Protection against delays in administrative proceedings and in proceedings before administrative court
Koudele, Lukáš ; Kryska, David (advisor) ; Svoboda, Petr (referee)
Protection against delays in administrative proceedings and in proceedings before administrative courts Abstract The subject of this work are delays in administrative proceedings (where its legislation marks them as inaction) and before administrative courts. A delay is a state in which a certain act in the proceedings for some reason is not undertaken at the time within which it should be done. Reasons for delays may vary. They may be objective, which may consist of a number of cases that a person decides, whether it is due to insufficient staffing of the authorities in charge of the proceedings, or because of the deficiencies in the organization of work with that authorities, or may consist in the necessity of following the sequence of a process involving the necessity to perform an act that precedes the given operation. Reasons for delays can also be subjective, due to the lack of speed of work, either due to laziness or incompetence. The Charter of Fundamental Rights and Freedoms speaks of the duty to discuss the matter without unnecessary delays. This obligation applies both to administrative proceedings and to proceedings at the administrative courts. Since this is a law regulation, which applies to constitutional order, other legal norms can not contain a rule that would be inconsistent with the...

Insolvency proceedings in terms of periods and time limits
Douda, Jiří ; Hásová, Jiřina (advisor) ; Moravec, Tomáš (referee)
This diploma thesis deals with insolvency proceedings in terms of periods and time limits. The main objective of this thesis is to verify two hypotheses stated in the introduction. Author concentrates on the meaning of the periods and time limit since the ages of Roman law. Author is also paying attention to detailed analysis of law n. 182/2006 Sb., about bankruptcy and ways of its solutions (hereinafter insolvency law), as subsequently amended, which obtain treatises about the period or time limits. Author also evaluates the benefit of the insolvency law amendments, which will become effective in summer of 2017, and he will also propose law amendment de lege ferenda including possible impacts, which can be brought by this amendment, in the conclusion.
Time and its reflection in law
Kučerová, Barbora ; Hendrychová, Michaela (advisor) ; Šustek, Petr (referee)
Time and its reflection in law Aim of this Master's degree thesis is to explain time as a quantity which influence human's life more than any other and that is one of the most relevant legal events which cause certain consequences in law. The aim of this work is to capture time as a quantity that influences human life more than any other, and that is one of the most legally relevant facts with which the law attaches certain legal consequences. The thesis is divided into nine chapters; the first four are devoted to philosophical and historical introduction to the concept of "time", while the remaining five are focused on the influence of time in the context of the current Civil Code. The first chapter follows the perception of time from the beginning of mankind, deriving primarily from the work of a major Romanian historian and philosopher of the last century - Mircea Eliade. The second chapter is dedicated to time as divisible quantity and describes the different ways to divide time through the day on a longer term units - years. The third chapter discusses the concept of time in ancient Rome from the perspective of the great scholars of his time - Isidore of Seville and Ambrosia Theodosius Macrobius. It describes not only the Roman division of time, but also the development of the Roman calendar...
The role of caravan trade in the economy of Roman Syria
Doležálková, Věra ; Stančo, Ladislav (advisor) ; Bouzek, Jan (referee)
This diploma thesis deals with the issue ancient caravan trade in the region of Roman Syria. The available evidence on ancient over-land trade is analyzed here, as well as its routes, main trade commodities, and historical events connected with the trade in the Near Eastern Roman provinces. The intention was to process all the accessible sources concerning the local epigraphy in its urban context, complemented by examinations of the archaeology of the city and narrative sources. The goods arriving to the province of Syria are divided typologically and also according to their utilization and provenience. The prices of main trade commodities are summarized in the chart. The main trade routes crossing the region of the Roman province of Syria are divided geographically into southern and northern routes, and to the routes leading westwards from Palmyra or Antioch to the Mediterranean ports. I also explored the caravan trade of south Arabia mediated by the Nabateans, and its development according to Roman provincial policy. According to the analyzed sources, the decline of the Nabatean trade is examined. The decline was primarily caused by the Roman effort to weaken the influence of the Nabatean kingdom. The key issue of the thesis reveals the Palmyra's caravan trade development in its hinterland and...
Clock genes in mammalian circadian pacemaker
Cimerová, Veronika ; Bendová, Zdeňka (advisor) ; Polidarová, Lenka (referee)
The behavior of mammals and their physiological processes are dependent on the daily rhythms. These rhythms are controlled by an endogenous circadian clock that responds to light/dark cycles of environment. In mammals, the circadian clocks, are arranged hierarchically, and work in almost all cells and tissues. Suprachiasmatic nuclei (SCN) in the hypothalamus are at the top of the hierarchy and work as a major circadian pacemaker. This work presents the clock genes that have been discovered in the last twenty years in the SCN of mammals. The first chapter focuses on the general mechanism of circadian rhythms and structure of the SCN. The second chapter describes the transcriptional-translational feedback loops that are an essential part of the proper function of the circadian clock, and function of individual genes is briefly introduced in this chapter. The following chapters already include a chronological characterization of Clock, Bmal1, Period and Cryptochrome genes, as they were discovered. If the clock gene expresses different function from the clockwork mechanism, it is briefly introduced in the final paragraph on the chapter. The final chapters deal with other molecules, casein kinases, ROR and REV-ERB receptors that affect its function expression and degradation of circadian genes in the...
Deadlines under the Administrative and Tax Code
LANGROVÁ, Veronika
Annotation The diploma thesis deals with the description and analysis of tax and administrative management in terms of deadlines. The aim of the thesis is to find a practical basis when applying an inconsistent setting of deadlines in the tax and administrative procedures. It was important to determine whether the concept of deadlines in the legislation is different, how the concept of time is regulated in the legislation and how this issue can actually affect us. The analysis of individual management was based on actual data. I was provided the data related to the tax procedure by a particular tax subject. The data related to the administrative procedure were requested from a specific administrative authority. The practical part of the thesis deals with a detailed analysis of individual management in terms of deadlines. The tax procedure was about determining the preclusion of the deadline for a tax assessment and the identification of the factors which had an impact on the course of this period. In the case of administrative proceeding, the time limits which are necessary for discussion of the minor offense and the administrative offense were analyzed. The thesis contains tables with data for better clarity within individual management.
Simulation of Broken Conductor in Distribution Network by ATP-EMTP Program
Pacula, Václav ; Novotný, Jan (referee) ; Paar, Martin (advisor)
When broken conductor will impact on the ground. In isolated networks to ground fault occurs. For fault detection is the most commonly used method of zero-sequence voltage. The principle of the method is the sum of the voltage in all phases in the symmetric systém is the sum zero. The aim is to compare this method with the method of symmetrical sequence method and timeshiftomg. The method of symmetrical sequences compares sequency currents. To change the status of the systemis changed period, this method is based on the time shift. For comparison is used the ATP-EMTP program, that simulates the electrical transients. In this program are designed network model in which, these methods are investigated. It is a simple model of an idealized model and part of distribution network. After the simulation waveforms of events are processed and the results found faultdetection. Protection used today are based on measurements of zero-sequence voltage. A newer method of protection that extends further the possibility of detection and localization.
