Evaluation of Petr Nečas's Cabinet - February 2012

In February survey, CVVM focused on evaluation of Petr Nečas's government. 28 % of Czechs are satisfied with the person of Prime Minister, 65 % are dissatisfied, 16 % are satisfied with government's performance and 79 % are not. Also government's program (28 %/59 %) as well as communication with public (17 %/77 %) is evaluated predominantly negatively. 83 % of respondents see negatively also a personal composition of Nečas's government, 12 % expressed opposite feeling in this matter.
Comparison of Presidential Competences During the First Czechoslovak Republic and Today with Regard to the Executive Power

The bachelor work deals with comparison of constitutional powers of two important presidents of our republic in two different historical periods of the Czech statehood, president Tomas Garrigue Masaryk and Vaclav Havel. It deals with powers entrusted to them, concerning mostly the executional power, the government over the republic. The comparison deals with their extent and use in real political life. In the introduction to my work I will briefly present the circumstances under which the two important men achieved such eminent position in the Czech state, and in relation with this I will shortly describe the events leading to the emergence of both constitutions, the Constitution of 1920 and the Constitution approved by the Czech National Council in December 1992, which are key materials for the formation and elaboration of my bachelor work. The most important part of this work contains the comparison of the entrusted powers and the subsequent use in practice.
The development and current state of public budgets

In the introductory part of the thesis, I focus on familiarization with the development of public budgets in the Czech Republic in the early 90's of the 20th century to the present. The second part focuses on the characteristics of the system of public budgets, which describes the individual components of the budget system. After familiarization with the basic issues of the public finance system and public budgets, the thesis focuses on analyzing the government deficit and public debt, where the goal is to define the basic factors affecting the achievement of better relative weight of the public debt, in the context of the adoption of the stabilization of public budgets, which should stop the negative trend in public finances of the Czech Republic and the total government debt.
Development of e-government in the Czech Republic

This dissertation describes and evaluates the gradual development of e-government in the Czech Republic, especially the part that affects communication and interaction between public administration and private sector (citizens and firms). The introduction describes why an e-government was perceived as a separate discipline and how does it affect the development of IT and the Internet. The next section deals with the basic division of the government approach to an e-government -- whether the government pays attention only to legislation and standardization, and operation of IT services is left to the private sector, or whether the government itself guarantees the operation of some basic IT services. The largest part is devoted to the gradual development of e-government in the Czech Republic, its critical milestones (such as new laws) and starts (or ends) of important information systems. It also describes the successes and the failures of these milestones and their impact on both public administration and private sector. The final section describes the currently known vision of e-government in the Czech Republic (actually the absence of such a vision). In conclusion, it summarizes findings from previous chapters and it describes both the positive and the negative aspects of existing projects. Finally, it proposes how to mimic the successful ones and how to avoid the unsuccessful ones.
FRANTIŠEK MACHNÍK - The life of Agrarian politician and minister of the national defence

Submitted diploma thesis brings the life fates of František Machník, last political minister of the national defence of the first Czechoslovak republic. He was one of the political symbols of the army in 30´s as the representative of the Agrarian party. He soon found that the possible new army conflict among nations could be very real. The whole European effort of keeping Versailles´ peace system was absolutely desperate. Machník became propagator of the nation´s military ability, he popularized the army in the public view and he inspired thousands of people for her. He gave her technic and institutional laws. He was interested in the financial support of the building of the border´s fortification. This diploma work tries as first to map Machník´s life from the very beginnings over his studies, teacher´s and school director´s career and MP activities. It looks on his early enter to the Agrarian party and his work for Agrarian academics. The three - years ministerial career emphasizes two important moments - the law of the national defence and Machník´s decree. WWII brought him first suffering - the Gestapo investigation and then he was sentenced to death and this was changed to life imprisonment. The author of this work is also interested in Machník´s postwar investigation and trial by the National Court in the year 1947. It was followed with the communistic trial in 1952 and 5 years imprisonment. The end of the thesis concentrates on the sad Machník´s retirement after the amnesty in 1953.
Záchranné programy americké vlády a Fedu v době finanční krize

Since current financial crisis, U.S. government and Federal Reserve have vigorously commenced several bailout plans in order to avert cataclysmic financial meltdown, stabilize financial markets, constrain bank failures, and inhibit a credit freeze. Although the policies financed by taxpayer funds were originally estimated at $700 billion, they swiftly turned into over $15 trillion. This circumstance have naturally arisen a wave of critique doubting the necessity of government interventions. The negative feedbacks are based on capitalism rules where failure of weaker banks and companies is an essential and natural aspect of market. The thesis aim is to analyze the programs necessity, efficiency and effectiveness using methods such as cost-benefit analysis. In conclusion, this thesis will try to answer how efficacious the federal government bailout plans will be in the long run, even though they can seem auspicious in ameliorating present situation in the short run.

Also government's program (35 % / 51 %) as well as communication with public (25 % / 66 %) is evaluated predominantly negatively. 71 % of respondents see negatively also a personal composition of Nečas's government, 19 % expressed opposite feeling in this matter.
The views of citizens in selected measures of social policy

In the November investigation the Centre for Public Opinion Research included issues related to social and family policy. Citizens commented on the fact how much the government cares about the social situation of families with children, and some specific measures that relate to these families.
