lze použít pro efektivní řízení podnikové informatiky. Součástí práce je vydefinování kritérií pro výběr vhodného rámce, metodik a standardů pro konkrétní oblast podnikové informatiky a jejich praktická aplikace ve společnosti TO2CR. Na základě prostudovaných materiálů týkajících se zvolených rámců, metodik a standardů a legislativní norem jsem zvolila kritéria pro výběr vhodné kombinace pro implementaci. Struktura a obsah práce jednotlivých kapitol je navržena tak, aby čtenář postupně získával informace o IT governance, o obsahu a zaměření norem, standardů, metodik a legislativních rámců a o výběru rámce, metodik či standardů pro konkrétní oblast řízení informační bezpečnosti a uvedení případové studie z praxe. Závěrem práce je zjištění, že v současnosti neexistuje žádný dostatečně komplexní návod pro efektivní řízení podnikové informatiky. Naopak je vhodné využít správnou kombinaci těchto rámců, metodik a norem.
