Investment Subsidies to Municipalities

This diploma thesis deals with investment subsidies, which municipalities obtain as a contribution to the budget, and the fact whether the amount of the subsidies is affected by the political affiliation of the mayor. The introduction of the thesis brings the description of public administration of the Czech Republic, and the characteristics of the region and the village. The following part focuses on fiscal federalism, district budget as well as particular revenues of municipalities. Additionally, this part provides the explanation of the term 'subsidy', and lists different kinds of sources which municipalities can draw financial means from. The last part introduces analysis of selected towns. The conclusion presents the overall evaluation and summary of the results.

The theoretical part of the thesis is focused on explanation of all concepts of these small towns and the practical part includes a analysis of received subsidies and their total evaluation and other potential projects for the development of selected towns with using available support programmes.

Support of tourism in regional operational programs of the Czech Republic

The European Union has been concerned with the issue of tourism and its regional policy since the 1980s. The support has been increased in connection with the Lisboa strategy and related strategy 'Evropa 2020' (Europe 2020). The diploma thesis identifies the position of tourism in the contemporary regional policy of the EU and further analyses its process of implementation in the area in question in relation to chosen cohesion regions in the Czech Republic. The objective of the thesis is to compare and evaluate the tourism support process through three regional operational programmes with emphasis on specific support areas and the amount of allocated and factually drawn funds. The thesis also contains an evaluation of related support areas from the applicants' perspective that comple ments the findings and places the analysis into an authentic context.

Urban Development in the Czech Republic in the context of the EU Cohesion Policy

This Diploma thesis deals with the support system for the Czech urban areas development, available in the EU Funds in the 2007-2013 programming period. First, the work briefly discusses the characteristics of the EU Cohesion Policy, and then describes the development of its urban dimension emphasizing the period after 2000. The main objective of this thesis is to analyze Czech strategic documents for the implementation of the EU Cohesion Policy and specific programmes linked to urban development, i.e. the Regional Operational Programmes and the Integrated Operational Programme. The final part includes the case study of Pilsen city, as a concrete example of the analyzed programmes implementation.

Zhodnocení regionálních operačních programů na příkladu jednoho konkrétního regionu.

Strukturální fondy EU: perspektivy v období 2007-2013

Práce hodnotí dosavadní zkušenosti České republiky s čerpáním SF v období 2004-2006 a zaměřuje se zejména na porovnání s obdobím následujícím 2007-2013. Poukazuje na změny na poli jednotlivých SF a cílů strukturální politiky, zabývá se rovněž novou finanční perspektivou. Jádro práce spočívá v představení strategických dokumentů vztahujících se k novému programovacímu období a zhodnocení příprav ČR jak na úrovni obecné tak na úrovni krajů, kde se očekávají největší změny. V závěru práce jsou přípravy na nové období představeny také na příkladu konkrétního regionu NUTS II Severovýchod.
